Educational reforms of Zulfiqar Ali Bhutto 

It was not easy to implement the educational reforms because the literacy rate was as less as 25%. Also many of 
the people did not want to send their children to school on the expense of leaving work even though education 
was made free, in some remote areas people even did not feel the need of education as they were living on 
traditional lines. But still PPP (Pakistan's People's party ) made its attempts to improve education because Bhutto 
believed that education was important for the development and success of Pakistan domestically and 
internationally. The educational policies included that 
Article 37 under 1973 Constitution that stipulated that education was to be made free and compulsory taking 
care of the remote areas, on 1st september 1972 nationalisation of schools and colleges was announced,the 
authority of private schools was placed under the case of provincial educational boards and people had 
assurance so they could send their children even of they had to work. Bhuttos eight ambitious goals appended 
to irradicate ignorance,to provide education for everyone and that the school curriculum meets Pakistan's 
social ,economic and political needs,the uniformity of education, raising self confidence of common man,to 
raise aspirations for higher education among youth,to develop personalities and potential among students and 
to develop pakistani culture and identity.
