The addition of a new layer allows to operators more flexibility when dimensioning their network (e.g. a
common set of parameter settings per layer type and so on).
If there were already two layers, cells belonging to the upper layer will remain unchanged. Outdoor
cells belonging to the lower layer will also remain in the lower layer. New cells introduced for the
indoor layer will belong to the indoor layer
If there was only one layer, cells having the cell layer type “single” will become “upper”. New cells
introduced for the indoor layer will belong to the indoor layer. There is no lower layer.
Table 1 gives the summary of the change of the hierarchical layers when adding indoor cells. The four
listed combinations of layers are possible in the PLMN.
Table 2 gives the extension of the allowed cell configuration to define the profiles associated.

Detailed description BSC impact due to the addition of this extra layer:
• Cells belonging to the indoor layer are handled in much the same way as the micro cells in the
lower layer. The indoor layer however is a layer that is even lower in hierarchy than the lower
layer. Therefore capture handovers are possibly triggered from lower layer to indoor layer or from
upper layer to both lower layer and indoor layer. However no capture handover exists from the
indoor layer to the lower layer since this layer is deemed to be higher in hierarchy.
Because of this behaviour, the introduction of the indoor layer mainly affects intercell handovers
and not intracell handovers.
• MS_SPEED estimation rules are updated.
• All emergency handover causes are checked in indoor cells, but are not impacted by this.
• The following better conditions intercell handover causes are impacted: cause 12, 14 and 23.
• The PRIORITY (i, j) range (needed during the handover candidate cell evaluation process) is
extended: from 0 till 5 in stead of from 0 till 3 to cater for the addition of a layer.
• The MS power must allow values down to minimum values foreseen by GSM to cater for small
power values in cells belonging to the indoor layer.
The feature Indoor Layer Support requires the feature “anti ping-pong improvement”, to prevent ping-
pong handover from an indoor cell to the lower layer/upper layer, and back with capture handover.
This may happen if emergency handovers are detected indoor, and the capture thresholds are set
quite low. For more details, see Ref. [3] .

Purpose The CELL_LAYER_TYPE is due to the new feature Indoor Layer Support
extended with an extra layer:

Standard handling, except for the fact that the MS power control level is extended (see Table 8).
The triggers to send the message 0858 MS POWER CONTROL are described in Ref. [6].
Figure 2 shows the current power control implementation. The Active channel pre-processing function
provides the input data to the Power Control threshold comparison by processing the raw data given
by the radio link measurements function. In other words, the measurement handler of RFMGT
receives the messages 0858 MEASUREMENT RESULT and provides the Power Control threshold
comparison function with the necessary data to decide on whether a Power Control Command is
needed or not.
During the threshold comparison, when the "too good uplink quality cause" or "too high uplink level
cause" are checked and fulfilled, a Power command must be sent towards the MS. The parameter
MS_TXPWR_MIN is used inside the Power Control command function in order to compute the
adaptive power step size.
As a consequence of this MS power control level extension also the ranges of the following
parameters have to be updated accordingly: MS_TXPWR_MAX, MS_TXPWR_MAX_INNER,
MS_TXPWR_MAX(n), MS_TXPWR_MAX_CCH.

The CELL_LAYER_TYPE is due to the new feature Indoor Layer Support extended with an extra layer
(see Table 9), so also known by RFMGT.
• The following table shows which cells are used for the estimation of the MS speed as a function of
the layer of the serving cell.
• Nothing will prevent the operator from enabling the speed discrimination. In this case the
behaviour (parameter initialisation and modification) will be the same as in lower layer cells.
• When the MS is connected to a cell of the indoor layer then the counter C_DWELL measures
the number of SACCH periods of connection to the serving cell. The threshold
MIN_CONNECT_TIME is used at PBGT handover to decide on MS speed. There is no
monitoring of speed in neighbour cells.
• When the speed discrimination is enabled and if the MS has been detected as fast when
cause 12 is verified between cells of the indoor layer, then the call must be processed in the
same manner as for a serving cell belonging to the lower layer, i.e. the MS must be handed
over to the upper layer.
• If EN_SPEED_DISC is set to DISABLE, then the dwell time in a serving lower or indoor layer cell
is not used to determine if an MS is fast. Nevertheless, when the MS is on the upper layer, the
dwell time in the neighbour lower and indoor layer cells is used to decide a handover to the lower
layer or to the indoor layer cell, after a fixed period of time. If the MS is on the lower layer: the
dwell time in the serving lower layer cell is used to decide a handover to the indoor layer after a
fixed period of time.
3.2.3.2.1.2 HO cause 14: High level in neighbour lower or indoor layer cell for slow mobile
Because of the fact that an extra layer is introduced with the Indoor Layer Support feature, the trigger
for checking the equation must be changed.
The new equation for cause 14 (see below) must be checked if and only if CELL_LAYER_TYPE =
upper or lower (this rule need to be applied at the OMC by disabling the flag EN_MCHO_NCELL when
CELL_LAYER_TYPE is different from both upper and lower).
The two following cases have to be considered depending on the cell layer of the serving cell:
− If the MS is in the inner zone of a multiband cell, the cause 14 is checked over all the
neighbour cells with CELL_LAYER_TYPE(n) = lower or indoor except the ones with
EN_BI-BAND_MS(n)=DISABLE and CELL_BAND_TYPE(n)=CELL_BAND_TYPE(0).
− If the MS is not in the inner zone of a multiband cell and the MS is in a cell with
CELL_BAND_TYPE(0)=PREFERRED_BAND, the cause 14 is checked over all the
neighbour cells with CELL_LAYER_TYPE(n) = lower or indoor except the ones with
EN_BI-BAND_MS(n)=DISABLE and CELL_BAND_TYPE(n)<>PREFERRED_BAND.
− If the MS is not in the inner zone of a multiband cell and the MS is in a cell with
CELL_BAND_TYPE(0)<>PREFERRED_BAND, the cause 14 is checked over all the
neighbour cells with CELL_LAYER_TYPE(n) = lower or indoor.
− If the MS is in the inner zone of a multiband cell, the cause 14 is checked over all the

