1. INTRODUCTION
The Medical Council of India published Gazette dated 23/06/2017. Clause 5A
regarding Common Counseling is added. The Added clause 5A is as under:-
Common Counseling
1. There shall be a common counseling for admission to MBBS course in all
Medical Education Institutions on the basis of merit list of the National Eligibility
Entrance Test.
2. The Designated Authority for counseling for the 15% All India Quota seats of the
contributing States shall be the Directorate General of Health Services (DGHS).
3. The Counseling for all admission to MBBS Course in all Medical Educational
Institutions in a State/Union territory, including Medical Educational Institutions
established by the Central Government, State Government, University, Deemed
University, Trust, Society/Minority Institutions/Corporations or a Company shall
be conducted by the State/Union Territory Government. Such common
counseling shall be under the over-all superintendence, direction and control of
the State/Union Territory Government.
a. There shall be a single eligibility cum entrance examination namely ‘National
Eligibility-cum-Entrance Test for admission to all Health Science courses’ for
academic year 2018-19.
b. In order to be eligible for admission to Health Science Courses for a particular
academic year, it shall be necessary for a candidate to obtain minimum marks in
‘National Eligibility-cum-Entrance Test’ held for the said academic year besides
obtaining minimum prescribed marks at the qualifying examination as prescribed by
respective central council.
c. The reservation of seats in medical/dental colleges for respective categories shall be
as per applicable laws prevailing in States/Union Territories. An All India merit list as
well as State-wise merit list of the eligible candidates shall be prepared on the basis
of the marks obtained in National Eligibility-cum-Entrance Test and candidates shall
be admitted to Health Science courses from the said lists only.
d. No candidate who has failed to obtain the minimum eligibility marks as prescribed by
the Medical Council of India/Dental Council of India shall be admitted to MBBS/BDS
Course in the said academic year.
e. All admissions to Health Science courses within the respective categories shall be
based solely on marks obtained in the National Eligibility-cum-Entrance Test.
3. DEFINITIONS
a. “Act” means the Maharashtra Unaided Private Professional Educational Institutions
(Regulation of Admissions and Fees) Act, 2015 (Mah. XXVIII of 2015);
b. “Admission Reporting Institution” means an institution where the Candidate shall
report for confirmation for admission by submission of documents and payment of fees;
c. “Application Form” means the prescribed form to be filled up online or offline by the
candidate for admission to the Courses as defined in clause (e);
d. “CAP Seats” means the seats filled in through the Centralized process of admission
carried out by the Competent Authority/Commissioner State CET CELL;
e. “Courses” means the Undergraduate Medical Courses or Undergraduate Dental
Courses, as the case may be, conducted in the State as per the approval of the MCI and
DCI and affiliated to MUHS;
f. “Document Verification Centre” means the city or town declared by the competent
authority where the document verification is to be conducted;
g. “DCI” means the Dental Council of India constituted under the Dentists Act, 1948 (16 of
1948);
h. “Eligible Candidates” means the candidates who are eligible for different professional
courses as notified by the Government, from time to time, under sub-section (1) of section
3 of the Act;
i. “HSC” means the Higher Secondary School Certificate (Standard XII) examination
conducted by Maharashtra State Board of Secondary and Higher Secondary Education
as per the provisions of the Maharashtra Secondary and Higher Secondary Education
Boards Act, 1965 (Mah XLI of 1965) or its equivalent certificate awarded by a recognised
Board;
j. “Institutional Quota” means seats available for admission to eligible Candidates at
Institution level as declared by the Government or appropriate authority from time to time;
k. “inter-se-merit” means the order of merit in respect of various classes or category of
Candidates;
l. “Minority Quota” means seats earmarked for the Minority Community students from
within the State of Maharashtra, belonging to the Minority Community to which the
institution belongs;
m. “MUHS” means the Maharashtra University of Health Sciences established under sub-
section (1) of section 3 of the Maharashtra University of Health Sciences Act, 1998 (Mah.
X of 1999);
n. “MCI” means the Medical Council of India constituted under the Indian Medical Council
Act, 1956 (102 of 1956);

