The month of October of every year, the Philippines observes “Scouting


Month Celebration” as per Proclamation No. 1326 and “National Children’s
Month” as declared under Proclamation No. 267, to emphasize the importance on
the role of the child within the Filipino family and within the Philippine Society. The
same proclamation upheld under Constitutional declaration in Article III, Section 13
states that, “the State recognizes the vital role of the youth in nation building and
shall promote and protect their physical, moral, spiritual, intellectual and social being.
It shall inculcate in the youth, patriotism and nationalism, and encourage their
involvement in public and civic affairs.”

The Boy Scouts of the Philippines (BSP) is an effective co-curricular program


in enhancing the leadership, physical, mental, social and spiritual aspects of every Boy
Scout. This impressive track record of the programs, projects and activities of the BSP.
As per DepEd Order No. 76, s. 2012 “Guidelines on Revitalizing Boy Scouting in
Schools Nationwide”, the Department of Education credits the significant role of the
BSP in making learners to be a responsible individual, God-fearing and responsible
citizens of the country.

However, due to the hectic schedules of the activities given by the Department
of Education, the realization of the BSP Encampment has been rescheduled later in
November in Bayugan City North District, Bayugan City Division.

In response to this year’s BSP theme: “Commitment to Excellence”, Bayugan


City North District, Bayugan City Division held its 1st District Boys Scout of the
Philippines Encampment on November 28-29, 2019 at Barangay Sto. Niño, Bayugan
City. The encampment was successfully joined by the nine elementary schools and
three national high schools from Bayugan North District, Bayugan City Division, and a
total of 164 participants and 36 adult leaders. Moreover, the encampment was
positively hosted by Sto. Niño Elementary School and Victoriana Peling Tagbe
National High School.

The two-day encampment started its activity with a short Welcome Program on
November 27, at 8 o’clock in the evening to welcome and acknowledge the arrival of
the participants from different schools who came early to prepare their respective
tents. The Welcome Program was participated by all the scouts and all the adult
leaders. During the welcome night, all the participants together with their adult leader
and scouters are positively welcomed by Sto. Niño’s Barangay Captain Hon. Alma T.
Mahinay together with the Datu Chieftain of Barangay Sto. Niño, Datu Ampayawon
Fernando Tagbe. Moreover, Mr. Marianito O. Dargantes, District Commissioner also
gave his welcome message to all the participating schools and inspire each one to
enjoy their stay. The welcome night became a welcome party since the scouts and
scouters were given time to meet and greet with each other; and the adult leaders also
rendered their intermission number.

Day 1 (Nov. 28, 2019)

The first day of the encampment started with a parade where participants from
different schools showcased their school banner and their yell. The parade was
headed by the colors carrying the Philippine flag and the North district. Barangay
officials and Patrol base officers of Sto. Niño joined the parade together with the adult
leaders, school heads, teachers and staff, scouts and scouters.

The parade was followed by an opening program as well as the banner raising
competition where Legaspi Elementary School ranked first, New Katipunan
Elementary School as the second and San Lorenzo Elementary School as the third in
the Elementary Category. For the High School Category, Victoriana Peling Tagbe

National High School won as first and San Juan National High School is the second.
On the other hand, during the opening program, Barangay Captain Hon. Alma T.
Mahinay gave her warm welcome to all the participating schools and encourage each
one to feel at home because it’s also her privilege to serve the school and the
community. Furthermore, Mr. Marianito O. Dargantes, District Commissioner declared
the 1st District BSP Encampment. In addition, Hon. Kirk A. Asis, Bayugan City mayor
visited during the opening of the said encampment and crisscross if everything is in
order. With his good heart, he offered a little assistance for the success of the activity.

