GUIDETINES ON THE CONDUCT OF THE STUDENT GOVERNMENT ETECTIONS

FOR SY 2019-2020

l. The School Heod (SH) upon the proposol of the members of the SPG/SSG
Commission on Elections {COMELEC) with the recommendoiion of the
SPG/SSG COMELEC Choirperson, moy olso issue odditionol guidelines
on the SPG or SSG COMELEC Stondord Election Code consistent with
the DepEd Order No. 47 s. 2014 ond DepEd Order No ll s. 2016 to
ensure o foir ond successful conduci of ihe elections.

2. After the conduct of the SPG/SSG Elections, the SH or the person whom
he/she oppointed sholl occomplish the Comprehensive Evoluotion of
the Student Government Elections for the School (CESGE) Form
provided in the enclosure. Soft or hord copies of their documents sholl be
submitted to the Division School Governonce ond Operotions Division
(SGOD) through their respective Division Youth Formotion Coordinotor
exoctly two (2) weeks ofter the school's proclomotion of winners on Februory 18,
2019.

3. The Division SGOD sholl colloie the schools CESGE Forms ond
occomplish the Division Consolidoted Election Report (DCER) for the
SPG ond SSG. After colloting oll the schools' CESGE forms ond
occomplishing the Division Eleciion Consolidoted Report for the SPG ond
SSG, the Division SGOD sholl forword the soft or hord copies of ihe soid
copies to their respective Regionol Educotion Support Services Division
on or before Morch | 1 , 2019.

4. The ESSD sholl colloie, orgonize ond forword sconned or soft copies of
ihe documenis submitted by the SGOD io the Youth Formotion
Division (YFD).

5. The newly-elected SPG/SSG officers upon their ooth toking ceremony shcll
undergo o porollel school-bosed troining on bosic skills on leodership,
roles functions, ond responsibiliiies of eoch officer. The newly designoted
SPG/SSG Adviser sholl supervise the implementotion of the soid iroining.
The newly elected SPG/SSG officers sholl come up with o Generol Plon of
Action (SPOA) for their entire term. The project monogement ond plonning
of GPOA musi be focilitoted by the SPG/SSG odviser ond the outgoing
SPG / SSG officers during weekends immedioiely ofter eleciions.

6. The Division Office through the SGOD sholl conduct o division-wide

leodership troining for the newly-elected SPG ond SSG officers, the new

officers from school club orgonizoiions moy olso join the division-initioted
leodership troining. Pursuont to DepEd Order l9 s. 2Al6 "Guidelines on
the Orgonizotionol Struciure ond Stoffing Potterns of Stond-Alone ond
lntegroied Public Senior High School", the Division Youth Formotion
Coordinotor sholl speorheod the division-wide leodenhip troining 'within
April-August 20]9 in coordinotion with other offices relevont to the conduct
of the octivity.

7. For the regionol ond division-federoted SSG ond SPG elections. ALL
PRESIDENTS regordless of grode level, whether the condidote is from
Grode I I or Grode 12, con vie for the President ond Vice President position
for os long os they ore the elected President of the SSG qnd SPG in their
respecfive school ond ore quolified to be nominoted.

8. For stond-olone Junior High School (JHS) condidotes for President ond Vice
President musi be Grode l0 ond Grode 9 studenis. Grode 8 ond Z siudenis cqn
run for ihe other positions except President ond Vice-president.

9. For elementory ond secondory schools which hove more ihon I ,000
students per grode level, the COMELEC con odd odditionol three {3}
members per grode level who will help focilitote the elections. The soid
odditionol members must meet the required quolificotions ond undergo the
some process.

10. The YFD os the leod office for the Siudent Government Progrom {SGp) in
the Centrql Office is outhorized to monitor the conduct of the elections ond
the formuloiion, ond implementotion of the progroms ond projects to
strengthen ihe SPG/SSG in schools.

ociiviiies of the synchronized SPG/SSG eleciions.

12. All School Division Superintendents (SDSs) ore enloined to support ond monitor the
implementotion of the school elections.

13. All elections conducted before the disseminotion of this Memorondum

sholl retoin the condidoies who were procloimed winners of iheir school's
SPG ond SSG in their elective positions.
