REORGANIZATION PROGRAM OF THE CITY GOVERNMENT OF TUGUEGARAO

The organizational setup of the Local Government Unit of Tuguegarao City has evolved and expanded
over the years. Before the advent of R.A. 7160 otherwise known as the Local Government Code of 1991,
the organizational structure of the Municipal Government of Tuguegarao was basic and compact. The
operational services were: Treasurer’s Office, Assessor’s Office, Engineering Office, Accounting Office,
Budget Office, Health Office, Civil Registry Office, the Legislative Office, and Local Police and Fire Units.
With the effectivity of R.A. 7160, the operational services were expanded to include: Agriculture Office,
Social Welfare and Development Office, Planning & Development Coordinating Office, Legal Office,
General Services Office. When Tuguegarao was converted into a component city, additional offices and
units were established such as; City Administrator Office, Technology and Livelihood Development
Office, Human Resource and Management Office, Tricycle Regulation Unit, and Information and
Technology Unit. And in recent years additional services where created to include; Veterinary Office,
Pease & Order and Security Office, Disaster Risk Reduction & Management Office, Investment &
Promotion Center, Information & Tourism, and Environment & Natural Resources Office. Consequently,
the workforce increased.

For Fiscal Year(FY) 2016, the expenditure for Personal Services was Php 241,165, 190.02 plus
Wages for Job Order under Maintenance & Other Operating Expenses amounting to Php 26,586,026.89
or a total of Php 267,751,216.91. The Personal Services Expenditure includes the benefits received by
the regular and casual workforce for the year. Job Order employees are not entitled to benefits.

The rationale for the expansion of the operational services of the City Government of Tuguegarao
aside for the requirements of R.A. 7160 and cityhood are to promote general welfare, expedite delivery
of basic services, and provide employment to its constituents.

While employment is one of the objectives of hiring, it is good judgement to evaluate or assess the
performance of the current workforce and even the functionality of the organic structure of the local
government unit. Thus the goal of reorganization is to rationalize or put into proper order the various
positions in the organic structure as well as placing personnel where they are suited.

In the current personnel schedule of the City Government of Tuguegarao, the following offices and
units have designated heads only: City Disaster Risk Reduction Management Office, City Environment &
Natural Resources Office, City Tourism Office, Information Office, Business Permit & License Office, City
Investment Promotion Center, and Human Resource & Management Office. It is about time that
permanent appointees head these offices and units. There are a total of sixty(60) vacant positions for
staff and rank and file in the different offices and units.

Section 76 of Republic Act 7160 or the Local Government Code of 1991 provides that local
government units shall design and implement their own organizational structure and staffing pattern
base on their service requirements and financial capability, and subject to the minimum standards and
guidelines prescribed by the Civil Service Commission. They should study or re-study their organizational
structure and staffing pattern to avoid duplication of functions and aim for efficiency and systematic
functioning of the different components of their organic structure.
Under Section 458 (vii) and (viii) of the Local Government Code of 1991, the Sangguniang Panlungsod
has the authority to determine the powers and duties of officials and employees of the city. It shall
determine the positions, compensation, and other benefits of officials and employees necessary for the
implementation of programs, projects, activities, and services of the city.

As a prelude to reorganization, the Sangguniang Panlungsod should pass an ordinance authorizing the
Local Chief Executive to reorganize the organic structure of the city government, setting the parameters
of the reorganization and subject to laws and existing standards and guidelines of the Civil Service
Commission. Since the executive branch is separate from the legislative branch, the ordinance should
only cover the executive department and units. The legislative branch is under the City Vice Mayor.
