ATP and WTP influence health insurance enrollment for the uninsurance. ATP and WTP in the
informal sector in sub district Cilongok Banyumas regency has not been studied. the study was
aimed to analyze ATP and WTP of BPJS health premiums. Particulary among palm sugar
farmers. It was is quantitative descriptive study with cross-sectional study approach from 6512
palm sugar farmers and 105 respondents had been surveid by using simple random sampling.
ATP and WTP were calculated by using disposable income measurement. Study result showed
that the mean of WTP 1 was Rp. 61203.00 (for family) and the mean of ATP 2 was Rp.
231,444.00 (for family), while WTP was Rp. 36679.00 (for family). It from that WTP <ATP 1
<ATP 2 in palm sugar farmers household. More over for household with 2 and 4 members the
ATP 2 was higher than the premium, while the WTP was lower than the premium. The
goverment should reformulated BPJS premiums in the respond to the unique characterictic
palm sugar farmers (informal sector income) in order to support the implementation of universal
health coverage by 2019.