4.4 The candidate must be medically fit and must submit a certificate of medical
fitness at the time of Document Verification as per proforma. (Annexure-“H”)
4.5 The candidate must have passed the SSC or equivalent examination from an
Institution situated in the state of Maharashtra. (Please refer 4.7, 4.8, Annexure "C"
& Annexure "E" for exception)
4.6 The candidate must have passed the qualifying examination i.e. Higher Secondary
Certificate (HSC/12th Standard) or equivalent examination, from an Institution
situated in the State of Maharashtra (Please refer 4.7, 4.8, Annexure"C" &
Annexure "E" for exception) with English, Physics, Chemistry and Biology
(Botany & Zoology) at the time of document verification.
4.6.1 Eligibility criteria of Qualifying Examination for various courses
4.6.1.1 For MBBS/BDS/BAMS/BUMS: A candidate belonging to Open
Category must have obtained not less than 50% (i.e. 150 out of 300)
marks in Physics, Chemistry and Biology taken together at the HSC
(or equivalent) Examination. A candidate belonging to constitutional
reservation (Annex. B);and constitutional reservation with Person with
disability claim must have obtained not less than 40% (i.e. 120 out of
300) marks in Physics, Chemistry and Biology taken together at the
HSC (or equivalent) Examination. Person with disability candidate in
General category must secure not less than 45% marks (i.e. 135 out
of 300) in Physics, Chemistry & Biology (PCB) taken together at the
HSC (or equivalent) Examination.
4.6.1.2 For B.Sc. Nursing - A candidate should have passed in the subjects
of PCB and English individually and must have obtained a minimum
of 45% marks taken together in PCB at the qualified examination i.e.
(10 + 2). Furthermore, the candidates belonging to SC / ST or other
backward classes, the marks obtained in PCB taken together in

4.8 Exception for SSC (10th) and HSC (12th) or equivalent examinations: Children
of employees of Government of India or its Undertaking:-
4.8.1 The children of the employees of Government of India or its Undertaking shall
be eligible for admission even though they might have passed the S.S.C.
(Std.X) and/or H.S.C. (Std. XII) or equivalent exam from the recognized
Institutions situated outside the State of Maharashtra, provided that such an
employee of Government of India or its Undertaking must have been
transferred from outside State of Maharashtra at a place of work, located in
the State of Maharashtra and also must have reported for duty and must be
working as on the last date of Document verification at a place located in
State of Maharashtra.
4.8.2 The candidates belonging to the aforesaid category (1) shall be required to
produce the requisite Certificate from the Office at which such an employee of
Government of India or its Undertaking has reported for duty as a proof of the
fact that such employee has joined the office and/or reported for duty before
the cutoff date for eligibility i.e., the last date of submission of document
4.17 All those candidates who have passed the S.S.C. (Std. X) and/or H.S.C. (Std. XII)
or equivalent examination/s from an Institution/s situated outside the State of
Maharashtra and not Domicile of Maharashtra are not ELIGIBLE for admission to
Health Science courses except, those exempted under Rule4.7, 4.8, Defence &
MKB and NRI quota (41.2)in private unaided college.
4.18 Admission to Health Science Courses is subject to the grant of eligibility by
Maharashtra University of Health Science, Nashik.
5. CERTIFICATES
If the marks of a candidate at HSC (or equivalent) examination have been revised on
revaluation, the eligibility of the candidate may be altered. The candidate will be
permitted to avail the benefit of revised marks upto the last date of document
verification, subject to his/her representation to that effect to the Competent
Authority and production of necessary proof to the satisfaction of the latter.
7. DOCUMENT VERIFICATION: - The Candidate will have to select any one centre for
document verification, out of four centres in online registration. The four centres
according to his/her online registration, where the candidate should report for
document verification are given in tableno.1 below. The candidate should report
personally (proxy not allowed) to the respective centre, as per All India NEET UG
Rank., mentioned as in Schedule given in Table No.2, for the Document Verification.

