I. Introduction
The Carbon Market is the oldest and largest farmer's market in Cebu City, located in the Cent

The Carbon Market is the oldest and largest farmer's market in Cebu City, located in the
Central Visayas region of the Philippines, and is a major tourist attraction. It is wheelchair
accessible. It is located in downtown Cebu City, on MC Briones Street, Ermita barangay, and it
can be reached by most buses or jeepneys in that area.Wares sold include clothing and
kalamansi, baskets from Bohol, fish, chickens, and tripe,as well as souvenirs and handicrafts. It
is the biggest public market in the Queen City of the South. You can find just about anything
here, from meat to vegetables, slippers to shoes, and bags to souvenir items. Carbon Public
Market is basically the place where you can find anything and everything you need. In fact, a
good number of major establishments in the city source out their wares at Carbon. Many
restaurants also get the ingredients of their menu items from Carbon while some groceries
typically resell items they purchase at the Carbon Public Market.
Although there is significant crime in the downtown area around the Carbon Market, the crimes
are controlled by police, the vendors, and nearby residents.

The Carbon Market is named for the depot where coal was unloaded from the Cebu
Railroad. Another story is that it was named for the "heaps of waste" cinders dumped here in the
19th Century. As of 2009, it was over one hundred years old. In 2000, some vendors created a
cooperative to sell their wares, and later two other cooperatives were formed by different units of
the market. The Carbon Market Vendors Development Cooperative (or Cemvedco) was formed
by consolidating the three cooperatives created in 2002. In 2007, the rebuilding of the market
caused a political controversy, leading one vendor to run for city council from the barangay of
Ermita, winning on that single-issue platform. As of September 2009, the Cebu City government
is moving some larger commodity sellers to a newer market, the Bagsakan market. Carbon
Public Market is actually divided into three distinct units. All meat and seafood products can be
found in Unit One while Unit Two has stalls selling all kinds of vegetables and grains. You can
buy any type of fruit at Unit Three of the Carbon Public Market.
Statement of the Problem

Different risks and hazards are present almost everywhere at the Carbon public market.
Electrical wirings that are unorganized, broken roads, and a lot of improper garbage disposal
thrown at wrong destination, and too much usage of devices.

This project aims to investigate the hazards found in Carbon public Market and how to
control them. Specifically, this project aims to answer the following questions.

1. What are the past accidents that occurred in Carbon Public Market?
2. What are the current accidents that occurred in Carbon Public Market?
3. What are the applications of knowledge to be applied to the following accidents in terms
of hierarchy of control.

Objectives

This study aims to achieve the following:

1) To determine if the Carbon Public Market has followed safety regulations implemented
by the government jurisdiction.
2) To identify different hazards and risks.
II. Data Gathering

AN ESTIMATED P1-million worth of property was damaged during the fire that engulfed Unit
3, Carbon Public Market in Barangay Ermita, Cebu City, Thursday afternoon, Nov. 29. The
Bureau of Fire Protection is still investigating the cause of the fire although onlookers said they
saw sparks from the electric wire before the fire.

The fire involved a commercial area. No one was injured during the said incident.The fire that
gutted a portion of the second level of Unit 3 of the Carbon Public Market last Thursday, Nov.
29, was caused by a severed electric wire from the Visayan Electric Co.

When the wire fell, it went straight to the warehouse of Prevention Restoration Order
Beautification and Enhancement (Probe), which stored items mostly made of wood confiscated
from sidewalk vendors.
A laborer who was in deep slumber on a cart at the back of Unit II Carbon Market, Sitio
Bato, Barangay Ermita, Cebu City, was shot dead pre-dawn today, September 28.

The victim, Vergilio Cartilla, 45, a resident in the area and a known Carbon market
handyman, was asleep with his girlfriend named “Tata” on his cart when approached and shot in
the head by a lone assailant, said Police Corporal Christopher Segovia, investigator of the
Carbon Market Police Station.

Witnesses told police that Tata was seen running away after the shot rang out. She has
not been seen since then, added Segovia.
