Strengthening of State Food Laboratories

(Status as on 15.03.2019)

FSSAI is implementing a Central Sector Scheme for “Strengthening of Food Testing System in the
Country Including Provision of Mobile Food Testing Labs” (SOFTeL) with a total outlay of Rs. 481.95.
The time frame for implementation of the Scheme is 2016-17 to 2018-19.

The scheme inter alia envisages strengthening of 45 State Food Testing Labs. At least one food testing
laboratory in each State and two in larger States would be assisted. For this, FSSAI is providing a non-
recurring grant of around Rs. 10 Crore each for upgradation of state food laboratories for procurement of
3 major equipments namely ICP-MS, GC-MSMS and LC-MSMS, setting up of Microbiology Lab,
creation of Infrastructure for sophisticated equipments and setting up of microbiological laboratory,
besides recurring grant of Rs. 35 lakh/year for Professional services, Consumables and Contingencies as
per the requirement of the respective state lab. Further, for those North East States which do not have any
Food Testing Laboratory, the Scheme provides a grant of Rs. 3 crore each for setting up new food testing
laboratory there.

The Rate Contracts for three high end equipments have been finalized. The list of empanelled vendors,
along with terms and conditions of empanelment and standard format of purchase order has been shared
with States/UTs, besides uploading on the website of the FSSAI under the caption ‘Food Testing’.

This would enable the States/UTs to analyse the regulatory and surveillance samples drawn by the FSO
within the shortest possible time frame; to analyze the safety parameters in food samples such as Heavy
metals, Pesticide residues, Antibiotic and drug residues and Naturally occurring toxic substances along
with Microbiological tests; to ensure compliance of FSSAI standards on food; to enable the laboratory to
achieve NABL accreditation within 2 years from the date of release of final installment; to become a
resource point for training and facility up-gradation for other existing Government / Public Food testing
laboratories in the State; and to introduce online laboratory data management system through Laboratory
Information Management System (LIMS).

So far 37 State Food Safety Laboratories of 29 States/UTs have been taken up for upgradation including
setting up 14 microbiology laboratories in 13 States/UTs. Proposals for setting up of 9 microbiology
laboratories in 9 States/UTs are under consideration. A total Grant in aid of Rs.217.90 crore has been
sanctioned/released for the upgradation of these laboratories, so far. State-wise details are under (as on

Infrastructure Development Scheme” (NESIDS) for the development of land
and construction of building. Issues has been taken up with the Chief Secy of
the State vide DO letter dated 10.01.2019.
2. Mizoram As there is no Food Laboratory in the State, there is provision for setting up of a
(Aizwal) new Food Testing Laboratory in the State under the Central Sector Scheme
subject to readiness of State in terms of appropriate building space, technical
manpower, uninterrupted electrical & water supply, laboratory furniture, etc. for
the operation of the laboratory. State vide letter dated 31.08.2016 informed that
they will provide building infrastructure in Aizwal.

State has been requested vide letter dated 13.10.2017, 23.11.2017, 15.12.2017,
08.01.2018, 22.02.2018 and 20.04.2018 to intimate their plan for engaging
requisite manpower in the proposed laboratory, submit a detailed project report,
etc.However, no response received.

As decided in 5th Meeting of the EC held on 28.05.2018, FSSAI vide letter


03.07.2018 and subsequent reminder 24.08.2018 has requested the State to
come for a meeting. Response of the State Government is still awaited.Issues
has also been taken up with the Chief Secretary of the State vide letter dated
09.10.2018

In the meantime it has been observed there is Central Scheme being


implemented by MoDONER under which the State may be eligible for getting
financial assistance for the development of the land and construction of
building. Accordingly vide DO letter dated 10.01.2019 this information has
been conveyed to the Chief Secy of the State with the request to submit their
proposal to MoDONER.
3. Andaman& State requested for financial assistance through Central Sector Scheme for
Nicobar constructing a new building to accommodate both chemical and microbiological
laboratories.As the scheme does not have provision forthe financial assistance
for the construction of the new building, UT administration has been asked to
constructs building from its own budget and submit proposal for upgradation of
thereafter.

laboratories.