Better cell causes Power budget and Traffic handover can only be performed between cells belonging
to the same layer, as shown in Figure 3 below.

These causes are checked for indoor cells but there is no specific requirement relative to the indoor
layer.
All emergency handover causes are checked in indoor cells, but the triggers are not impacted by this.
Also emergency handover to the indoor layer is possible. However, in general, the outdoor cells
provide coverage inside buildings, and the priority ordering between layers will not favour this type of
handover (see parameter PRIORITY(cell i, cell j)). In most cases, the upper layer is used for
emergency handover.
When the serving CELL_LAYER_TYPE is indoor (or lower), the following rules are applied:
• For better conditions intercell handover causes (causes 12, 14, 20, 21, 23 , 24, and 28)
If there is a cell in the list because of Cause 12, and MS_SPEED = fast, the cell raw list
must also contain the whole set of internal neighbour umbrella cells with information
Traffic_load(n) = low and CELL_LAYER_TYPE(n) = upper (they do not need to verify the
HO cause).
Select the whole set of neighbour cells except the umbrella cells n
(CELL_LAYER_TYPE(n) = upper), which do not verify:
AV_RXLEV_NCELL(n)>OUTDOOR_UMB_LEV(0,n)
and if the MS is in the inner zone of a multiband cell, the serving cell must be added to the
raw cell list with the MS zone indication OUTER.
• "Better cell" handover causes (12, 14, 20, 21, 23 , 24, and 28) will indicate :

If there is a cell in the list because of Cause 12 and MS_SPEED = fast then
PREF_LAYER = upper, else PREF_LAYER = none.
In case of emergency handovers (+ cause 20 and 28), the inputs for the handover candidate cell
evaluation are:
• Target layer (compare with PREF_LAYER out of chapter 3.2.3.3)
• Target band (compare with serving band type)
• Priority of each cell (if EN_PRIORITY_ORDERING = TRUE): The range of this parameter has
to be extended to 0..5 due to the new Indoor Layer Support feature.
• Cell evaluation function flag (except for cause 20)
In case of better condition handovers (except cause 20 and 28), the inputs for the handover candidate
cell evaluation are:
• Target layer (compare with PREF_LAYER out of chapter 3.2.3.3)
• Priority of each cell (if EN_PRIORITY_ORDERING = TRUE): The range of this parameter has
to be extended to 0..5 due to the new Indoor Layer Support feature.
• Cell evaluation function flag
For a concentric indoor cell, the zone indication is used in the same way as for outdoor concentric
cells. The cell band type is used in the same way as for outdoor cells.
When PREF_LAYER is equal to lower + indoor, then the cells belonging to the lower and indoor layers
are sorted together:
The condition (CELL_LAYER_TYPE = PREF_LAYER) in the ordering scheme must be
interpreted as CELL_LAYER_TYPE = lower or CELL_LAYER_TYPE = indoor.
The condition (CELL_LAYER_TYPE <> PREF_LAYER) in the ordering scheme will be
interpreted as CELL_LAYER_TYPE <> lower and CELL_LAYER_TYPE <> indoor.
The parameter PRIORITY (cell i, cell j) enables to favour handover to the indoor layer if required by
the operator. More generally the operator defines its own strategy for better cell handovers with the
use of the PRIORITY (cell i, cell j) parameter.
Figure 4 shows a case where the PRIORITY(cell i, cell j) parameter favours handover to an indoor
cell.
Figure 5 shows a case where the PRIORITY(cell i, cell j) parameter favours handover to outdoor
cells.
Note that priority ordering with the PRIORITY(cell i, cell j) parameter is contra-intuitive: 0 is the highest
priority.