Admission to First Year Health Science Courses for the academic year 2018-2019, will
be done online by way of filling of the "Preference Form" on www.dmer.org &
www.mahacet.org (Refer Annexure - S). The online preferences filled by the candidates
will be centrally processed and list of selected candidates will be declared. As per this
list the candidate should join college / course allotted to him/her.
At the centre the candidates must bring along with them all the relevant
documents in original and one set of attested photocopies for scrutiny.
General eligibility and eligibility for constitutional reservation and
specified reservation will be finalised after document verification, at the
time of Document Verification and acknowledged. If the relevant
documents are not produced by the candidate at the time of counselling
and document verification, he/she will be declared as ineligible.
All the candidates remaining absent for document verification will not be
held eligible for admission for academic year 2018-19. Their names will be
permanently deleted from the Provisional Merit list.
9. DISTRIBUTION OF SEATS:
9.1 Govt. /Corporation /Govt. Aided/ Private unaided/ Minority Colleges:
9.1.1 Selection to various health science courses at these colleges shall be
subject to permission/approval/affiliation from, the (1) Govt. of India; (2)
Respective Central Council (MCI/DCI/CCIM/CCH/INC etc.); (3) Govt. of
Maharashtra and (4) Maharashtra University of Health Sciences, Nashik
The “intake capacity” at a particular college shall be the ‘minimum
number of seats’ permitted by the above said authorities.
Intake capacity of all health sciences institutions / courses and their seat
distribution shall be available on website www.dmer.org &
www.mahacet.org at later date.
9.1.3 All India quota In Government / Corporation Medical & Dental colleges - 15%
seats of the intake capacity for MBBS & BDS courses at Government &
Corporation Medical and Dental Colleges will be filled through all India NEET
UG 2018. These seats will be filled up by the ministry of Health & Family
welfare, Govt. of India. The seats surrendered from all India quota to state
quota will be filled by the Commissioner, State CET CELL. The eligibility and
constitution Reservation / PWD Reservation of State quota seats will be
applicable to All india Quota surrender seats
9.1.4 DISTRIBUTION OF SEATS TO BE ALLOTTED BY THE COMPETENT
AUTHORITY: for In Government / Corporation / Government Aided / Private
Unaided / Minority colleges, after excluding the seats as provided in Para
9.1.2 and 9.1.3; the remaining seats will be at the disposal of the Competent
Authority & available for candidates of the State for Selection in the following
manner.
9.1.4.1 Out of the seats at the disposal of the Competent Authority, 5% seats
for Person with disability candidates will be carved out. From the
remaining seats, 30% of such seats will be made available for
candidates from the State (State 30% quota) and these seats will be
filled on the basis of State Merit List. There will be constitutional,
specified (except defence quota seats) and female reservations in
these seats as per rules.
9.1.4.4 All the seats for BUMS, BPTh, BOTh, BASLP, BP&O & B.Sc. (Nursing)
courses will be filled by the candidates from the State Level Merit List
only. There will not be 70% regional quota.
The candidate should have claimed the constitutional reservation in the original
Online application form for the State of Maharashtra. For claiming of category, no
document required at time of online registration. Request for category claim after
submission application form will not be granted.
The Caste Certificate and the Caste/ Tribe Validity Certificate:- No document is
required to claim the reservation in online application form. Document is required
only at the time of document verification process. If a candidate claiming reservation
in online application form does not produce document, then he/she will be
automatically considered in open category if otherwise eligible.
The applicant request for change in category from Open to reserve once provisional
merit list is declared, will be straight way rejected. The candidates belonging to the
backward class categories will be required to submit the Caste Certificate / validity at
the time of document verification failing, which the category claimed, will not be
granted and the candidate will be treated as a general candidate. While applying
online all the category candidates must mention their category as SC, ST, VJ/DT(A),
NT-B, NT-C, NT-D, OBC.
The candidates belonging to the following Backward Class categories i.e. SC, ST,
VJ/DT(A), NT-B, NT-C, NT-D, OBC will be required to submit the Caste Validity
Certificate at the time of Document Verification, failing which the category claimed, will
not be granted and the candidates will be treated as a general candidate.
Non-Creamy Layer Certificate: A candidate belonging to VJ, NT1, NT2, NT3 & OBC
(including SBC) will be required to produce non-creamy layer certificate valid up to
31/3/2019, at the time of document verification and at the time of admission also, failing
which claim will not be granted. It is mandatory to produce Non-Creamy Layer Certificate
(NCL) at the time document verification, candidates producing NCL after the document
verification will be treated as open candidates.
A candidate belonging to backward class from Maharashtra State only, is eligible for
claiming seat under reserved category. All applications for change in category from
open to reserve after the declaration of provisional merit list will be straight way
rejected.
The seats remaining vacant from the categories SC, ST, VJ, NT1, NT2, NT3 & OBC will be filled in,
a) From among the candidates of the same category by inter-se State merit. If the seats
still remain vacant, then the seats will be filled,
b) From among the candidates of their respective group of that particular Regional
area where the vacancies exist, by inter-se Regional Area merit. The groups are as
follows :
c) i) Scheduled Castes and Scheduled Caste converts to Buddhism (S.C)
ii) Scheduled Tribes (S.T)
d) i) Vimukta Jati - DT-A (V.J)
ii) Nomadic Tribes - NT-B (N.T-1)
e) i) Nomadic Tribes - NT-C (N.T-2)
ii) Nomadic Tribes - NT-D (N.T-3)
iii) Other Backward Classes (including SBC) (O.B.C)
If the seats still remain vacant then the seats will be filled,
f) From among the candidates of all categories mentioned above of that particular
Regional Area where the vacancies exist, by inter -se Regional Area merit. If the seats
still remain vacant then the seats will be filled,
g) From among the candidates of the common merit list of the concerned Regional Area.
If the seats still remain vacant then the seats will be filled,
h) From among the candidates of the common merit list of the inter-se state merit.
The candidate should have claimed the Defence Category Claim in the original
Online application form. For claiming of Defence category, no document is required
at time of online registration. Request for Defence category claim after submission
application form will not be granted.
The seats reserved for Defence category candidates will be filled regionwise. In the
event of non-availability of candidate in any of the defence category, the vacancies
that have remained unfilled will be filled by inter-se merit of the candidates from
remaining two defence categories of the same region. Even after this, if the seats
remain vacant, then they will be filled in from 70% open category as these defence
seats have been carved out from 70% open category. Minimum eligibility criteria
shall be as per open merit candidate for selection.
9.1.5.3 Person with Disability (PWD) Quota: The candidate should have claimed the Person
with Disability (PWD) quota reservation in the original Online application form. For
claiming of PWD quota Category, no document required at time of online
registration. Request for PWD category claim after submission application form will
not be granted.
As per Medical Council of India, New Delhi amendment notification No: MCI-
34(41)/2017-Med/169873 dated 22/01/2018, Five (5%) seats of annual sanctioned
intake capacity shall be filled up by candidates with specified benchmark disabilities
contained in the schedule to the Rights of Persons with Disabilities Act, 2016, as per
Annexure – D.
The specified disability categories as mentioned in the rights of persons with
Disability Act 2016 are as follows.
1. A- Physical disability
2. B- Intellectual disability
3. C- Mental behavior disability
4. D- Disability caused due to chronic illness
5. E- Multiple disabilities
1. Candidate should mark as PWD on the online application form, failing which
claim will not be granted. Candidate is required to submit the proof of his/her
disability by way of a certificate issued by certificate issuing authority in the year
2018 at the time of documents verification process.
2. However, such a candidate will be required to undergo medical examination at
any one of the under mentioned Disability Assessment Board, constituted at
i) All India Institute of Physical Medicine and Rehabilitation, Hazi Ali,
Park, K. Khadya Marge, Mahalakshmi, Mumbai OR
ii) Vardhaman Mahavir Medical College & Safadarjang Hospital, Ansari
Nagar, New Delhi OR
iii) Institute of Post Graduate Medical & Research, 244, Acharya J.C.Bose
Marge, Kolkata OR
iv) Madras Medical College, Park Town, Chennai.

