Purpose
Alstom Transport operates in the railway environment and acknowledges the importance of its duty
to prevent risks caused by the abuse of alcohol: an alcohol-free environment is an essential element
in maintaining a workplace which is safe for both the employee and the public.

Scope of application
This alcohol policy applies to
- all permanent and temporary employees.
- all contracted staff.
- all contractors or sub-contractors when they are performing Alstom’s business.
This policy sets the minimum requirements applicable anywhere Alstom Transport operates worldwide.
Local regulations* always prevail when more stringent than these minimum requirements.
This policy enters into force immediately. Local rules derived from this policy are applicable as soon
as possible, depending on local legal requirements about the necessary consultation of employee’s
representatives and working authorities.

Responsibilities

• Transport HR and EHS are in charge of setting and maintaining this Transport Policy.

• Transport Country HRs, with the support of EHS, are in charge of setting the adapted No‐Alcohol 
local standard derived from this Policy whilst taking into account the local regulations. 

• Management is accountable for the implementation of this policy and the corresponding No‐
Alcohol standards, with the support of HR and EHS. 

• Each employee and contractor has to comply with the rule defined in this policy and the 
corresponding No‐Alcohol local standard.

• Anyone violating this policy is subject to disciplinary action.

1. Zero Alcohol Policy & Application Rule

1.1. Rule N°1
The consumption of alcohol is forbidden on Alstom Transport sites*.

• Introducing and/or consuming alcohol on Alstom Transport sites is a prohibited behavior.

• Any event organized by Alstom Transport or a partner on an Alstom Transport site shall be 
alcohol‐free. This includes but is not limited to special ceremonies, internal awards, 
communication events, special days organized by our suppliers in our facilities, farewell 
parties, etc…

• Canteens, restaurants and reception rooms shall be alcohol free.
In the case a local regulation prevents to implement this basic measure, the following 
minimum conditions shall be met : 

o special provisions need to be taken at local level to make sure no one is impaired 
by or under the influence of alcohol during meals in canteens/restaurants (as an 
example: controlled distribution, restricted quantity, only light alcohol, etc.) 

o preventive visual messages to increase people awareness about alcohol risks 

o no advertising nor any other system to encourage alcohol consumption

• The only possible exemption to the above‐mentioned principles is when special events 
with customers and/or VIP external guests are organized. 
In this case, the site Managing Director is the only one authorized to define the exemption 
system.  
The person organizing the event is in charge of ensuring that alcohol test devices are 
offered to any person susceptible to drive a car.

1.2. Rule N°2
Being impaired by or under the influence of alcohol while on duty, while in the workplace, 
while driving or while conducting business for Alstom Transport is prohibited. 

• Any employee and contractor shall be aware that he/she is not authorized to work and/or 
drive when impaired by or under the influence of alcohol.
This applies wherever Alstom Transport employees are working, in or out of an Alstom 
sites, and therefore to Alstom Transport employees in missions outside our facilities. 

This principle is detailed in a local rule, which takes into account the risks linked to the job 
assigned to the person and the local regulations. 
In no case the rule should be less stringent that the rule applying to road safety drivers.

• Any manager organizing a dinner or a party involving Alstom Transport employees and/or 
contracted staff outside Alstom facilities is responsible for making sure that no attendee 
will be impaired by or under the influence of alcohol while driving back to home/hotel 
after the dinner/party.   
It is up to each manager organizing the dinner to take measures to achieve this target 
(restrict consumption, allow access to alcohol tests, ensure alternative means of 
transportation in case of doubts, etc.).

For the purpose of this document the following definitions shall apply:

¾ Alstom Transport sites ........ Any site under the operational responsibilities of Alstom Transport
whether or not owned by Alstom Transport (offices, manufacturing
facilities, construction sites or parts of construction sites operated by
Alstom Transport, customers sites or parts of customers sites
operated by Alstom Transport, etc.)
¾ Local regulations .................Any additional local rule such as legal requirements, customers
specific requirements, railway industry requirements, working
authority requirements, etc
