CITY ORDINANCE NO. 2016-015

AN ORDINANCE CREATING THE CITY TOURISM AND
CULTURAL AFFAIRS OFFICE OF CABADBARAN CITY, AGUSAN DEL
NORTE PRESCRIBING ITS FUNCTIONS AND FOR OTHER
PURPOSES

WHEREAS, it is widely acknowledged that tourism can serve as the primary

engine of growth for the local economy, and become the focal point of related projects
and initiatives;

WHEREAS, Cabadbaran City possesses an enormous tourism potential which, if

it is tapped and developed, could generate revenue for local businesses, create jobs,
and improve basic services to the community;

WHEREAS, RA 9593 otherwise known as the Tourism Act of 2009 declares

tourism as an indispensable element of the national economy and an industry of
national interest and importance, which must be harnessed as an engine of socio-
economic growth and cultural affirmation to generate investment, foreign exchange and
employment, and to continue to mold an enhanced sense of national pride for all
Filipinos;

WHEREAS, the creation of a full-fledged City Tourism Department will pave the
way for Cabadbaran City to become one of CARAGA Region’s Mecca for tourists of every
stripe who travel to our country from every corner of the world, and from every part of
the Philippines.

BE IT ORDAINED, by the 3rd Sangguniang Panlungsod of Cabadbaran City,

Agusan del Norte, in its 7th Special Session, that:

SECTION 1. CREATION OF CITY TOURISM AND CULTURAL AFFAIRS

OFFICE (CTCAO)- To fully implement the Tourism Programs of this city, there is
hereby created a separate department to handle the administrative and technical
responsibilities of each city tourism project.

SECTION 2. SALARY GRADE – The Department Head of the CTCAO shall have
a salary grade of SG 25.

SECTION 3. FUNCTIONS – The City Tourism and Cultural Affairs Office

(CTCAO) as the main agency of the City to initiate and implement the City
Government's activities related to culture and tourism, shall devise the annual Tourism
Plans and Programs and shall recommend legislative measures to the Sangguniang
Panlungsod for the tourism and promotions of the city, and shall:

1. Scout local areas potential for tourism development;

2. Encourage and develop tourism as means of projecting Cabadbaran City’s
culture, history, traditions and natural beauty, and as an instrument of
accelerating the development of the Cabadbaran City;
3. Effectively regulate all the tourism-oriented establishments in the City;
4. Develop partnerships with the academe and NGOs towards promoting the
uniqueness and indigenous culture in the city and to explore other avenues or
media of artistic expression among the rising generation;
5. Acts on referrals/instructions of the City Mayor on activities pertaining to
culture, tourism, and historical matters;
6. Handle projects related to tourism;
7. Take charge of the preservation and promotion of the cultural heritage of
the City and of the nation in general by implementing projects related to
culture; and shall:
a. Encourage the organization of cultural group in Cabadbaran City
through periodic competitions, exhibitions, and performances, both for
public benefit and for the discovery, development, and presentation of
individual and group talents;
b. Formulate plans programs, and projects related to the commemoration
of historical events in Cabadbaran City and other commemorative
activities celebrated in the country;
c. Organize events and activities that will promote the local culture and
tourism attractions of the city.
8. Supervise the operations and maintenance of city-owned and managed
tourist destination areas like parks, convention centers, museum, resorts and
picnic areas to ensure the cleanliness and beauty of each facility

9. Institutionalize networking between and among the NGAs, LGUs, and the
private sector;
10. Educate and inform the Cabadbaranons of the cost-benefits of the tourism
development.
11. Organize and conduct culture and tourism seminars, summits and trainings.
12. Represent the city in any tourism or promotional activities within the locality,
in the region, national and international levels.

SECTION 5. APPROPRIATION – There shall be funds allocated for the

operation, compensation, emoluments, and allowances of the aforementioned created
office and positions.

SECTION 6. EFFECTIVITY – This Ordinance shall take effect immediately.
