NEET UG 2018 INFORMATION BROCHURE: HEALTH SCIENCE COURSES

1. INTRODUCTION
The Medical Council of India published Gazette dated 23/06/2017. Clause 5A
regarding Common Counseling is added. The Added clause 5A is as under:-
Common Counseling
1. There shall be a common counseling for admission to MBBS course in all
Medical Education Institutions on the basis of merit list of the National Eligibility
Entrance Test.
2. The Designated Authority for counseling for the 15% All India Quota seats of the
contributing States shall be the Directorate General of Health Services (DGHS).
3. The Counseling for all admission to MBBS Course in all Medical Educational
Institutions in a State/Union territory, including Medical Educational Institutions
established by the Central Government, State Government, University, Deemed
University, Trust, Society/Minority Institutions/Corporations or a Company shall
be conducted by the State/Union Territory Government. Such common
counseling shall be under the over-all superintendence, direction and control of
the State/Union Territory Government.
a. There shall be a single eligibility cum entrance examination namely ‘National
Eligibility-cum-Entrance Test for admission to all Health Science courses’ for
academic year 2018-19.
b. In order to be eligible for admission to Health Science Courses for a particular
academic year, it shall be necessary for a candidate to obtain minimum marks in
‘National Eligibility-cum-Entrance Test’ held for the said academic year besides
obtaining minimum prescribed marks at the qualifying examination as prescribed by
respective central council.
c. The reservation of seats in medical/dental colleges for respective categories shall be
as per applicable laws prevailing in States/Union Territories. An All India merit list as
well as State-wise merit list of the eligible candidates shall be prepared on the basis
of the marks obtained in National Eligibility-cum-Entrance Test and candidates shall
be admitted to Health Science courses from the said lists only.
d. No candidate who has failed to obtain the minimum eligibility marks as prescribed by
the Medical Council of India/Dental Council of India shall be admitted to MBBS/BDS
Course in the said academic year.
e. All admissions to Health Science courses within the respective categories shall be
based solely on marks obtained in the National Eligibility-cum-Entrance Test.

f. The Central Board of Secondary Education shall be the organization to conduct


National Eligibility-cum-Entrance Test for admission to MBBS/BDS courses.
Accordingly, the Central Board of Secondary Education, Delhi conducted the National
Eligibility Cum Entrance Test for admission to MBBS/BDS Courses for the session
2018-19 on Sunday, the 06th May, 2018. The responsibility of the CBSE is limited to
the conduct of the entrance examination, declaration of result and providing merit
list to the Counselling Authorities.
Besides MBBS / BDS, the admission to other health Sciences courses i.e
BAMS/BHMS /BPTh/BOTh/BASLP/BP&O & BSc (Nursing) will be filled on the
basis of merit list of NEET UG 2018.
The Medical / Dental seats at Deemed universities of Maharashtra will be filled by
Directorate General of Health Services, New Delhi (DGHS) on the basis of All India
NEET Rank as per direction of Hon’ble Supreme Court in Write Petition No.267 of
2017, order dated 09/05/2017.

2. Merit list for seats under State quota of Maharashtra:


The Commissioner, State CET CELL, Mumbai will conduct the admission process for all
the Health Science courses in the State of Maharashtra. Online applications will be
invited from eligible candidate(s) for admission to all Government/Corporation, Private &
Minority Colleges. Online application form will be made available on websites
www.dmer.org and www.mahacet.org.
2.1 The provisional State merit list for seats under State quota in Government /
Corporation, Government Aided and all the quota seats in Private/ Minority colleges
will be published on the website of DMER/ State CET CELL as per constitutional
and / Or specified reservation claimed by candidate(s).
The Provisional State Merit List will be prepared on the basis of information
submitted by candidate(s) through online process made available on websites
www.dmer.org and www.mahacet.org Will be declared later. However, the
eligibility and final assigned category &region of the candidate(s) will be subject to
document verification at the time of document verification process.
2.2 Admission processing Fee: The candidate desirous of admission through NEET UG
2018 in the State of Maharashtra will have to pay fee Rs 1,000/- as administrative
charge. The Candidate shall Pay by Challan at Sate Bank of India of Rs 1,000/- +
Rs. 60/- Bank Charges (One Thousand Sixty Only). This amount is not refundable.

3. DEFINITIONS
a. “Act” means the Maharashtra Unaided Private Professional Educational Institutions
(Regulation of Admissions and Fees) Act, 2015 (Mah. XXVIII of 2015);
b. “Admission Reporting Institution” means an institution where the Candidate shall
report for confirmation for admission by submission of documents and payment of fees;
c. “Application Form” means the prescribed form to be filled up online or offline by the
candidate for admission to the Courses as defined in clause (e);
d. “CAP Seats” means the seats filled in through the Centralized process of admission
carried out by the Competent Authority/Commissioner State CET CELL;
e. “Courses” means the Undergraduate Medical Courses or Undergraduate Dental
Courses, as the case may be, conducted in the State as per the approval of the MCI and
DCI and affiliated to MUHS;
f. “Document Verification Centre” means the city or town declared by the competent
authority where the document verification is to be conducted;
g. “DCI” means the Dental Council of India constituted under the Dentists Act, 1948 (16 of
1948);
h. “Eligible Candidates” means the candidates who are eligible for different professional
courses as notified by the Government, from time to time, under sub-section (1) of section
3 of the Act;
i. “HSC” means the Higher Secondary School Certificate (Standard XII) examination
conducted by Maharashtra State Board of Secondary and Higher Secondary Education
as per the provisions of the Maharashtra Secondary and Higher Secondary Education
Boards Act, 1965 (Mah XLI of 1965) or its equivalent certificate awarded by a recognised
Board;
j. “Institutional Quota” means seats available for admission to eligible Candidates at
Institution level as declared by the Government or appropriate authority from time to time;
k. “inter-se-merit” means the order of merit in respect of various classes or category of
Candidates;
l. “Minority Quota” means seats earmarked for the Minority Community students from
within the State of Maharashtra, belonging to the Minority Community to which the
institution belongs;
m. “MUHS” means the Maharashtra University of Health Sciences established under sub-
section (1) of section 3 of the Maharashtra University of Health Sciences Act, 1998 (Mah.
X of 1999);
n. “MCI” means the Medical Council of India constituted under the Indian Medical Council
Act, 1956 (102 of 1956);

o. “National Eligibility-cum-Entrance Test” or “NEET” means the examination conducted


by Central Board of Secondary Education, Delhi for admission to under graduate Medical
and Dental Courses.
p. “Non-Resident Indian (NRI)” means a person who is “not ordinarily resident” under sub-
section (6) of section 6 of the Income Tax Act, 1961, and includes a person resident
outside India under clause (w) of section 2 of the Foreign Exchange Management Act,
1999, and also includes his child or ward;
q. “Overseas Citizen of India (OCI)” means a candidate or a person registered as an
Overseas Citizen of India as declared by the Central Government under section 7A of the
Citizenship Act 1955, and includes Persons of Indian Origin (PIO).
Explanation.—For the purposes of this clause, all the existing Persons of Indian Origin
(PIO) card-holders registered under Notification of the Government of India, Ministry of
Home Affairs No. F.No. 26011/04/98- F. I, dated 19th August 2002 and shall now be
deemed to be Overseas Citizens of India, (OCI) cardholders by virtue of Notification of
Government of India, Ministry of Home Affairs, No. 25024/9/2014-F.I, dated 9th January
2015.
r. “Qualifying Examination” means the Higher Secondary Certificate (12th Standard) or
equivalent examination, from an institution situated in the State of Maharashtra with
English, Physics, Chemistry and Biology (Botany and Zoology) at the time of admission;
s. “Region” means the area in respective Statutory Development Board for Vidarbha,
Marathwada and Rest of Maharashta;
t. “SSC” means the Secondary School Certificate (Standard X) examination conducted by
Maharashtra State Board of Secondary and Higher Secondary Education as per the
provisions of the Maharashtra Secondary and Higher Secondary Education Boards Act,
1965 (Mah. XLI of 1965) or its equivalent certificate awarded by a recognised Board;

4. ELIGIBILITY FOR ADMISSION TO HEALTH SCIENCE DEGREE COURSES


4.1 The candidate must be an Indian National. However Non Resident Indian
(NRI) will be eligible only on all India basis in private unaided college in NRI
Quota.

