 CHAPTER I

INTRODUCTION

Barangay Resident Record Management and Certificate Issuance is a web based system that it can
handle a wide range of information relating to barangay profile, residents profile, barangay IDs/Clearance,
barangay disputes/cases, barangay activities, and barangay legislation.

The Barangay Tamontaka D.O.S Maguindanao allows residents to request their concerns, problems,
certificate or permit, complaints through accessing the web site of the Barangay. The processing of Complaints
full of Information and retrieving data become easy to the residents.

1.1 Background of the Study

The original Barangay named Tamontaka is along located the Tamontaka River, part of Cotabato City. A
Spanish Settlement for the convert natives of the place run by the Catholic Priest. Recently another barangay
was formed name Tamontaka in the opposite side of Tamontaka River part of Dinaig, now Municipality of Datu
Odin Sinsuat. It was separated the area of Mother Barangay Capiton. Sometimes in 1969(estimated). The
question of how Tamontaka got its name is still uncertain. Some people of the place tell us, maybe of socially
closeness of the residence of both barangay either by blood relation or by material affinity. The residence of
both barangays considered the area as an extension of each other due to the above mentioned reasons.

The area of Barangay Datu Odin Sinsuat, Maguindanao covered up all the area of Broce Estate. The
area where vast plantation of sugar cane is located together with big factories and the sugar processing plant,
but still the area name not Tamontaka, it is called simply HACIENDA BROCE, named after its owner. The most
popular and historical place of the same area is SITIO DAUBAB of Tamontaka, Datu Odin Sinsuat,
Maguindnao Sittio Daubab begun its popularity sometimes in the middle of 18th Century as a commercial
center of the area next to Dulawan of Datu Piang and Salimbao of Nuling now Sultan Kudarat.

Sitio Daubab declined its commercial activities just recently due to the building of Supermarket in
Cotabato City in the early 60’s of the nineteenth centuries where the market goers directly conduct their
business activity.

Sometimes in the year 1973, the market activities of sitio Daubab was totally stopped due to the MNLF
revels offensive against the government troops.

The existing Process of the Resident Record Management and Certificate Issuance of Barangay
Tamontaka D.O.S Maguindanao is to fill up the form the “Barangay Governance Performance Management
System Data Capture Form” records is the Information of Residents, the issue of their residents, and there
Activities and it can get in there barangay the Certificates of Barangay,

In 1861 the Jesuits established on this site the historic mission called” RESIDENCE”. This was later
known as the ”Tamontaka Reduction” patterned after its South American Counterpart in Paraguay.
 This mission was established to resettle and evangelize the unbaptized mountain tribes of Mindanao
and adjacent islands. This mission also gave sanctuary to the ransomed slaves of Muslim Datu’s. The Slaves
were known as “LIBERTOS/AS”.

They were settled in the new Christian town of Tamontaka, were settled in the new Christian town of
Tamontaka, the Jesuits had set up for them. They received a house and lot, a farm with tools and carabao plus
clothes and foods until they took their first harvest. These librettos as formed the knuckles of the Christian
settlement in Cotabato. The pioneer Jesuits in Tamontaka were Father Juan Bautista Vidal (superior) Father
Jose Ignacio Guerrico, Brothers Venancio Belzunce and Ignacio Zumeta.

1.2 Statement of the Problem

 The current system is prone to be misplaced due lack of security.

 Because the file is only to listing and there’s nothing to keep for secure.

 The system is time consuming for accessing records and Information of a person.
 It is difficult to find the records because it is many listed and sometimes it is lost.

 The system is Manual it cannot easily track the records of every resident.
 Because it cannot organized and sometimes it is not exacts Information of
Residents.

1.3 Objective of the Study

1.3.1General Objective

The General Objective of the study is to develop as barangay Information System with Resident
Record Management and Certificate Issuance for Barangay Tamontaka D.O.S Maguindanao.

1.3.2 Specific Objectives

Specifically, the study aim to:

 To create a system that will provide secure and safe resident confidential Files.

 To make a system that can provide immediately record of files that the residents needs.

 To create a system that is fast and accurate.

1.4 Significance of the Study

 Due to increasing population of barangay Tamontaka D.OS Maguindanao. This study can help the
Barangay regarding with their data transaction.

This Proposed System aimed to benefit the following:

The Barangay

The main beneficiary of the study is barangay Tamontaka D.O.S Maguindanao. The barangay would
adapt the new innovation of technology through web that will make their work with optimum performance.

The Secretary

With regards to the secretary this proposed system will help him/her to minimize its work load. The
Users of these system can give him/her an easy and reliably result for each transaction and the most is to
prevent the loses of the data.

The Residents

The residents of the said barangay will benefit by means of having a hard time falling in line waiting for
their files to be together.

The Barangay Captain

The Captain can easily Monitor the records of its residence by its counts and each status like residence
that had a permit job the number of their children, their barangay records of clearance and etc.

Future Researchers

This Capstone project may serve as reference for the future researchers.

Proponents

The Proposed system may provides challenge, Learning and camaraderie for the researchers to come
up with this study.

1.5 Scope of the Study

 The Proposed Barangay Resident Record Management and Certificate Issuance System is to provide
efficient reliable, Fast, accurate information to provide good quality service to secure the file of the client and to
ensure that the service and information are given at the right time to satisfy the needs of the client. In
transactions the system could Add, Update the records the residence of barangay and could delete if
necessary. It prepares and prints Brgy. Clearance and etc. It could be Post News and Comments through
Online.

The Proposed System was Limited to the person who can be Authorized managing the records system
handle the Adding, Viewing and Updating the records in each residents of the Barangay.

1.6 Operational Definition of Terms

Database

 A collection of data arrange in files used for more than one purpose.

Register

 An official record of automatically recorded the information number of quantities which

are inputted in computer.

Monitor

 An ability of the system to observe and to check information at regular intervals in order
to find out how it is progressing.

Software

 It Is a group of interrelated components working together towards a common goal by

accepting input and producing output in an organized transportation process.

System

 It is system utility or application program expressed on complete readable language.

Testing

 The process of trying out the performances of the systems.