Programme Attachment:

After the opening program, variety of activities followed which were facilitated
by the scouters and adult leaders. The morning activities develop scouts’ sense of
patriotism and increase their apprehension on nature. Activities such as Tree planting,
clean-up drive, Fancy Drill are enjoyed by the scouts during the morning. During the
activity, scouts together with their adult leaders were given seedling. The seedlings
were planted within the school boundary. Right after the tree planting was the clean-
up drive activity where scouts and scouters headed to Andanan River as their subject
for the clean-up drive. Bathing spots are cleaned from plastic sachets, river is freed
from cellophanes and unnecessary waste, as well as the pathways going to the said
river.

On the afternoon was the Tower Building, Fire Building and Bamboo Cooking
and Laro ng Lahi which includes Sack Race, Caterpillar Walk, Catch the Dragon tail,
and Get me Up, and Message Relay. With all the activities conducted during the
daytime, scouts eventually developed and improved their sportsmanship, camaraderie
and advanced their naturalistic skill and survival skills.

Upon concluding the day, during evening, variety of activities were also
conducted such as Festival of Talents where each school showcased their unique
talents. This was continued by the Campfire where comical skits and Yells are
presented and judged by the selected judges.

In addition, the evening activities allowed scouts to develop their potentials in dancing,
singing and acting, most especially enhanced their self-confidence.

Day 2 (Nov. 28, 2019)

The next day, scouts woke up early for the exercise. After breakfast, adult
leaders assembled the scouts for a short orientation on the 2nd day activities which are
the main highlight of the jamboree such as Adventure Trail (Aquatic and Water Fun)
in the morning; and Knot Tying, Treasure Hunting and Jambo Fiesta/Fellowship Lunch
(Budol Fight) in the afternoon.

Later on, the scouts have their short break and then immediately prepared
themselves for the Adventure Trail (Aquatic and Water Fun). Throughout the
Adventure Trail, scouts find themselves enjoying the trail. They went through a muddy
spot, passed through a tunnel full of animal manure which the Patron base had
prepared, climbed a mountain using a rope, then finally swim in the Andanan River to
master their swimming and survival skills, respectively.

On the afternoon, scouts took their short lunch break then proceed to the field
for the Treasure Hunting. The objective of the Treasure Hunting is for the scouts to
find Hidden Items by following directions and instructions given by the facilitator and
to master the use of Compass in finding hidden things such as egg, glass, bottle and
seedling. Furthermore, Treasure Hunting has been a very popular activity in every
encampment for it improves the sense of direction, analysis and enhance their
teamwork planning skills.

On the other hand, after such a very tiring flash, a Budol fight was prepared for
all the scouts. A long table with variety of local foods was made ready so that right
after all the activities, all scouts are given an opportunity to finally eat with other scouts
from other schools. The main purpose of this Budol Fight is to develop scouts’
Fellowship.

To finally end the two-day 1st District BSP Encampment, a closing program was
held. The closing program includes the giving of certificates of recognition and
appreciation to the people who contributed to the success of the Encampment; and
giving of awards to the winners of all the activities conducted. Furthermore, a closing
message was given by Mr. Noel R. Monton, Public School District Supervisor, which
sums up the whole experience of the scouts during their two-day encampment.
According to him, the experiences and the learnings the scouts received during the
camp are treasures that nobody can steal. He also emphasizes the word for the day
which is ”Camaraderie”, which means collaboration, cooperation and team work.

The Two-day 1st District BSP Encampment was successfully and effectively
carried out through the help the schools, school heads, scouters, adult leaders, and
most especially through the help of the community, stakeholders and by the grace
given by our Almighty God. Truly, most of the scouts experienced the best moments
of their lives which they can consider a treasure. At the end of the jamboree, scouts
reminisced the importance and the true sense of the scout oath and scout law, as well
as the theme which articulates “Commitment to Excellence”. Indeed, this encampment
helps students develop holistically for it was observed that they were very good in
different areas and they showed their expertise in different fields such as giving
command, public speaking, leadership, teamwork, skills nurturing, and nature trailing.