Minimum eligibility criteria shall be as per open merit candidate for selection. If the
seat(s) from MKB quota remains vacant, they will be filled in from 30% Open
category as they are carved out from the same category.
9.1.5.5 Hilly Area (HA) Residents:- The candidate should have claimed the Hilly area
reservation in the original Online application form. For claiming of Hilly area
reservation, no document is required at time of online registration. Request for Hilly
area reservation claim after submission application form will not be granted.
10.2.5 Candidate must be very careful while filling the Online preference form.
Candidate can fill minimum one preference or any desired number of
preferences for NEET-UG 2018.
10.2.6 If a candidate does not give preference for a code for particular course
and particular college (Government / Corporation / Private); then it means
that he / she is not interested / desiring to take that Under Graduate
Health Science seat. Candidate should note that there will be no change /
addition / deletion in his / her list of preferences at later date / stage.
10.2.7 The candidates may kindly note while filling the preference form, that
NEET UG 2018 merit list will be operated from NEET UG 2018 Rank
number 1 onwards in each round of selection. The candidate getting
selected in previous round will be considered for betterment in the
subsequent round. The betterment herein means the higher preference
exercised by the candidate. The Shift in such betterment shall be
compulsory and mandatory except for those who have filled ‘Status
Retention Form.’ Such a candidate who has filled Status Retention form
will not be considered for any subsequent rounds of selection process for
the year 2018-2019. The last date for filling Status Retention Form will be
notified along with the selection list.
After concluding the first round, for the further round(s) candidates who
have been allotted seat(s) in the earlier round(s) and joined the course,
as also the candidate(s) who have not been allotted any seat, will be
eligible. In the subsequent round(s), betterment chance(s) will be given to
the candidate(s) who have already been allotted seat(s). After selection in
any round if a candidate fails to join the college, he/she will be ineligible
for the subsequent entire admission process.
It is hereby made abundantly clear that shifting on account of a better
choice given by a candidate in any round, will be effected only and only if
such a candidate in the subsequent round(s) is found entitled for 'change
of course' or a 'change of college'. Mere possibility of a 'change in
category' on account of availability of seat in the same college and/or
same course in the further round(s) will not amount to "betterment" as
such and therefore, no shifting will be effected in such an eventuality.
Such a 'change in category' will include inter-alia change from reserved
category to open category or vice-versa. The shift in such betterment
shall be compulsory and mandatory, except those who have filled Status
11.1 The fee for the course should be paid at the respective college by Demand Draft
from any Nationalised / Scheduled commercial Bank in favour of Dean/Principal of
College, as applicable.
1. Before cutoff date as declared by the respective council - Rs.1500/- (Rs. One
thousand five hundred only) to be deducted and rest of the fees to be refunded
(Exception for MBBS/BDS as per clause 12).
2. The Dean/Principal of the college shall be responsible for making refund of the
fees, on the basis of cancellation letter from the candidate. If the candidate
expires or becomes invalid within 90 days from the date of admission, no
deduction shall be made.
12. CANCELLATION:
The selected candidate must join the college at which he/she is selected, on or before
the date prescribed by the Competent Authority, failing which his/her admission stands
cancelled.
The selected candidate who has joined the college and desire to cancel the admission
should cancel it, at the respective college. The college should accept the cancellation
and inform the Competent Authority along with copy of the cancellation letter
immediately. Last date to cancel the admission of Medical / Dental course on or before
the prescribed date to be declared in due course. If a candidate cancels his / her
admission after this date, he/she has to pay penalty as per rule 14.
Note:- Candidate who has filled status retention form can also cancel the
admission before prescribed date.

