Purpose / Objectives
This document details the Alstom requirements for Lifting Operations.

Scope of application
This directive provides the minimum standard to be applied by all Regions, including contractors, in relation
to lifting operations.

The responsibility lies within the Regions to ensure these requirements and any additional Regional
requirements to control lifting operations are implemented.

In case any part of this directive conflicts with or is of a lower standard than local regulations, the
corresponding section(s) of the local regulation shall apply.

Section 3 – Definitions

For the purpose of this document the following definitions shall apply:

work/activity (Directive ALSTOM EHS-001). In addition, any lifting operations
involving at least one of the following criteria must be considered as non-routine:
- Non-routine operation carried out with mobile lifting equipment
- Operation carried out with temporary lifting equipment
- Operation with load tilting
- Operation needing to use several lifting equipment at the same time
- Operation where operator cannot see the load

Section 4 – Life Saving Rule

Section 5 – Requirements

Note: Requirements in bold have to be considered as the critical requirements.

5.1 Work Planning

5.1.1 A formal documented risk assessment must be undertaken and communicated to the persons
performing any lifting operations. (EHS-PRO-011 – AZDP Directive 001 –Risk Management
for High Risk Activities).
5.1.2 A lifting plan must be prepared, checked and issued by competent authorised persons
prior to any lifting operation.

5.1.3 All persons requested by Alstom to design lifting accessories and equipment must be qualified
to do so and be subject to a recorded competence check (see Attachment 1 – Guidance for
lifting operation training for guidance).
5.1.4 All persons preparing and issuing lifting plans must be subject to recorded competence
checks to ensure necessary training experience and qualification (see Attachment 1 –
Guidance for lifting operation training for guidance).
5.1.5 All persons involved in lifting operations must be subject to recorded competence checks to
ensure necessary training experience and qualification prior to commencing work (see
Attachment 1 – Guidance for lifting operation training for guidance).
5.1.6 A Permit to Work must be established prior to any non-routine lifting operation. (cf. EHS-
PRO-011 – AZDP Directive 001 – Risk Management for High Risk Activities). Any lifting of
people with lifting equipment is subject to Alstom Transport of the Permit to Work.

5.2 Work Execution

5.2.1 Alstom must ensure that a designated leader is formally appointed to supervise each work
activity where there are lifting operations.

5.2.2 Prior to commencing any non-routine lifting operation, an on-site recorded pre-lift meeting,
including toolbox talks, must be conducted to review the phases of the operation using risk
assessment, lift plan and drawings as a basis.

5.2.3 Prior to commencing any lifting operation, the designated leader responsible for that
operation must ensure that roles and responsibilities are clearly allocated and communicated
to each lifting team member, as defined by the lifting plan.

5.2.4 The communication method, as defined in the lifting plan, must be applied when the lifting
operation involves more than one person. Only the designated person responsible will
provide instructions to the lifting equipment operator. However, the operator shall obey a
stop signal at all times, no matter who gives it.

5.2.5 No person shall be positioned under any suspended load or between any suspended load
and fixed objects.

5.3 Work Equipment

5.3.1 All equipment and accessories used for lifting operations must be uniquely identified,
marked with the safe working load, listed in a register, and subject to formal regular
inspections:
- every 6 months minimum for accessories
- every 12 months minimum for equipment

5.3.2 All defective, non-inspected or unidentified lifting accessories and equipment must be either
quarantined or destroyed.

5.3.3 All lifting accessories must be subject to a pre-use inspection by the user. Powered lifting
equipment must be subject to daily inspection.

5.3.4 All lifting equipment and accessories must have a valid manufacturer’s certificate or
thorough examination records.

5.3.5 All lifting equipment and accessories must be stored and maintained in a correct manner.

5.4 Management Control

5.4.1 Evidence of the competency of the independent competent persons testing and examining
lifting equipment shall be provided.
