Purpose / Objectives
This document details the Alstom requirements for vehicle movement on Alstom and Non-Alstom sites. It is
not a travel directive.

Scope of application
This directive provides the minimum standard to be applied by all Regions, including contractors, in relation
to site vehicle movement. It does not cover movements of specific vehicles such as trains, helicopters and
boats (Rail Vehicle Movement are defined in EHS-PRO-020 – AZDP Directive 010).

The responsibility lies within the Regions to ensure these requirements and any additional Regional
requirements to control site vehicle movement are implemented.

In case any part of this directive conflicts with or is of a lower standard than local regulations, the
corresponding section(s) of the local regulation shall apply.

Section 3 – Definitions

For the purpose of this document the following definitions shall apply:

Risk assessment adequacy of any existing controls and deciding whether or not the risk is acceptable
(OHSAS 18011:2007)
Self-propelled equipment and its trailer/wagon/coach used for the carriage of
persons, goods, or materials. It includes but is not limited to :
- Trucks
- Trailers
- Pick up
- Cars (excluding private cars used to access the site parking dedicated areas)
- Mobile handling equipment
Vehicle
- Mobile civil works equipment
- Wagons
- Mobile working elevated platforms
- Powered forklifts
A heavy vehicle is considered as any vehicle which requires a specific permit (other
than a car licence) to operate by virtue of its gross vehicle mass. If this is not defined
under local legislation, a threshold gross vehicle mass of 3.5 tons should be

Vehicle movement is a broad term used in the directive to cover the following:
- Arrivals or departures of vehicles
Vehicle movement - Flow of vehicles on site or Alstom working places
- Vehicles or plant reversing and manoeuvring
- Hitching or unhitching of trailers/Wagon/coach.

Section 5 – Requirements

Note: Requirements in bold have to be considered as the critical requirements.

5.1 Work Planning

5.1.1 It must be ensured that a risk assessment is undertaken for vehicle movements
considering the following aspects:
- Type of vehicle: cars, trucks, trailers, mobile handling equipment, mobile civil works
equipment, mobile working elevated platforms, forklifts
- Scenarios such as rolling over, going over edges, collision between vehicles, uncontrolled
movement of vehicle, pedestrian interaction
- Potential of interaction depending on the volume and speed of the traffic, interaction
between light and heavy vehicles
- Characteristic of the equipment in relation to a scenario such as stopping distances,
manoeuvrability, operating speeds, driver position, driver line of sight
- Effect of the weather and other environmental conditions such as time of the day,
visibility, temperature
- Effect of the road condition and characteristics such as grade, camber, surface, curves,
width of the road, presence of manoeuvring and parking areas, presence of intersections
(including circulation of pedestrians) and provision of runaway means
- The need for safety individual devices to protect driver and occupants and the access
rules to vehicles
- All persons driving vehicles or supervising activities involving vehicle movements must
be subject to formal competence checks to ensure necessary training, experience and
qualification prior to placement.

5.1.2 Circulation of mobile equipment and pedestrians must be separated by establishing


restricted areas, one way routes where possible, pedestrian crossing zones and
designated parking areas. Traffic rules must be made visible through signage and
traffic signs (such as stop, give way, speed limits, parking areas, access prohibited,
junctions, pedestrian crossings, vehicle crossings, blind corners, steep gradient, road
works) and consistent with those used on public roads of the country.

5.1.3 In each site, written rules for utilisation of High visibility clothing/garment must be
defined. High visibility clothing/garment is mandatory as a minimum by vehicle
drivers, forklift drivers, truck maneuvring areas and all people working in the area
where vehicle and pedestrian movement is not separated.

5.1.4 Traffic rules must be established. They shall consider:


- Access to restricted areas (such as loading/unloading areas, stockpiles, workshops, rail
tracks and other operational areas)
- Right of way between vehicles
- Use of vehicle lights
- Minimum stand-off distance between light and heavy vehicles
- Parking
- Speed limit
- Use of phones or other radio communication means
- Use of one way system and physical separation barriers

5.1.5 Banksmen must be used for operations involving reversing or manoeuvring where space
or view is restricted.

5.1.6 Each site must define the necessary driver competency and licenses needed for each
vehicle.

5.2 Work Execution

5.2.1 Where there is no physical segregation of work traffic (logistic areas, construction
sites…), all people not directly involved in the work of the operating vehicle shall
maintain a safety distance of at least 2 meters from the vehicle.

5.2.2 Drivers must only operate vehicles they are competent and have been authorized to drive.

5.2.3 Drivers must follow the established traffic routes and comply with all site rules.

5.2.4 Unauthorised carrying of passengers is not permitted.

5.2.5 Drivers and passengers must not get on or off moving vehicles.

5.2.6 When driving a forklift, forks must be lowered, the mast tilted back and seatbelt shall be
fastened.

5.2.7 When hitching or unhitching a trailer, safety procedures must be defined and fulfilled to
ensure there is a clear form of communication between operators and hitchers.

5.2.8 When the vehicle is not in use, it must be ensured that:


- The engine is stopped and prevented from unauthorized use (e.g.: starter key removed),
brake applied (and with wheels chocked for heavy vehicles)
- All raised parts are lowered to the ground (like forks) or put in a safe position (cranes)
- No parked vehicle is obstructing emergency exits, other routes, fire equipment or
electricity panels.

5.3 Work Equipment

5.3.1 Pedestrian barriers must exist where practicable at entrances and exits to prevent
pedestrians walking in front of vehicles.

5.3.2 Mirrors must be in place at each crossing when blind corners exist.

5.3.3 Lighting equipment must be in place at vehicle crossing zones.

5.3.4 A pre start inspection programme of the vehicles must be defined and implemented to
ensure the equipment is in good condition in line with the manufacturer’s instructions.

5.3.5 All permanent site-based equipment must be provided with rotating lights, reversing
beepers and specific safety devices (seatbelts, fire extinguishers...).

5.3.6 Vehicles must be checked according to the manufacturer’s instructions. The preventive
maintenance programme should include as a minimum:
- Braking systems
- Presence and condition of seat belts
- Tyres, including condition and pressures
- Steering
- Convex mirrors and other visibility aids
- Lights and indicators
- Safety devices such as interlocks, first aid kits, fire extinguishers
- Warning signals
- Presence of wheel blocks must be available at each loading/unloading station
- Hydraulic and pneumatic circuits
- And where applicable, the necessary statutory examinations.

5.4 Management Control

Refer to EHS-PRO-011 – AZDP Directive 001 – Risk Management for High Risk Activities Directive for
further Management Control requirement.