13.1 The selection made by the Competent Authority as per this procedure is final, and
will be binding on the candidate.
13.2 Request for mutual transfer is not permissible. Such requests will not be
entertained.
14. SERVICE BOND & PENALTY:
14.1 As per Government Resolution (G.R. No. MED 1007/CR-490/07/Ed-2 dated 8th
Feb 2008 and any G.R issued in this regard from time to time), candidates joined
against the seats of Government/Municipal Corporation colleges for admission to
MBBS/BDS Courses either through GOI nominee, All India quota or through NEET
UG 2018 will be required to sign a bond to serve the Government of Maharashtra
or local self government or Defence services for a period of one year, after the
completion of internship, failing which he/she will be required to pay
Rs.10,00,000/- (Rupees ten lacs only) for the default as penalty. 14.2
Additionally, he/she will be required to sign an undertaking to the effect that he/she
will not leave India within a period of five years from the date of obtaining the
degree, otherwise he/she will have to pay Rs. 10,00,000/- (Rs.Ten lacs only) as
penalty.
PENLTY FOR LAPSE OF SEAT (MBBS/BDS COURSE): As per Government
Resolution No. CET 3516/CR 169/Edu-2 dated 13/04/2017Any candidate
responsible for lapse of MBBS/BDS seat will have to pay a penalty of
Rs.10,00,000/- (Rupee Ten Lacs Only). This penalty is applicable to all those
candidates who do not join during last round or cancel a seat after last round of
admission. This penalty is also applicable to any candidate resigning a seat after
cut off date for MBBS/BDS course or also fails to complete the course, irrespective
of admission quota of the candidate.
14.2 Bond for Private Unaided MBBS Courses : As per Government Resolution No.
MED 1016/C.R .345/16/Edu-2 Dated 05/01/2018 (As per Annexure Q). The
Government is providing reimbursement Scholarship to following group of
constitutional reserve category candidate(s) admitted in Government Aided /
Private Unaided Medical (MBBS) College(s) in the state of Maharashtra.
14.2.1 The candidate availing reimbursement / Scholarship will have to do one
year bond service as Medical officer in rural difficult and tribal area of
Maharashtra.

14.2.2 This bond condition will be applicable from academic year 2018-19 to all
such candidate admitted for MBBS course in Government Aided / Private
Unaided Medical College of Maharashtra.
14.2.3 The Candidate who are not availing reimbursement of fees / Scholarship,
the said bond service is not applicable.
14.2.4 The aforesaid bonded candidate, if fails to comply the bond condition, then
he/she will have to return all the amount with interest to the Government of
Maharashtra. The condition applicable to bonded candidate passing
MBBS from Government Medical College (as mentioned in rule no 14.1)
will also to applicable to bonded candidate of Government Aided / Private
Unaided Medical College.
14.2.5 The allotment of bond service will be implemented by Directorate of
Medical Education Research, Mumbai and Directorate of Health Services
Government of Maharashtra.
14.2.6 The following Government Departments are reimbursing the fee or

16.1 Failure of the candidate in making full and correct statements in the application
form and/or suppression of any information would lead to disqualification of the
candidate, even at later date. Such a candidate will be debarred from the entire
selection process.

antinational activities, unlawful activities or ragging in any form, contrary to the

expelled from the college by the Dean/Principal of the College.
16.4 Pursuant to orders in W.P. (Civil) No. 656 of 1999, Hon’ble Supreme Court of
India, has directed the Department of Human resources Development and
Education, Govt. of India, to take all necessary steps to curb the menace of
ragging and take severe action against the students involved in such activities.
16.6 Any issue not dealt here in above will be dealt with when arising, fully and
finally by the competent Authority. Any amendment made by Government of
India / Government of Maharashtra / Hon’ble courts from time to time will be
implemented.
The Educational concession extended to the Backward Class student under the G. R.
cited above will be an extension of concession like tuition fees and University
examination fees to such students, even if they fail once in their annual examination
and for one reason or the other, they are not in receipt of Government of India
Scholarship. These concessions will be extended to them without insisting on caste or
income certificate from the Executive Magistrate or the Taluka Magistrate or the Sub-
Divisional Magistrate as the case may be. They are required to produce only the
declaration of caste and income in the prescribed form Circulated vide Directorate of
Social Welfare’s No. SIJ 1966-67, dated 21st July, 1966.

There is no provision to extent the time limit to either submit the online application or pay the

No documents are required to be uploaded while registering online but it will be subsequently
verified at the time of document verification. Candidate with out document can claim any

1) The candidates recognized by the State of Maharashtra as belonging to the

6) NON-CREAMY LAYER
A candidate belonging to ‘Creamy Layer’ amongst the categories (C) to (G) must note
that the provision of reservation is NOT applicable to him/her. A candidate claiming
benefit of reservation under the categories (C) to (G) above will be required to produce
Non-Creamy layer certificate as specified in the Government resolution CBC-
10/2008/CR-697 VJNT-1, dated 24th June, 2013. The certificate should be valid upto
31/03/2019. The Non-Creamy Layer Certificate is issued by Sub-Divisional
Officer/Deputy Collector/Collector of the district.
However, such a Non-Creamy Layer Certificate shall be produced in any case at the
time of filling up of Preference Form, failing which the category claimed will not be
granted.
Applicants belonging to Special Backward Class
N.B.: Hon’ble HighCourt Mumbai had stayed admission to SBC category as a
separate quota and therefore, vide Government Circular from Social Welfare,
Cultural Affairs and Sports Department No. CBC-1095/WS/264/BCD-5 dated
24th October 1995, the persons belonging to Special Backward Class (SBC) are to
be considered as OBC candidates.
7) Inter-se amongst the reserved categories will be operated at the end of each
admission process against the unfilled reserved categories seats as per merit and
choice of the reserved categories candidates.
The seats remaining vacant from various categories will be filled in during inter-
se admission process as follows:
a) From among the candidates of their respective group from the Interse State
Merit List of that particular group where the vacancies exist.
The groups are as follows -

8) Ear-Marking : Reserved category candidate entitled to admission on the basis of merit
in an open category seat will have the option of taking admission either against his/her
respective category seat or on an open category seat. If he/she opts for the reserved
category he/she will be deemed to have been admitted as an open category candidate
and not as reserved category candidate. One seat in the college where he/she was
eligible for admission against open seat shall be earmarked for a candidate belonging
to the respective reserved category. Such earmarked seat will be made available
immediately to the successive reserved category candidate from the same category
merit.
Admission under constitutional reservation seat will be governed by the Maharashtra
Schedule Castes, Scheduled Tribes, Denotified Tribes (Vimukta Jatis), Nomadic Tribes,
Other Backward Classes and Special Backward Category (Regulation of Issuance and
Verification of) Caste Certificate Act, 2000 (Mah. Act No. XXIII of 2001).

RESERVATION
Eight seats in Government Medical Colleges, two seats in Government Dental Colleges and five
seats in Government and Govt. aided Ayurvedic Colleges in Maharashtra are reserved for the
candidates belonging to Maharashtra-Karnataka Disputed border area on the following conditions:
a) The candidate must be a domicile of place situated in the areas as specified in the list given
below, and produce a domicile certificate from the District Collector accordingly.
b) He should have passed SSC (or equivalent) and/or HSC (or equivalent) examination from an
Institution situated in the border area. The candidate must produce a certificate from the
Principal/Head-Master of the College/School stating that candidate has passed SSC/HSC (or
equivalent) examination from the Institution.
c) Mother tongue of the candidate must be Marathi. The candidate must produce a certificate from
the Principal/Head-Master of the School from which he/she has passed the SSC (or equivalent)
examination, stating that the candidate’s mother tongue is Marathi as per the original school
record.
d) To avail the benefit of MKB claim, the candidate must appear at NEET UG -2018 examination.

As per G.R. No.MED-1003/CR 641/03/Edu-2, dated 16/3/2004, 3% seats at Govt. / Municipal
Corporation Medical colleges are reserved for the candidates from Hilly areas.
In accordance with G.R. issued by the Govt. of Maharashtra MED Dept. G.R. No. MED-
1002/3852/CR-617/02/Edu-2, dated 17/4/2003 and resolutions issued by Govt. of Maharashtra from
time to time, the candidates claiming seat under HA claim should satisfy following criteria to be
eligible:
i) Domicile Certificate of the parent stating that he/she is domicile in the village declared
as a Hilly area specified in the Table for the respective Regions (Rest of
Maharashtra/Vidarbha /Marathwada, As per the latest list issued by concerned Department)
The said certificate should be obtained from the concerned Revenue Department officer
(Tehsildar and Above).
ii) To avail the benefit of HA claim, the candidate must appear at NEET UG -2018 examination.
iii) The Competent Authority shall select the candidates claiming HA, on the basis of their Merit at
NEET UG -2018 examination.
iv) The constitutional reservation is provided under these HA claim seats.
v) The candidate should pass SSC/HSC (or equivalent) examination from School/Junior
College situated in the hilly area of his/her parents domicile or if not so, at the most,
from a School/Junior College situated in the taluka of his/her parent's domicile.

Document Verification, can only fill the Preference Form.

recognition/ approval during selection process of First Round or Second Round, then same
preferences will be considered. A candidate not filling preference of a college (because it is
not recognized/ not approved) will not be considered for selection in that college if the said
college later on gets approval/ recognition.
24. If total college intake capacity shown in the present brochure is increased/ decreased during
admission process, then also same choices will be considered while preparing selection list.
25. There are following eventualities which may/ may not happen after submission of choices.

1) Affidavit of claimant/sponsor disclosing his full identity i.e. Full name, Age,
Residence, Occupation, Relationship with the candidate, etc duly signed by the
sponsor, and
2) Passport, Nationality Certificate ,and
3) Residence of NRI, Valid VISA, and
4) Proof of residence i.e Driving License, Telephone Bill, Property Tax Copy, IT return
copy, etc and
5) Proof of residence showing minimum continuous 182 days of stay of claimant NRI
in Abroad of Academic Year of admission prior to the admission date, and
6) True copy of Foreign Bank Account Passbook (with copies of main page indicating
band name & Address Claimants name and address, with entries of last preceding 6
months prior to admission.
To prove the relationship between sponsor and candidates the candidate should
submit following documents (issued by Competent Authority wherever required)
1) Affidavit of claimant disclosing his full identity i.e Full name, Age, Occupation,
Relationship with sponsor etc. duly signed by the candidates/students or his/her
parents.
2) Affidavit of Family chart duly signed by claimant making clear the relationship, and
3) Leaving Certificates, Birth Certificate, Mark sheet, PAN card, Passport and Marriage
Certificate. etc of all members shown on family tree/family chart.
