1. GENERAL
Refer also to:
“General Conditions of Contract” which shall apply to this section of the works.

“PG1 Preliminary and General” work section.

2. SCOPE OF WORK

2.1 General

The works covered by this Section includes the supply of all Labour, Materials, and Construction Plant
for carrying out the Earthworks showed or inferred on the Project Drawings and in particular the bulk
earthworks levels shown on the Civil Engineering Leveling Drawings.

In general terms the work includes:


 Setting out the whole of the earthworks.
 The excavation of material to the reduced the levels of sub-grade and the removal of all excess
material (as required).

The supply and placing fill materials.

The supply and installation of proprietary clay lining systems for the Canal and Lagoons.

The supply and installation of cut and/or fill slope protection materials and systems.

Prior to commencing Contract earthworks the Contractor must submit, for the approval to the
Engineer or their representatives, a Method Statement that itemises the earthworks plant and
equipment to be used, the construction methods and the inspection, testing and acceptance
procedures to be implemented for the project.

2.2 Standard Specification

2.2.1 General

This Specification shall be read in conjunction with all relevant Vietnamese Standards, which are
deemed to form a part of this Specification.

In the event of this Specification being at variance with any provision of these Standards, the
requirements of this Specification shall take precedence over the provision of the Standard.

Reference to any Standard shall include any amendments thereto and any Standard in substitution
therefore.

All Materials and workmanship shall comply with these Standards unless expressly noted otherwise.

2.3 Nature Of Existing Site

The attention of the Tenderers’ is drawn to the nature of the site and they are advised to inspect the
site and form their own opinions.

The Contractor must make full allowance for actual site conditions in the Tender.

No claims shall be entertained in respect of lack of knowledge.

2.4 Setting Out

The Contractor shall set out the whole works accurately and fully in accordance with the Drawings
except as otherwise directed by the Client.

2.5 Construction Program

The Contractor shall carry out the work in accordance with the Construction Program or when
required so that no delays result.

2.6 Site Safety

The Contractor shall carry out the work in accordance with the all relevant Government and Local
Authority regulations and well as to internationally applicable and recognized Occupational Health and
Safety Standards of practice for earthmoving operations.

All staff and machine operators must be experienced and suitably licensed to undertake the contract
works required.

3. NATURAL AND EXISTING CONDITIONS:

4. DESIGN PARAMETERS AND PHILOSOPHY

4.1 General

The reduced levels and the slope of the designed ground levels are based on the level and the general
slope of the whole land area in accordance with the approved topographical survey plan and
Masterplan drawings.

The designed levels are from 3.50m and upwards, with the general design slope direction of the
ground from the west towards the east (to the coast) to suit the existing natural site topography.

Generally the hilly land area will not be modified, with the natural topography of the land area
substantially maintained. Only earthworks necessary to accommodate the construction of the
buildings and associated facilities and the Buggy Paths shall be undertaken in the hillside areas.

The land area that will have the cut and fill works is the area adjacent to the beach, in which the area
for fill is the area having the natural level less than 3.50m, while the excavation works mainly involve
the construction of the Lagoon and Canal.

The Lagoon and Canal system is designed in accordance with the approved Masterplan with an
average depth of 3.0m. The Lagoons and Canal are to be constructed using an approved proprietary
clay lining system and materials, whilst embankments are also to be constructed with the required
landscaping plants and features.

The calculation of the cut and fill quantities are presented on the project Leveling plans in grid
dimensions of 20m x20 m

The Contactor is to undertake land clearing in each work area before proceeding with the earthworks.

The design quantities for cut and fill area are calculated based on balanced the cut and fill volumes.

4.2 Quantities

 Cut (excavation) and Fill area (excluding the Lagoons and Canal area).
Total area: 99,486.4 m2
Cut (Excavation) area: 44,884 m2
Fill area: 50,602.4 m2
Cut Volume: 18,176.71 m3
Fill Volume: 43,096.78 m3.

 Cut (excavation area) for Lagoon 1: 7,891.9 m2


Cut volume: 26,597.12 m3
Embankment area: 3,851.68 m2

 Cut (excavation area) for Lagoon 2: 3,250.4 m2


Cut (exaction) volume: 8,442.36 m3
Embankment area: 1,843.09 m2

 Cut (excavation area) for Lagoon 3 (Canal): 10,755.7 m2


Cut volume: 32,993.45 m3
Embankment area: 2,858.95 m2

4.3 Construction And Acceptance

During the construction works, the earthworks process must comply with the current Government
and Local Authority regulations.

Before proceeding the earthworks, the limits of the land area to be carried out the earthworks are to
be located accurately following the approved design drawings and documentation. The existing
ground levels must be checked against the contract drawings and the design level marked. The

contractor is to carry out the land clearing, removing trees and stumps, and the organic soil layer and
mud. All waste material is to be transported of the site to a location approved by the client.

The earthworks filing is to be constructed in layers with an average thickness of 0.30m per layer,
compacted with k = 0.85 before proceeding the following layer in accordance with Vietnamese
Standards.

The inspection and acceptance of works must be carried out in accordance with the progress of the
works.

The inspection and acceptance of the earthworks should ensure that the contract works have met the
design requirements on the areas, fill heights and ground compaction in accordance with the current
regulations of the Government and Local Authorities.

5. PLANT AND EQUIPMENT

All plant and equipment used for the contract works must be in good working condition and suitable
for undertaking the work required.

The Contractor is responsible for the supply and maintenance of all plant and equipment used