4.1.1 Indian Citizen


4.1.2 Overseas Citizen of India (OCI) Candidate will be eligible for Government /
Corporation / Government Aided / Private unaided college for academic year
2018-19 and 2019-20 only. Provided such candidate have passed 10th & 12th
from the State of Maharashtra and should be domicile of Maharashtra or
staying in state of Maharashtra for minimum period of 10 years. (As per
Annexure – M)
4.1.3 NRI candidate will be eligible for institutional quota seat only, NRI Candidate
will not be eligible for other seat. (As per Annexure – U).

4.2 Domicile of Candidate: - The Candidates must be Domicile of Maharashtra (Except


candidates under clause 4.1.3, 4.7, 4.8, Annexure C and E).
4.3 The candidate must be born on or before 31st December 2001 to be eligible for all
the courses except Ayurved and Unani courses. However, for admission to Ayurved
and Unani courses, candidate must be born on or before 1st October 2001. The
Birth certificate indicating name of the candidate, Secondary School Certificate i.e.
SSC or equivalent examination certificate or School Leaving Certificate endorsing
the date of birth will constitute a valid proof.

4.4 The candidate must be medically fit and must submit a certificate of medical
fitness at the time of Document Verification as per proforma. (Annexure-“H”)

4.5 The candidate must have passed the SSC or equivalent examination from an
Institution situated in the state of Maharashtra. (Please refer 4.7, 4.8, Annexure "C"
& Annexure "E" for exception)

4.6 The candidate must have passed the qualifying examination i.e. Higher Secondary
Certificate (HSC/12th Standard) or equivalent examination, from an Institution
situated in the State of Maharashtra (Please refer 4.7, 4.8, Annexure"C" &
Annexure "E" for exception) with English, Physics, Chemistry and Biology
(Botany & Zoology) at the time of document verification.
4.6.1 Eligibility criteria of Qualifying Examination for various courses
4.6.1.1 For MBBS/BDS/BAMS/BUMS: A candidate belonging to Open
Category must have obtained not less than 50% (i.e. 150 out of 300)
marks in Physics, Chemistry and Biology taken together at the HSC
(or equivalent) Examination. A candidate belonging to constitutional
reservation (Annex. B);and constitutional reservation with Person with
disability claim must have obtained not less than 40% (i.e. 120 out of
300) marks in Physics, Chemistry and Biology taken together at the
HSC (or equivalent) Examination. Person with disability candidate in
General category must secure not less than 45% marks (i.e. 135 out
of 300) in Physics, Chemistry & Biology (PCB) taken together at the
HSC (or equivalent) Examination.
4.6.1.2 For B.Sc. Nursing - A candidate should have passed in the subjects
of PCB and English individually and must have obtained a minimum
of 45% marks taken together in PCB at the qualified examination i.e.
(10 + 2). Furthermore, the candidates belonging to SC / ST or other
backward classes, the marks obtained in PCB taken together in

qualifying examination be 40% instead of 45% as stated above.


English is a compulsory subject in 10 + 2 for being eligible for
admission to B.Sc(N) OR as prescribed by the Indian Nursing Council
from time to time.
4.6.1.3 For BHMS, BPTh, BOTh, BASLP & BP & O courses: Clause 4.6.1.1
is not applicable. Passing grade at HSC/12th Standard or equivalent
examination is however necessary.
4.6.1.4 For admission to BP&O candidates who have passed 12th standard
examination with Physics, Chemistry, Biology and / or Mathematics
are eligible.
4.6.1.5 For admission to BASLP, candidates who have passed 12th standard
examination with Physics, Biology, Chemistry and/or Mathematics
and/or Computer Science are eligible.
4.7 Exception for SSC (10th) and HSC (12th) or equivalent examinations: Children of
employees of the Government of Maharashtra or its Undertaking:-
Children of employees of the Government of Maharashtra or its Undertaking
posted on deputation or transfer to a place outside the State of Maharashtra;
or transferred from outside to a place situated within the State of
Maharashtra:-
4.7.1 The children of such employees of Government of Maharashtra or its
undertaking who have joined service since beginning at a place situated
outside the State of Maharashtra but who have been transferred to a
place situated within the State of Maharashtra shall be eligible for
admission even though such children might have passed the S.S.C.(Std.
X) and/or H.S.C. (Std.XII) or equivalent exam from the recognized
Institutions situated outside the State of Maharashtra, provided that
such an employee of Government of Maharashtra or its Undertaking
must have been transferred/ deputed at a place of work located in the
State of Maharashtra and also must have reported-for-duty i.e. joined the
duty before the last date of document verification.
4.7.2 The candidates belonging to the aforesaid category at (1) shall be
required to produce the requisite Certificate from the Office at which
such an employee of Government of Maharashtra or its Undertaking has
reported for duty as a proof that such employee has joined the office
and/or reported for duty before the cutoff date for eligibility i.e. the last

date of submission of Preference Form. The certificate should contain


full name of the employee, designation, transfer order number and date,
date of joining and present status of posting. A copy of transfer order
should also be produced at the time of document verification.
4.7.3 The children of such employees of Government of Maharashtra or its
Undertaking who have been transferred or deputed to a place situated
outside the State of Maharashtra or who have returned to the State of
Maharashtra after initial transfer/deputation shall be eligible for admission
even though such children might have passed the S.S.C. (Std. X) and/or
H.S.C. (Std. XII) or equivalent examinations from the recognized Institutions
situated outside the State of Maharashtra.
4.7.4 The candidates belonging to the aforesaid category at (3) above shall be
required to produce the requisite Certificate from the Office at which such an
employee of Government of Maharashtra or its Undertaking has reported for
duty. The certificate should contain full name of the employee, designation,
transfer order number and date, date of joining and present status of posting.
A copy of transfer order should also be produced at the time of document
verification.

4.8 Exception for SSC (10th) and HSC (12th) or equivalent examinations: Children
of employees of Government of India or its Undertaking:-
4.8.1 The children of the employees of Government of India or its Undertaking shall
be eligible for admission even though they might have passed the S.S.C.
(Std.X) and/or H.S.C. (Std. XII) or equivalent exam from the recognized
Institutions situated outside the State of Maharashtra, provided that such an
employee of Government of India or its Undertaking must have been
transferred from outside State of Maharashtra at a place of work, located in
the State of Maharashtra and also must have reported for duty and must be
working as on the last date of Document verification at a place located in
State of Maharashtra.
4.8.2 The candidates belonging to the aforesaid category (1) shall be required to
produce the requisite Certificate from the Office at which such an employee of
Government of India or its Undertaking has reported for duty as a proof of the
fact that such employee has joined the office and/or reported for duty before
the cutoff date for eligibility i.e., the last date of submission of document

verification. The certificate should contain full name of the employee,


designation, transfer order number and date, date of joining and present
status of posting. A copy of transfer order should also be produced at the time
of document verification.
4.9 NEET UG 2018 Eligibility for Admission to MBBS & BDS Courses: A candidate
belonging to open category must secure not less than 50 percentile marks in
Physics, Chemistry & Biology (PCB) taken together at NEET UG-2018. A
candidate belonging to constitutional reservation (Annexure B); and constitutional
reservation with Person with disability claimmust secure not less than 40 percentile
marks in Physics, Chemistry & Biology (PCB) taken together in the NEET UG -
2018. Person with disability candidate in General category must secure not less
than 45 percentile marks in Physics, Chemistry & Biology (PCB) taken together in
the NEET UG -2018.
4.10 NEET UG-2018 Marks for Admission to BAMS/BHMS/BUMS/BPTh/BOTh /BASLP
/BP&O and B.Sc. Nursing: A candidate will be selected on the basis of merit in
NEET UG -2018 to above stated courses.
4.11 Additional Eligibility for BUMS: Candidate should have passed SSC (or
equivalent) examination from the recognized board with Urdu or Arabic or Persian
Language as one of the subject.
4.12 Cut-off date for the eligibility: The eligibility of the candidate shall be determined
and/or decided for all purposes including for applicability of all these Rules and
Regulations by considering the last date of document verification as the cut off
date. It is made abundantly clear that if a candidate is found ineligible as on the
last date of submission of document verification, in terms of these Rules and
Regulations, and if such an ineligible candidate acquires the requisite eligibility
after the aforesaid cutoff date (i.e. the last date of Document Verification), such
subsequent acquisition of eligibility will not make an ineligible candidate eligible for
any purpose whatsoever, much less for the purpose of admission.
4.13 For Eligibility to Health Science Courses under Defence (specified) reservation in
Government / Corporation / Government Aided Colleges Only:Refer Annexure - C.
4.14 For Eligibility to Health Science Courses under Person with disability (specified)
reservation in Government / Corporation / Government Aided Colleges only - Refer
Annexure - D.
4.15 For Eligibility to Health Science Courses under Maharashtra Karnataka Border
(MKB) area (specified) reservation in Government / Corporation / Government
Aided Colleges Only - Refer Annexure - E.
4.16 Hilly Area seat claim in Government / Corporation, MBBS Colleges Only - Refer to
conditions/criteria under Annexure-F.

4.17 All those candidates who have passed the S.S.C. (Std. X) and/or H.S.C. (Std. XII)
or equivalent examination/s from an Institution/s situated outside the State of
Maharashtra and not Domicile of Maharashtra are not ELIGIBLE for admission to
Health Science courses except, those exempted under Rule4.7, 4.8, Defence &
MKB and NRI quota (41.2)in private unaided college.
4.18 Admission to Health Science Courses is subject to the grant of eligibility by
Maharashtra University of Health Science, Nashik.
5. CERTIFICATES

The following certificates in original and their attested photocopies must be


Produced/ submitted for scrutiny at the time of document verification, as well as at
the time of admission.

5.1 Admit Card and Mark sheet of NEET UG 2018 Examination.


5.2 Nationality Certificate issued by District Magistrate/Addl. District Magistrate or
Metropolitan Magistrate (Competent Authority for issue of such certificate)/valid
Indian Passport or School Leaving Certificate of HSC/12th Std. indicating the
nationality of the candidate as ‘Indian’.
5.3 Domicile Certificate issued by District Magistrate/Metropolitan Magistrate/ Addl.
District Magistrate or Competent Authority for issue of such certificate.
5.4 SSC i.e. 10th Standard or equivalent examination certificate, school
leaving certificate or Birth certificate indicating name of the candidate (for
DOB).

5.11 Document Supporting Minority Status of the candidate:-

6 REVALUATION OF HSC OR EQUIVALENT EXAMINATION MARKS

If the marks of a candidate at HSC (or equivalent) examination have been revised on
revaluation, the eligibility of the candidate may be altered. The candidate will be
permitted to avail the benefit of revised marks upto the last date of document
verification, subject to his/her representation to that effect to the Competent
Authority and production of necessary proof to the satisfaction of the latter.

7. DOCUMENT VERIFICATION: - The Candidate will have to select any one centre for
document verification, out of four centres in online registration. The four centres
according to his/her online registration, where the candidate should report for
document verification are given in tableno.1 below. The candidate should report
personally (proxy not allowed) to the respective centre, as per All India NEET UG
Rank., mentioned as in Schedule given in Table No.2, for the Document Verification.

8. ONLINE PREFERENCE (CHOICE) FILLING PROCESS

Admission to First Year Health Science Courses for the academic year 2018-2019, will
be done online by way of filling of the "Preference Form" on www.dmer.org &
www.mahacet.org (Refer Annexure - S). The online preferences filled by the candidates
will be centrally processed and list of selected candidates will be declared. As per this
list the candidate should join college / course allotted to him/her.

At the centre the candidates must bring along with them all the relevant
documents in original and one set of attested photocopies for scrutiny.
General eligibility and eligibility for constitutional reservation and
specified reservation will be finalised after document verification, at the
time of Document Verification and acknowledged. If the relevant
documents are not produced by the candidate at the time of counselling
and document verification, he/she will be declared as ineligible.
All the candidates remaining absent for document verification will not be

9. DISTRIBUTION OF SEATS:
9.1 Govt. /Corporation /Govt. Aided/ Private unaided/ Minority Colleges:
9.1.1 Selection to various health science courses at these colleges shall be
subject to permission/approval/affiliation from, the (1) Govt. of India; (2)
Respective Central Council (MCI/DCI/CCIM/CCH/INC etc.); (3) Govt. of
Maharashtra and (4) Maharashtra University of Health Sciences, Nashik
The “intake capacity” at a particular college shall be the ‘minimum
number of seats’ permitted by the above said authorities.

Intake capacity of all health sciences institutions / courses and their seat
distribution shall be available on website www.dmer.org &
www.mahacet.org at later date.

9.1.2 NOMINEES OF GOVERNMENT OF INDIA: In Government /


Corporation / Government aided colleges.

A specified number of seats i.e. at the Government Medical Colleges (15


seats), Dental Colleges (3 seats) and Ayurved Colleges (5 seats) in the
Maharashtra State have been kept at the disposal of the Government of India.
Seats for nominees of Government of India will be filled up by The Ministry of
Health & Family Welfare, Government of India, Nirman Bhavan, New
Delhi.

9.1.3 All India quota In Government / Corporation Medical & Dental colleges - 15%
seats of the intake capacity for MBBS & BDS courses at Government &
Corporation Medical and Dental Colleges will be filled through all India NEET
UG 2018. These seats will be filled up by the ministry of Health & Family
welfare, Govt. of India. The seats surrendered from all India quota to state
quota will be filled by the Commissioner, State CET CELL. The eligibility and
constitution Reservation / PWD Reservation of State quota seats will be
applicable to All india Quota surrender seats
9.1.4 DISTRIBUTION OF SEATS TO BE ALLOTTED BY THE COMPETENT
AUTHORITY: for In Government / Corporation / Government Aided / Private
Unaided / Minority colleges, after excluding the seats as provided in Para
9.1.2 and 9.1.3; the remaining seats will be at the disposal of the Competent
Authority & available for candidates of the State for Selection in the following
manner.

9.1.4.1 Out of the seats at the disposal of the Competent Authority, 5% seats
for Person with disability candidates will be carved out. From the
remaining seats, 30% of such seats will be made available for
candidates from the State (State 30% quota) and these seats will be
filled on the basis of State Merit List. There will be constitutional,
specified (except defence quota seats) and female reservations in
these seats as per rules.

9.1.4.2 Distribution of Seats in Regional 70% Quota.

After the exclusion of State 30% quota seats mentioned at Para


9.1.4.1 the remaining 70% seats from the colleges situated in the
respective Developmental Boards will be filled from amongst the
Candidates who have passed HSC (or equivalent examination) from
the Schools/Colleges situated in the region of the concerned
Development Boards i.e. Rest of Maharashtra, Vidarbha and
Marathwada. There will be constitutional, specified (except MKB
quota seats) and female reservations for these seats as per rules.

9.4.1.3 CRITERIA FOR 70% REGIONAL QUOTA:-


A) For candidates who have passed qualifying examination form
Maharashtra State : Region of the candidates for selection under
70% regional quota will be the region form where he/she has
passed 12th/HSC or equivalent examination.
B) For candidates who have passed qualifying examination form
outside the state of Maharashtra :

9.1.4.4 All the seats for BUMS, BPTh, BOTh, BASLP, BP&O & B.Sc. (Nursing)
courses will be filled by the candidates from the State Level Merit List
only. There will not be 70% regional quota.

9.1.5 DISTRIBUTION OF CONSTITUTIONAL & SPECIFIED (PARALLEL)


RESERVATION SEATS:

The candidates desirous of claiming the constitutional and / or specified


reservations must have claimed the same in the online application form
of NEET UG 2018 for the State of Maharashtra, failing which the claim will
not be entertained subsequently.
The distribution of seats at the disposal of Competent Authority will be made,
by taking into consideration the constitutional reservations and the specified
reservations.
9.1.5.1 CONSTITUTIONAL RESERVATIONS:

The candidate should have claimed the constitutional reservation in the original
Online application form for the State of Maharashtra. For claiming of category, no
document required at time of online registration. Request for category claim after
submission application form will not be granted.

The Caste Certificate and the Caste/ Tribe Validity Certificate:- No document is
required to claim the reservation in online application form. Document is required
only at the time of document verification process. If a candidate claiming reservation
in online application form does not produce document, then he/she will be
automatically considered in open category if otherwise eligible.

The applicant request for change in category from Open to reserve once provisional
merit list is declared, will be straight way rejected. The candidates belonging to the
backward class categories will be required to submit the Caste Certificate / validity at
the time of document verification failing, which the category claimed, will not be
granted and the candidate will be treated as a general candidate. While applying
online all the category candidates must mention their category as SC, ST, VJ/DT(A),
NT-B, NT-C, NT-D, OBC.

The Caste Validity Certificate:

 The candidates belonging to the following Backward Class categories i.e. SC, ST,
VJ/DT(A), NT-B, NT-C, NT-D, OBC will be required to submit the Caste Validity
Certificate at the time of Document Verification, failing which the category claimed, will
not be granted and the candidates will be treated as a general candidate.

 Non-Creamy Layer Certificate: A candidate belonging to VJ, NT1, NT2, NT3 & OBC
(including SBC) will be required to produce non-creamy layer certificate valid up to
31/3/2019, at the time of document verification and at the time of admission also, failing
which claim will not be granted. It is mandatory to produce Non-Creamy Layer Certificate
(NCL) at the time document verification, candidates producing NCL after the document
verification will be treated as open candidates.

In all the Government, Municipal Corporation and Government aided medical


Institutions constitutional reservation will be as per NEET UG 2018 Information
Brochure Annexure B.

A candidate belonging to backward class from Maharashtra State only, is eligible for
claiming seat under reserved category. All applications for change in category from
open to reserve after the declaration of provisional merit list will be straight way
rejected.
The seats remaining vacant from the categories SC, ST, VJ, NT1, NT2, NT3 & OBC will be filled in,
a) From among the candidates of the same category by inter-se State merit. If the seats
still remain vacant, then the seats will be filled,
b) From among the candidates of their respective group of that particular Regional
area where the vacancies exist, by inter-se Regional Area merit. The groups are as
follows :
c) i) Scheduled Castes and Scheduled Caste converts to Buddhism (S.C)
ii) Scheduled Tribes (S.T)
d) i) Vimukta Jati - DT-A (V.J)
ii) Nomadic Tribes - NT-B (N.T-1)
e) i) Nomadic Tribes - NT-C (N.T-2)

iii) Other Backward Classes (including SBC) (O.B.C)
If the seats still remain vacant then the seats will be filled,
f) From among the candidates of all categories mentioned above of that particular
Regional Area where the vacancies exist, by inter -se Regional Area merit. If the seats
still remain vacant then the seats will be filled,
g) From among the candidates of the common merit list of the concerned Regional Area.
If the seats still remain vacant then the seats will be filled,
h) From among the candidates of the common merit list of the inter-se state merit.

9.1.5.2 Children of Defence personnel (DEF): (Refer Annx.-C)

The candidate should have claimed the Defence Category Claim in the original
Online application form. For claiming of Defence category, no document is required
at time of online registration. Request for Defence category claim after submission
application form will not be granted.

The seats reserved for Defence category candidates will be filled regionwise. In the
event of non-availability of candidate in any of the defence category, the vacancies
that have remained unfilled will be filled by inter-se merit of the candidates from
remaining two defence categories of the same region. Even after this, if the seats
remain vacant, then they will be filled in from 70% open category as these defence
seats have been carved out from 70% open category. Minimum eligibility criteria
shall be as per open merit candidate for selection.
9.1.5.3 Person with Disability (PWD) Quota: The candidate should have claimed the Person
with Disability (PWD) quota reservation in the original Online application form. For
claiming of PWD quota Category, no document required at time of online
registration. Request for PWD category claim after submission application form will
not be granted.

As per Medical Council of India, New Delhi amendment notification No: MCI-
34(41)/2017-Med/169873 dated 22/01/2018, Five (5%) seats of annual sanctioned
intake capacity shall be filled up by candidates with specified benchmark disabilities
contained in the schedule to the Rights of Persons with Disabilities Act, 2016, as per
Annexure – D.
The specified disability categories as mentioned in the rights of persons with
Disability Act 2016 are as follows.
1. A- Physical disability
2. B- Intellectual disability
3. C- Mental behavior disability
4. D- Disability caused due to chronic illness
5. E- Multiple disabilities
1. Candidate should mark as PWD on the online application form, failing which
claim will not be granted. Candidate is required to submit the proof of his/her
disability by way of a certificate issued by certificate issuing authority in the year
2018 at the time of documents verification process.
2. However, such a candidate will be required to undergo medical examination at
any one of the under mentioned Disability Assessment Board, constituted at
i) All India Institute of Physical Medicine and Rehabilitation, Hazi Ali,
Park, K. Khadya Marge, Mahalakshmi, Mumbai OR
ii) Vardhaman Mahavir Medical College & Safadarjang Hospital, Ansari

The Medical Board after ascertaining his/her disability must be satisfied


that the candidate is physically fit to undergo the course despite his/her
disability.
3. Candidate is required to submit the proof of his/her disability by way of
a certificate (issued in year 2018) in prescribed proforma (Annexure "D")
from the authorities stated in 9.1.5.3 (2) above at the time of verification
of documents during Preference form filling process. These PWD quota
seats will be distributed under 30% State quota. Any seat remaining
vacant will be reverted back to State 30% Quota. For filling these seats,
no fresh preference(s) will be called from the candidates. These seats will
be added to the seat matrix of the 30% state quota and allotted as per
the preferences (choices) already exercised by the eligible candidate(s)
during online preference filing system

(Refer Annexure-D of NEET UG-2018 Information Brochure). The person with


Disability candidate will have to submit Disability certificate issued by Competent
Authority as mentioned above.

The candidate must satisfy other conditions of eligibility as prescribed in NEET


UG 2018 brochure for selection to MBBS/BDS/BAMS etc. Courses as prescribed
for respective course.

9.1.5.4 Maharashtra-Karnataka disputed border area residents (MKB) Quota: (Refer


Annexure.-E)
The candidate should have claimed the MKB Quota reservation in the original Online
application form. For claiming of MKB quota reservation, no document is required at
time of online registration. Request for MKB quota claim after submission
application form will not be granted.

Minimum eligibility criteria shall be as per open merit candidate for selection. If the
seat(s) from MKB quota remains vacant, they will be filled in from 30% Open
category as they are carved out from the same category.
9.1.5.5 Hilly Area (HA) Residents:- The candidate should have claimed the Hilly area
reservation in the original Online application form. For claiming of Hilly area
reservation, no document is required at time of online registration. Request for Hilly
area reservation claim after submission application form will not be granted.

As per G.R. No.MED-1003/CR 641/03/Edu-2, dated 16/3/2004, 3% seats at Govt.


/ Corporation Medical colleges (MBBS course only) are reserved for the
candidates from Hilly area. These seats will be distributed under 30% State quota,
70% Regional quota. There will be constitutional reservation and female reservation.

9.1.6 RESERVATION FOR FEMALE CANDIDATES:
30% seats at the disposal of the Competent Authority shall be reserved for female
candidates in all the courses. This reservation shall be for all the categories like SC,
ST, VJ, NT-1, NT-2, NT-3, OBC, Common, HA, MKB & DEF. 30% female
reservation shall be provided in 30% State seats & 70% regional seats of that
category. If requisite numbers of female candidates are not available, then these
seats shall be offered to male candidates of that category.
9.1.7 CRITERIA FOR DISTRIBUTION OF SEATS FOR MINORITY INSTITUTIONS:
Government Aided / Private:
All the seats at Minority College will be filled by the respective minority candidate
and if particular Minority candidate is not available then the remaining seats will be
filled by general candidates.
9.1.8 The Private Institutions have 15% of total intake capacity under Institution Quota
including NRI.
9.1.9 There will be 25% seats of the total intake capacity of Unaided Private Professional
Educational Institutions allotted to constitutional reservation category candidates.
9.1.10 In all private unaided institution, there will be 30% State and 70% Regional Quota
(exception as per 9.1.4.4) from the seats available at the disposal of Competent
Authority. There shall be 30% female reservation. There shall not be any other
specified reservation.
9.1.11 Intake capacity of all health science institutions / courses and their seat distribution
shall be made available on website “www.dmer.org” and “www.mahacet.org” at
later date.

10. SELECTION PROCESS:


10.1 The selection of the candidates will be made on the basis of preferences given by
the candidates. Preferences (Choice) will be allowed to fill online to those
candidate who appeared for document verification and found to be eligible.
Seat allocation shall be made centrally at a later date on the basis of NEET UG
2018 merit in the State of Maharashtra, and preferences exercised by the
candidates.

10.2 SELECTION PROCESS SHALL BE AS FOLLOWS:


10.2.1 The candidate can fill online preference form multiple time before clicking
submit button. Once submit button is clicked, then there is no provision to
change the preference(s).These preference(s) will be used for 1st round
and subsequent round(s) including Mop Up round of selection /
upgradation (if any) Upgradation in subsequent round including Mop Up
round is compulsory.
10.2.2 There shall be two or more rounds of selection of candidates depending
on the availability of vacant seats. The selection will be on the basis of
merit and the preferences submitted by the candidates. For second or
subsequent round Including Mop Up round no separate online
preferences will be filled by the candidate. The choices of courses and
colleges, once entered online, shall be final and irrevocable. This final
data shall be used in entire selection process for the admission to first
year Health Science Courses for the academic year 2018-2019.
10.2.3 The College code is a four digit number with S or N suffix,
specific for each college & course combination. Candidate should
fill minimum one preference and maximum as desired. It is not
compulsory to fill all Preferences. The suffix S indicates State quota
and N suffix indicates NRI quota. In Government
/Corporation/Government Aided colleges, all seats will be under
State Quota. In Private unaided / Minority Health Science colleges
each college will have preference code with suffix S/N.

10.2.4 Candidate should fill his most preferred subject and college code as
preference no. 1 followed by his next choice as preference no. 2 and so
on. While filling the course and college codes, four digit number with
specific suffix should be entered in five boxes of NEET-UG 2018 Online
preference form.

10.2.5 Candidate must be very careful while filling the Online preference form.
Candidate can fill minimum one preference or any desired number of
preferences for NEET-UG 2018.
10.2.6 If a candidate does not give preference for a code for particular course
and particular college (Government / Corporation / Private); then it means
that he / she is not interested / desiring to take that Under Graduate
Health Science seat. Candidate should note that there will be no change /
addition / deletion in his / her list of preferences at later date / stage.
10.2.7 The candidates may kindly note while filling the preference form, that
NEET UG 2018 merit list will be operated from NEET UG 2018 Rank
number 1 onwards in each round of selection. The candidate getting
selected in previous round will be considered for betterment in the
subsequent round. The betterment herein means the higher preference
exercised by the candidate. The Shift in such betterment shall be
compulsory and mandatory except for those who have filled ‘Status
Retention Form.’ Such a candidate who has filled Status Retention form
will not be considered for any subsequent rounds of selection process for
the year 2018-2019. The last date for filling Status Retention Form will be
notified along with the selection list.
After concluding the first round, for the further round(s) candidates who
have been allotted seat(s) in the earlier round(s) and joined the course,
as also the candidate(s) who have not been allotted any seat, will be
eligible. In the subsequent round(s), betterment chance(s) will be given to
the candidate(s) who have already been allotted seat(s). After selection in
any round if a candidate fails to join the college, he/she will be ineligible
for the subsequent entire admission process.
It is hereby made abundantly clear that shifting on account of a better
choice given by a candidate in any round, will be effected only and only if
such a candidate in the subsequent round(s) is found entitled for 'change
of course' or a 'change of college'. Mere possibility of a 'change in
category' on account of availability of seat in the same college and/or
same course in the further round(s) will not amount to "betterment" as
such and therefore, no shifting will be effected in such an eventuality.
Such a 'change in category' will include inter-alia change from reserved
category to open category or vice-versa. The shift in such betterment
shall be compulsory and mandatory, except those who have filled Status

Retention Form. Once a status retention is submitted then there is no


provision to withdraw or cancel the status retention.
10.2.8 Based on preferences given, the seat will be allotted on merit and the
allotment will be displayed on website of State CET CELL
"www.mahacet.org"& DMER i.e. “www.dmer.org”.
10.2.9 Candidates as per allotment should report alongwith all original
certificates and a set of attested photocopies of each document as per
NEET UG 2018 brochure, at allotted college as per the schedule. The
Dean/Principal should verify all the original documents before finalizing
the admission.
10.2.10 A candidate who is selected in first or subsequent round of
selection process but does not join the college or cancels the
admission after jointing, is not eligible for further selection process.
10.2.11 After conducting two or more rounds of seats for Government
/Corporation /Private aided / Private Unaided / Minority colleges, if seats
remain vacant those seats will be filled in Mop-Up round. The details of
Mop-Up round will be declares on the website in due course.
10.2.12 INSTITUTION LEVEL ROUND FOR VACANT SEATS AFTER CAP
Mop-Up ROUNDS: If the seat(s) remain vacant in Private Unaided
/Private Minority Colleges after all CAP Mop-Up Rounds, the said seats
shall be filled in by the Institution through Institution Level Round with the
prior approval of the Competent Authority. The Dean or Principal of the
institutions shall carry out the admission for these vacant seats on the
basis of inter-se merit from the list of NEET-UG-2018 eligible candidates
as per the directions issued by the Competent Authority during academic
year 2018-19.
10.2.13 Any issue regarding filling of vacant seats not dealt herein above will be
dealt with, when arising fully and finally by the competent authority.
10.3 While filling the seats for any college/Institution state quota seats (30%) shall be
filled first, followed by regional quota seats (70%). Within 30% state quota and
70% regional quota seats; specified reservation seats will be allotted first to the
eligible candidates of respective specified reservation category. The seats for
the MKB shall be available as per state merit list only. The seats for Defence
category shall be allotted region wise.
10.4 Vacancies under GOI Quota shall be filled in by 30% OPEN category.

10.5 Reserved Category Candidates - "Ear-Marking": Reserve category candidate


entitled to admission on the basis of merit in an open category seat will have the
option of taking admission either against his / her respective category seat or on
an open category seat. If he / she opts for the reserved category he / she will be
deemed to have been admitted as an open category candidate and not as
reserve category candidate. One seat in the college where he / she was eligible
for admission against open seat shall be earmarked for a candidate belonging to
the respective reserved category. Such earmarked seat will be made available
immediately to the successive reserve category candidate from the same
category merit during the counselling."
10.6 A candidate who is selected but does not join the college within prescribe time
limit or cancels the admission after joining, is not eligible for further selection
process.
10.7 Seats that have arisen or fallen vacant after the first round shall be made
available at the second round of selection on the basis of preference form
already submitted. No new preference form will be required to be filled in for
any subsequent round(s).
10.8 The inter-se round will be conducted for remaining vacant seats from the
category as per rule 9.1.5.1 of this Brochure, if necessary at the end of each
round.
10.9 The Cut-Off-date for all courses will be as declared by the respective councils.
10.10 Selection shown on the official website will only be considered as valid,
selection letter given to candidate by unknown person/agency or available
on unauthentic website will not be treated as valid. Candidates should not
believe in such false/fake selection letter.
10.11 For the admission to BSc. Nursing Course in Private unaided college the
procedure and eligibility will be applicable as per provision in Government
Resolution No. CET 3517/C.R. 378/17/Edu-2 Dated 16 October, 2017.
10.12 DISQUALIFICATION FOR ADMISSION
10.12.1The candidate who was allotted a seat in any course under MUHS
Nashik in previous year(s) and who vacates / abandons it after availing
the said seat, has completed such a period of course which would
result into lapse of the said seat, will not be eligible for admission for
the next two years under state quota.

10.12.2 Maharashtra University of Health Sciences, Nashik shall take the


decision regarding eligibility and granting of the term of selected
candidates. The selection of a candidate by the Competent Authority at
a later date does not place any onus to accord approval for grant of
term.
11. PAYMENT OF FEES:

11.1 The fee for the course should be paid at the respective college by Demand Draft
from any Nationalised / Scheduled commercial Bank in favour of Dean/Principal of
College, as applicable.

11.2 REFUND OF FEES BY THE COLLEGE AFTER CHANGE OF COLLEGE /


COURSE OR CANCELLATION OF ADMISSION:
The candidate who has been admitted and desire to cancel admission he/she
should submit an application. The refund of fees to candidate admitted in the
college shall be made after deduction as under:

1. Before cutoff date as declared by the respective council - Rs.1500/- (Rs. One
thousand five hundred only) to be deducted and rest of the fees to be refunded
(Exception for MBBS/BDS as per clause 12).
2. The Dean/Principal of the college shall be responsible for making refund of the
fees, on the basis of cancellation letter from the candidate. If the candidate
expires or becomes invalid within 90 days from the date of admission, no
deduction shall be made.

12. CANCELLATION:

The selected candidate must join the college at which he/she is selected, on or before
the date prescribed by the Competent Authority, failing which his/her admission stands
cancelled.

The selected candidate who has joined the college and desire to cancel the admission
should cancel it, at the respective college. The college should accept the cancellation
and inform the Competent Authority along with copy of the cancellation letter
immediately. Last date to cancel the admission of Medical / Dental course on or before
the prescribed date to be declared in due course. If a candidate cancels his / her
admission after this date, he/she has to pay penalty as per rule 14.

Note:- Candidate who has filled status retention form can also cancel the
admission before prescribed date.

13. FINAL SELECTION:

13.1 The selection made by the Competent Authority as per this procedure is final, and
will be binding on the candidate.
13.2 Request for mutual transfer is not permissible. Such requests will not be
entertained.
14. SERVICE BOND & PENALTY:

14.1 As per Government Resolution (G.R. No. MED 1007/CR-490/07/Ed-2 dated 8th
Feb 2008 and any G.R issued in this regard from time to time), candidates joined
against the seats of Government/Municipal Corporation colleges for admission to
MBBS/BDS Courses either through GOI nominee, All India quota or through NEET
UG 2018 will be required to sign a bond to serve the Government of Maharashtra
or local self government or Defence services for a period of one year, after the
completion of internship, failing which he/she will be required to pay
Rs.10,00,000/- (Rupees ten lacs only) for the default as penalty. 14.2
Additionally, he/she will be required to sign an undertaking to the effect that he/she
will not leave India within a period of five years from the date of obtaining the
degree, otherwise he/she will have to pay Rs. 10,00,000/- (Rs.Ten lacs only) as
penalty.
PENLTY FOR LAPSE OF SEAT (MBBS/BDS COURSE): As per Government
Resolution No. CET 3516/CR 169/Edu-2 dated 13/04/2017Any candidate
responsible for lapse of MBBS/BDS seat will have to pay a penalty of
Rs.10,00,000/- (Rupee Ten Lacs Only). This penalty is applicable to all those
candidates who do not join during last round or cancel a seat after last round of
admission. This penalty is also applicable to any candidate resigning a seat after
cut off date for MBBS/BDS course or also fails to complete the course, irrespective
of admission quota of the candidate.
14.2 Bond for Private Unaided MBBS Courses : As per Government Resolution No.
MED 1016/C.R .345/16/Edu-2 Dated 05/01/2018 (As per Annexure Q). The
Government is providing reimbursement Scholarship to following group of
constitutional reserve category candidate(s) admitted in Government Aided /
Private Unaided Medical (MBBS) College(s) in the state of Maharashtra.
14.2.1 The candidate availing reimbursement / Scholarship will have to do one
year bond service as Medical officer in rural difficult and tribal area of
Maharashtra.

14.2.2 This bond condition will be applicable from academic year 2018-19 to all
such candidate admitted for MBBS course in Government Aided / Private
Unaided Medical College of Maharashtra.
14.2.3 The Candidate who are not availing reimbursement of fees / Scholarship,
the said bond service is not applicable.
14.2.4 The aforesaid bonded candidate, if fails to comply the bond condition, then
he/she will have to return all the amount with interest to the Government of
Maharashtra. The condition applicable to bonded candidate passing
MBBS from Government Medical College (as mentioned in rule no 14.1)
will also to applicable to bonded candidate of Government Aided / Private
Unaided Medical College.
14.2.5 The allotment of bond service will be implemented by Directorate of
Medical Education Research, Mumbai and Directorate of Health Services
Government of Maharashtra.
14.2.6 The following Government Departments are reimbursing the fee or
providing scholarship to respective category of Candidate.

15. INSURANCE SCHEME:


In accordance with GR No.MED-100/880/CR-129 /EDU-1, dated 23/10/2003 “Amartya
Shiksha Yojana”, an insurance scheme has been introduced by Govt. of Maharashtra.
The details about this scheme shall be known to the candidate at the time of admission.
16. CONDUCT AND DISCIPLINE:

16.1 Failure of the candidate in making full and correct statements in the application
form and/or suppression of any information would lead to disqualification of the
candidate, even at later date. Such a candidate will be debarred from the entire
selection process.

16.2 It is responsibility of every candidate to submit proper documents. Any attempt to


submit documents which are not genuine will lead to cancellation of the admission
of the candidate, forfeiture of the fees, deposits and expulsion of the candidate

from the college by the Competent Authority or by his authorised official. The
name of such candidate/s shall be deleted from the State Merit List and he/she will
not be eligible for further rounds of the selection process and will be debarred from
the selection process. If deemed fit even criminal proceeding may be initiated by
the Competent Authority against such candidates / their parents.

If any candidate / authorised representative or person accompanying is


found obstructing the counseling and / or admission process, or trying to
influence in unlawful manner/ creating nuisance, the candidate shall be
liable for disqualification from the process of selection and appropriate legal
action will be taken. The decision taken by the Competent Authority in this
respect shall be final and binding.

16.3 The student while studying in the Health Sciences Courses, if found indulging in
antinational activities, unlawful activities or ragging in any form, contrary to the
provisions of relevant Acts and Law enforced by Government, will be liable to be
expelled from the college by the Dean/Principal of the College.

16.4 Pursuant to orders in W.P. (Civil) No. 656 of 1999, Hon’ble Supreme Court of
India, has directed the Department of Human resources Development and
Education, Govt. of India, to take all necessary steps to curb the menace of
ragging and take severe action against the students involved in such activities.

16.5 As per the provisions of Maharashtra Act XXXIII known as “Maharashtra


Prohibition of ragging Act of 1999”, students indulging in ragging can be
punished under the Act resulting in suspension, expulsion from the college
and imprisonment.

16.6 Any issue not dealt here in above will be dealt with when arising, fully and
finally by the competent Authority. Any amendment made by Government of
India / Government of Maharashtra / Hon’ble courts from time to time will be
implemented.

17. LEGAL JURISDICTION


All disputes pertaining to the selection state quota seats, shall fall within the
jurisdiction of Courts, at Mumbai only. The Competent Authority shall be the
legal person in whose name the Government of Maharashtra may sue or may be
sued.

21. EXEMPTIONS AS PER GOVERNMENT RULES IN GOVERNMENT, GOVT. AIDED
AND CORPORATION COLLEGES:
The Backward class applicants selected in Open Merit category are eligible for freeship
and scholarship as per Government orders. Students belonging to the communities
mentioned at Section V except the other backward communities on caste basis are
considered for exemption from payment of fees in accordance with the G.R. & SWD
No.DC/1059-E, dated 21st January 1962, dated 19th November 1962. If, however, any
of these students are granted scholarship under the scheme of post matric-scholarship
to scheduled caste and scheduled caste converts to Buddhism, scheduled Tribes,
Denotified, Nomadic and Semi Nomadic Tribes and Lower Income Group students,
educational concession in their favour are covered by regulation there under prepared
by the Government of India.

The Educational concession extended to the Backward Class student under the G. R.
cited above will be an extension of concession like tuition fees and University
examination fees to such students, even if they fail once in their annual examination
and for one reason or the other, they are not in receipt of Government of India
Scholarship. These concessions will be extended to them without insisting on caste or
income certificate from the Executive Magistrate or the Taluka Magistrate or the Sub-
Divisional Magistrate as the case may be. They are required to produce only the
declaration of caste and income in the prescribed form Circulated vide Directorate of
Social Welfare’s No. SIJ 1966-67, dated 21st July, 1966.

General Instructions for filling Online Application Form & Specimen Copy of Online

1. Applicants should have a valid Email Id.

Before filling Online Application Form download Information Boucher of NEET-UG 2018 and

The Applicants must possess the required criteria and education qualification as mentioned in

the Information Brochure of NEET-UG 2018.

There is provision to make changes in the Application Form, before Click on Submit Button.
4. Candidate should verify the correctness of entries made in Application Form. There is no
provision to make changes in the Application Form onces submit button is clicked.

After submitting Online Application Form, you should take Bank Challan printout which is in two

parts.

Required fee is printed on your SBI Bank Challan. With this Challan pay the fee in any Branch of
6. State Bank of India on Second Working Day onward, from the day of Printing Challan and obtain
your copy of Challan indicating Journal ID/Transation ID.

Applicants need not send copy of Application Form or any Document to this office. However he
7.
can download printout of Application Form for subsequent use.

Please note that if you commit any mistake in filling the online Application Form, it can not be
8. corrected by this office. The Office will take no responsibility of any kind for such forms. Hence
candidate should submit the form carefully.

After reading above instructions to fill Online Application Form, the Applicant has to

click Next button to display Online Application Form.

Once challan is generated the candidate has liberty for not to pay the Challan, and reapply in the

system. If candidate pays the challan amount then there is no provision to reapply.

If a candidate submits application twice and pay challan amount twice his/her both application
11. will be cancelled and money will not be refunded. Such a candidate will be held ineligible for
admission. This rule is applicable to all candidates sapling multiple times.

If a candidate does not submit the prescribed amount in the bank then he/she will be held

ineligible for entire admission process.

There is no provision to extent the time limit to either submit the online application or pay the
13. prescribed fee in the bank. All such applications demanding time extension will be straight way
rejected.

No documents are required to be uploaded while registering online but it will be subsequently
verified at the time of document verification. Candidate with out document can claim any

reservation/ exemption. Application for shifting from open category to reserve category after

1) The candidates recognized by the State of Maharashtra as belonging to the

to submit the Caste Certificate and the Caste/Tribe Validity Certificate at the
time of documents verification. (Reference Hon’ble Supreme Court Order
06/092017 Annexure -K)
3) Caste certificate issuing authority: - Caste certificate stating that the caste is
recognized under a particular backward class category in Maharashtra state is
issued by Sub-Divisional Magistrate/Executive Magistrate/Metropolitan
Magistrate in Maharashtra state.
4) The Caste/Tribe validity Certificate issuing Authorities are as follows:-
a) For Candidates belonging to Scheduled Caste, Scheduled Caste converts
to Buddhism, Vimukta Jati, Nomadic Tribes1,2&3 and Other Backward
Class, Caste Validity Certificate is issued by Divisional Caste Certificate
Scrutiny Committee of respective Divisional Social Welfare Office
(Konkan, Pune, Nashik, Aurangabad, Amravati and Nagpur).
b) For Candidates belonging to Scheduled Tribe the Tribe Validity Certificate
is issued by Director/Deputy Director, Tribe Certificate Scrutiny
Committee of respective Region (Konkan, Pune, Nashik, Aurangabad,
Amravati and Nagpur).
5) The candidate should have claimed the constitutional reservation in the
original application form. The candidate claiming constitutional reservation
must submit original caste validity certificate at the time of counseling for
document verification, failing which the category claim will not be
granted.

6) NON-CREAMY LAYER
A candidate belonging to ‘Creamy Layer’ amongst the categories (C) to (G) must note
that the provision of reservation is NOT applicable to him/her. A candidate claiming
benefit of reservation under the categories (C) to (G) above will be required to produce
Non-Creamy layer certificate as specified in the Government resolution CBC-
10/2008/CR-697 VJNT-1, dated 24th June, 2013. The certificate should be valid upto
31/03/2019. The Non-Creamy Layer Certificate is issued by Sub-Divisional
Officer/Deputy Collector/Collector of the district.
However, such a Non-Creamy Layer Certificate shall be produced in any case at the
time of filling up of Preference Form, failing which the category claimed will not be
granted.
Applicants belonging to Special Backward Class
N.B.: Hon’ble HighCourt Mumbai had stayed admission to SBC category as a
separate quota and therefore, vide Government Circular from Social Welfare,
Cultural Affairs and Sports Department No. CBC-1095/WS/264/BCD-5 dated
24th October 1995, the persons belonging to Special Backward Class (SBC) are to
be considered as OBC candidates.
7) Inter-se amongst the reserved categories will be operated at the end of each
admission process against the unfilled reserved categories seats as per merit and
choice of the reserved categories candidates.
The seats remaining vacant from various categories will be filled in during inter-
se admission process as follows:
a) From among the candidates of their respective group from the Interse State
Merit List of that particular group where the vacancies exist.
The groups are as follows -
GROUP - I
(i) Scheduled Castes and Schedule Caste converted to Buddhism (S.C.) 13%
(ii) Scheduled Tribes including those living out-side specified area (S.T.) 7%
GROUP - II
(i) Vimukta Jati (DT) (A) 3%
(ii) Nomadic Tribes (NT1(B)) 2.5%
GROUP - III
(i) Nomadic Tribes (NT2 (C)) 3.5%
(ii) Nomadic Tribes(NT3 (D)) 2%

(b) If the seats still remain vacant, then the seats will be filled, from among the
candidates of all the categories mentioned above from the all categories
combined merit list.
(c) If the seats still remain vacant then the seats will be filled from among the
candidates of the common merit list.
8) Ear-Marking : Reserved category candidate entitled to admission on the basis of merit
in an open category seat will have the option of taking admission either against his/her
respective category seat or on an open category seat. If he/she opts for the reserved
category he/she will be deemed to have been admitted as an open category candidate
and not as reserved category candidate. One seat in the college where he/she was
eligible for admission against open seat shall be earmarked for a candidate belonging
to the respective reserved category. Such earmarked seat will be made available
immediately to the successive reserved category candidate from the same category
merit.
Admission under constitutional reservation seat will be governed by the Maharashtra
Schedule Castes, Scheduled Tribes, Denotified Tribes (Vimukta Jatis), Nomadic Tribes,
Other Backward Classes and Special Backward Category (Regulation of Issuance and
Verification of) Caste Certificate Act, 2000 (Mah. Act No. XXIII of 2001).

CHILDREN OF DEFENCE PERSONNEL
A specified number of seats i.e. 5% of the intake capacity, subject to a maximum of 5 seats in each
Government/ Municipal Corporation / Government Aided Medical, Dental/ Ayurved, Unani Colleges
and some allied Health Science courses are reserved for children of Defence Service Personnel and
Ex-Defence personnel, including those permanently disabled or killed in action. The ratio of these
seats between Ex-defence and In-service Defence personnel is as given below.

1) DEFENCE CATEGORIES
(a) Def1 - For a son/daughter/spouse of an Ex-defence service personnel, domiciled in the state of
Maharashtra.
(b) Def2 - For a son/daughter/spouse of Active defence service personnel domiciled in the state of
Maharashtra.
(c) Def3 - For a son/daughter/spouse of Active defence service personnel, transferred to Maharashtra
State from out-side Maharashtra, who is not domicile of the State of Maharashtra.
2) For selection against Def-1 & Def-2 seats following conditions will apply;
a) To be eligible for such a seat, a candidate must be a son/daughter/spouse of a person who has been a
member of the Armed Forces of India and who has put in at least 5 years’ active service and has been
subject to Indian Army Act, Indian Navy Act or Indian Air Force Act; and includes an ex-serviceman
who has retired from such service or was permanently disabled/killed in action. A candidate claiming a
seat under Defence category will be required to produce a certificate from an Appropriate Authority,
who is authorized to issue such certificate/Zilla Sainik Board in the State of Maharashtra certifying the
same.
b) However, the condition of minimum active service for five years will stand relaxed in case of Defence
service person who has been permanently disabled or killed in action. The exception is admissible
subject to production of a certificate from Zilla Sainik Board in the State of Maharashtra certifying
permanent disability/death of such Defence Service person.
c) To be eligible for seat in Def-1 & Def-2 category candidate should produce following certificates, i)
Certificate mentioning that his / her parent who is/was defence personnel ii) Domicile certificate of the
parent stating that he/she is domicile in the State of Maharashtra. The domicile certificate should be
obtained from District Magistrate/Metropolitan Magistrate/ Addl. District Magistrate or Tehsildar.
d) Candidates belonging Def-1 & Def-2 category shall be considered eligible for admission even if they
have passed SSC and /or HSC examination from outside Maharashtra State.
3) For selection against Def.-3 category following conditions shall apply:-
(a) The concerned Defence Service person who is not domicile of the State of Maharashtra and who has
been transferred in public interest to Maharashtra State, prior to the last date for filling up of Preference
Form.
(b) The concerned Defence Service person ought to be working as on the last date of filling of Preference
Form, at a place within the jurisdiction of the concerned regional area in Maharashtra in which the
candidate is seeking a seat.
(c) The candidate ought to have appeared and passed the qualifying examination.
(d) The candidate is required to attach necessary and sufficient proof to fulfill above conditions and a
certificate in proforma issued by appropriate authority who is authorized to issue such certificate.
Note: The specified reservation for children of defence personel is not applicable to the civilian staff working
in the Indian Army, Navy & Air Force.

MAHARASHTRA-KARNATAKA DISPUTED BORDER AREA (MKB)
RESERVATION
Eight seats in Government Medical Colleges, two seats in Government Dental Colleges and five
seats in Government and Govt. aided Ayurvedic Colleges in Maharashtra are reserved for the
candidates belonging to Maharashtra-Karnataka Disputed border area on the following conditions:
a) The candidate must be a domicile of place situated in the areas as specified in the list given
below, and produce a domicile certificate from the District Collector accordingly.
b) He should have passed SSC (or equivalent) and/or HSC (or equivalent) examination from an
Institution situated in the border area. The candidate must produce a certificate from the
Principal/Head-Master of the College/School stating that candidate has passed SSC/HSC (or
equivalent) examination from the Institution.
c) Mother tongue of the candidate must be Marathi. The candidate must produce a certificate from
the Principal/Head-Master of the School from which he/she has passed the SSC (or equivalent)
examination, stating that the candidate’s mother tongue is Marathi as per the original school
record.
d) To avail the benefit of MKB claim, the candidate must appear at NEET UG -2018 examination.
e) The Competent Authority shall select the candidates claiming MKB Quota, on the basis of their
Merit at NEET UG -2018 examination

HILLY AREA (HA) RESERVATION
As per G.R. No.MED-1003/CR 641/03/Edu-2, dated 16/3/2004, 3% seats at Govt. / Municipal
Corporation Medical colleges are reserved for the candidates from Hilly areas.
In accordance with G.R. issued by the Govt. of Maharashtra MED Dept. G.R. No. MED-
1002/3852/CR-617/02/Edu-2, dated 17/4/2003 and resolutions issued by Govt. of Maharashtra from
time to time, the candidates claiming seat under HA claim should satisfy following criteria to be
eligible:
i) Domicile Certificate of the parent stating that he/she is domicile in the village declared
as a Hilly area specified in the Table for the respective Regions (Rest of
Maharashtra/Vidarbha /Marathwada, As per the latest list issued by concerned Department)
The said certificate should be obtained from the concerned Revenue Department officer
(Tehsildar and Above).
ii) To avail the benefit of HA claim, the candidate must appear at NEET UG -2018 examination.
iii) The Competent Authority shall select the candidates claiming HA, on the basis of their Merit at
NEET UG -2018 examination.
iv) The constitutional reservation is provided under these HA claim seats.
v) The candidate should pass SSC/HSC (or equivalent) examination from School/Junior
College situated in the hilly area of his/her parents domicile or if not so, at the most,
from a School/Junior College situated in the taluka of his/her parent's domicile.

General Instructions for filling online Preference Form & Specimen Copy of Preference
Form (Sample of online Preference Form)
IMPORTANT: Candidates are advised to read the Information Brochure for Registration,
Counselling & Preference form filling and Admission before filling this Online Preference
Form.
1. Candidates, who are eligible during document verification and received Acknowledgement of
Document Verification, can only fill the Preference Form.
2. Candidate should submit one Preference Form. After filling and final submission of
Preference Form, no chance will be given to fill fresh preference form / change the
preferences.
3. Login with Application No. / Username, Password and Document Verification Code.
Document Verification Code is mentioned in Acknowledgement at left down corner.
4. After Login, Preference Form will be displayed.
5. Candidate can fill Minimum 1 preference and Maximum 300 preferences.
6. 100 preferences will be displayed; one after another in TAB .You have to click < SAVE
Preferences > with all 100 filled preferences to display next TAB for next 100 preferences.
7. Candidate must click < Lock Preferences > for final submission of Preference Form.
8. Before < Lock Preferences > Candidate can change Preference and < Save Preferences >
by multiple Logout & Login.
9. Before < Lock Preferences >, please check your Preferences carefully. After final
submission, in any Case of change of Preferences after locking is not allowed.
10. For Final submission, Click < FINISH > on TAB then, < Lock Preferences > TAB will
open, you have to click checkbox as you check all the preferences and then click on <
Lock Preferences >.
11. If Candidate fails to < Lock Preferences >, his/her Preference Form will not be saved and will
be rejected.
12. After submitting the form, please get the print out of the Preference form.

14. Candidate should not send copy of filled Preference form to this office.
15. Your login session may expire in 10 Minutes, So Please < SAVE Preferences > in an interval
of 10 Minutes. Hence candidate should decide preference to be fill in advance.
16. The preference code is a four digit college code, specific to each college.
17. Candidate should ensure about a particular code, that given faculty is available in the said
College/Institute from the table of seat matrix.
18. Candidates are required to fill the Preference form well in advance to avoid last day rush.
They should not wait till last date to fill the Preference form. Any delay due to electricity
failure or due to any technical fault will not be considered by this office.
19. Candidate can fill online preference form multiple times before clicking submit button. Once
submit button is clicked, then there no provision to change the preferences. These
preferences will be used for 1st round and subsequent rounds of selection / upgradation
process if any. Upgradation in subsequent round is compulsory.
20. Candidate should fill four digit number of all the colleges(more than 300) given in this
brochure from page no 26 to 41.
21. While submitting the preference candidate must go through website of Shikshan Shulka
Samiti / Admission Regulating Authority and also on the website of respective college for
tuition fee, other fees and other terms and condition
22. Candidate submitting preference for a college / course, indicates that he / she has accepted
tuition fees, other fees and other terms and condition of that college.

23. While filling the preference form, candidates must consider all the colleges including colleges
not approved by the respective council. A non recognized / non approved college if gets
recognition/ approval during selection process of First Round or Second Round, then same
preferences will be considered. A candidate not filling preference of a college (because it is
not recognized/ not approved) will not be considered for selection in that college if the said
college later on gets approval/ recognition.
24. If total college intake capacity shown in the present brochure is increased/ decreased during
admission process, then also same choices will be considered while preparing selection list.
25. There are following eventualities which may/ may not happen after submission of choices.
i. College capacity may increase (eg. 100 to 150)
ii. College capacity may decrease (eg. 150 to 100)
iii. College may be derecognized (Capacity 100 to Zero)

In all eventualities fresh preferences will not be called again. Candidates must
consider all above eventualities while filling choices / preference.

Guidelines for granting admission in NRI quota, to be followed Strictly, while
granting admissions to health science courses.
The candidate should have claimed the NRI quota seats in the original Online application
form. For claiming of NRI quota seats, no document is required at time of online registration.
Request for NRI quota seats claim after submission application form will not be granted

Following Documents are required to be submitted for admission against NRI Quota
1) Certificate for the students having basic qualification fixed by respective
Council/Authority for admission to respective Health Sciences courses, And
2) NRI certificate of the students OR of his/her mother or father OR the real brother or
the real sister ordinanly residing aboard, OR
3) NRI Certificate of following persons having blood relation with the student who
consider such student as 'ward' (palya) viz, the real brother/sister of father OR the
real brother /sister of mother, OR the father /mother of father OR the
father/mother of mother OR 1st degree paternal/maternal cousins ordinarily
residing abroad and should have looked after the student as guardians with
documentary evidence to that effect and also affidavit in support of the aforesaid
facts.
To prove the NRI status of the sponsor, following documents (issued by the
competent Authority wherever required) are required to be submitted:
1) Affidavit of claimant/sponsor disclosing his full identity i.e. Full name, Age,
Residence, Occupation, Relationship with the candidate, etc duly signed by the
sponsor, and
2) Passport, Nationality Certificate ,and
3) Residence of NRI, Valid VISA, and
4) Proof of residence i.e Driving License, Telephone Bill, Property Tax Copy, IT return
copy, etc and
5) Proof of residence showing minimum continuous 182 days of stay of claimant NRI
in Abroad of Academic Year of admission prior to the admission date, and
6) True copy of Foreign Bank Account Passbook (with copies of main page indicating
band name & Address Claimants name and address, with entries of last preceding 6
months prior to admission.
To prove the relationship between sponsor and candidates the candidate should
submit following documents (issued by Competent Authority wherever required)
1) Affidavit of claimant disclosing his full identity i.e Full name, Age, Occupation,
Relationship with sponsor etc. duly signed by the candidates/students or his/her
parents.
2) Affidavit of Family chart duly signed by claimant making clear the relationship, and
3) Leaving Certificates, Birth Certificate, Mark sheet, PAN card, Passport and Marriage
Certificate. etc of all members shown on family tree/family chart.
