Campus Journalism Act of 1991, the Schools Division Oflice - Mandaluyong City
through the Curriculum Implementation Division (CID) in collaboration with the

annual press conference aims to:

a. demonstrate understanding among learners of the importance of journalism


by displaying proficient use of English and Filipino to facilitate learning and
expressing it through journalistic endeavors and approaches;
b. promote social consciousness and environmental awareness, participation,
and involvement in advocacies;
c. provide a venue for an enriching learning experience in journalism as a career
or those who intend to see journalistic skills in their chosen careers;
d. enhance journalistic competence through healthy and friendly competitions;
and
e. showcase the campus journalistic skills of learners across SDO-Mandaluyong
City in Print, Online and Broadcast Journalism.

6. Recognizing and respecting Intellectual Property Rights, this Oflice adheres to


the rule conceming plagiarism.

7. Any form of plagiarism in all competitions as proven by the board of judges


shall be grounds for disqualihcation.

8. The host school is requested to prepare a list of the Technical Working


committee and contest administrators to be submitted to the supervisor-In-charge
of Joumalism, on or before Februar5r 9, 2024.

the school paper adviser-coaches,
Division TWG members, and host school rwG are eligible to avail of service credits
commensurate to the number of hours/days of the training as scheduled pursuant
to DepEd order No. 53, s. 2003 titled cupdated Guldellnes on crart of tacatioa
servlce credlts to Teachera Ameaded by Do 84, a. 2fl)B - Addeadum to DepEd
order No. 53r:. 2oo3 (updated Guidellnes on Gratrt ofvacatlon servlce credits
to Teaeheref, while the SDo officials, school heads, and non-teaching personnel are
entitled to compensatory time-off (CTO).

10. A registration fee of one.Hundred Fifty pesos (php lso.oo), shall be charged
per participant (campus journarists and school paper advisers) *rri.t *itt cover
the
honoraria of the Keynote Speaker, speaker-Evaluators, trainers, contest materiars,
and miscellaneous expenses relative to the conduct of the DSpc and other
Journalism-Related Activities.
11. The deadline for pa5,,rnent shall be on February L2,2024, payable to the CaBh

12. Expenses such as registration fees, food and transportation of the
participants, and expenditures of the host school are chargeable against the School
MOOE/Journalism/local funds, subject to the usual accounting and auditing rules
and regulations.

Implementation Committee, Technical Working Group, Schedule of Activities, Parts
of the Program, Registration Porm, and Parent Consent, for the information and

CONTESTS GUIDELINF^S

The competition is designed to showcase the competencies of carnpus


journalists, demonstrate their holistic joumalistic skills arrd proficiency through
media exposure, immersion, and press conferences, and promote free and
responsible j oumalism.

The following guidelines will be strictly implemented and complied with:

1. The competition is open to all elementary and secondar5r campus


joumalists from public and private schools.

2. School paper advisers (SPAs) are requested to facilitate the registration


of their respective participants via a google form. Link will be provided by the
organizers.

3. It is advised tJ:at upon payment of registration, a copy of the List of


Ollicial Delegates be submitted to the Cash Unit and the Supervisor-In-
Charge of Journalism, for consolidation.

4. Contestants' entries shall be identified by uaique entry codee. They


are not allowed to put any identifying marks like nalne, narne of the school,
or name of SPA or Journalism coach.

5. The contest administrators will assigtr unique entry codes to the entries
once tJrey are collected.

6. This year's DSPC will feature a two-round writing competition: (1)


elimination round and (2) final round.

7. A school may send four (4) contestants each group to undergo battery
tests in three categories during the first round, grouped as follows:

8. Judges will shortlist 1O candidates in each category during the


elimination round on February 17 , 2024 and will advance to the final round
to be held on February 24,2024.

9. Contestants will be ranked in the final round as ffth, fourth, third,


second, and first place winners.

10. The Top Three Wlaaere in each category will represent SDO-
Mandaluyong at tlre 2024 Regional Schools Press Conference (RSPC).

11. In case a contestant wins in two or three categories, the Program


Implementation Committee in coordination with the Resource Speaker -
Judges will decide in what category the grand winner will represent the
division to the regional level.

L2. Resource Speaker-Judges will conduct a review lecture and provide


technical assistance to all qualifrers for skiil enhancement before Rounds 2 to
5 writing competitions.

13. Contest materials may be in the form of fact sheets, press releases,
issuances, or video clips. For Sports Writing, contestants shall watch a live
game, or be provided with fact sheets or scoresheets, as reference for their
contest pieces.

L4. Contestants will be given I hour to conceptualize and write their


entries.

15. In photojoumalism, below are the guidelines:

a. Memory SD cards shall be submitted after the Opening Ceremony on


February 15, 2024 to be labeled with the name of the contestant and
school. (English and Filipino - separated.)
b. No professional camera to be used. It must be a maximum of 23
megapixel.
c. No special features of the camera shall be used.
d. Unlimited shots are allowed. However, only six (6) shots shall be
submitted including the control shot. Control shot shall be determined
by the TWG.
e. Pive (5) photos will be provided with a caption. Captions of the photos
shall be written in a Caption Form to be provided by the organizers.

16. In Editorial Cartooning, oslo paper will be provided to the contestants.


Only pencils are allowed to be used in preparing the cartoons.

77. The organizer shall adopt the criteria for judging set by the
Department of Education (DepEd) in the alrnua.l National Schools press

18. Mobiie phones are not permitted inside the contest rooms.

19. Except for the TWGs and contest administrators, school paper
advisers, coaches, and parents are not allowed to stay or visit the contest
a-reas during the conduct of the battery tests.

20. Winners and their SPAs will receive certificates of recognition.

21. Each individual winning and qualifier will have the following
corresponding points:

19. The decision of the judges in all aspects of the contests shall be deemed
final and irrevocable.

20. In recognition of their exemplary performance in the battery tests, the


individual highest pointers, English and Filipino, will be declared based on
the accumulated points from their winnings.

21. In case of a tie, an averaging system from the scores given to winning
outputs will be applied.

22. Consolidating all points eamed from its winnings, the following awards
will be conferred to the schools, school heads, and school paper advisers, both
in the elementarJr and secondaqr levels:
