Title:
Awareness and Acceptability of Vision, Mission, Goals and Objectives of Batanes State College

Introduction
In a learning institution where performance is a key medium to quantify an accomplishment, goals are identified to
establish given strategies to achieve and direct through the operation.
There are specific pillars that carries of an organization. These are Vision, Mission, Goals and Objectives, that serve
as the cornerstone of an Educational Institution. The vision is a statement about what the organization wants to become
and therefore resonate with all the members of the institution starting with instruction, administration, research and
extension and production. It helps to have the sense of ownership and become part of the whole organization. It also
gives an impression, character, and directs the organization. The mission, goals and objectives are used to specify
and narrow down details of how to achieve the visualization of the college future in the next 5 or 10 years. VMGOs
serve as anchors/frameworks for the College’s strategic and operational planning and actions. (Salom, 2013)
According to Vetadine (2010), schools are likely to be more successful in achieving the gravity of learning when leaders
work with staff and the community to build a collective educational vision that is clear, compelling and connected to
tracking and learning. This collective vision helps focus attention on what is important, motivate staff and students, and
increases the sense of shared responsibility. Universities or State Colleges that are created by and operate under the
law are found by the permission of their charter and may not be as ready flexible as private entity in formulating their
Vision.
The vison and mission are statements on the long-term view of the institution itself, and of the world within which it
operates its long term role and stature and what it does to achieve this purpose and how it would like to play its role.
The program objectives are comprehensive statement that describe the career and professional accomplishment that
are program in preparing graduates to achieve within the prescribe number of years of graduation. These objectives
are based on the needs of the program constituencies. (CHED-Memo 37-2012 ;Pelicano et.al, 2016)
In the relentless pursuit of quality and excellence, the Batanes State College is subjecting all its program for
accreditation. Some of which are the Certificate of Program compliance (COPC), Accrediting Agency for Chartered
Colleges and Universities in the Philippines (AACCUP) and International Standard Organization (ISO). All of the said
accrediting agencies are almost related by assessing and checking the realization of the college vision, mission, goals
and objectives. They have unique and certain standard of quality and excellence based on the institutional operations
to the achievement and implementation of VMGO. A college is judged by the degree to which its VMGO are attained
through criteria checklist against the different activities of the college that reflects VMGO is applied, incorporated and
are visible to everyone who are in one way or the other contributes to the operation and services.
The Batanes State College (BSC) which is located at Washington Avenue, Brgy. San Antonio Basco, Batanes is
guided with its vision, mission, goals and objectives as it pursue a path in communicating its mandated functions. It
envisions to be a globally competitive higher learning institution. Its mission is committed to provide holistic education
relevant to business and industry, supportive of sustainable development of world-class human resources who are
self- reliant for better quality of lives and preservation of Ivatan and Filipino culture.
Therefore, the general objective of this study is to assess the awareness and acceptability of the VMGO of the college
with students, faculty, administrative personnel, alumni and other stakeholders. This will enable the college to gauge
the level of awareness and acceptability of the mandate, and identify where the institution fall- short in attaining its
VMGO, and intensify the area where its weak. It is also an effective monitoring tool for the college as it gears to the
pursuit of providing excellent services to its stakeholders.
Review of Related Study
Universities in this modern day do not only serve as a generation of knowledge but has branched out to massive roles
in the society. Universities have its roles on political, social, and cultural aspect in the society. Universities contribute
to political change for it provides new personnel for institution-building in the new civil societies. As to the social role, it
is responsible in social transformation which can be attained with its communication to the different agencies like public
and private sectors, institutions of the different type, and Local government unit. Further it is expected that educational
institutions align its vision, mission, goals and objectives to these roles. It will be the guide of the institution its operation
to attain its roles. Apart from these, it is also important to steer the institution’s stakeholders to act in one direction and
provide a guide in attaining it. (Dungan et al 2015)
According to the (2010 AACCUP revised instrument) the vision, mission, goals and objectives (VMGO) should be the
bases of a state university’s operations. If a college or university is seeking accreditation, the area of VMGO is the
most fundamental of all the areas to be surveyed. Everything in the university is justified only to the extent that it
realizes it’s VMGO
Robbins, Coulter, and Stuart-Kotze [1] (2003) accounts that the VMGO statements are the fundamental guides for the
future of the institution and its academic programs. They define collective efforts and align the whole organization
towards the accomplishment of programs and activities
Numerous studies regarding the VMGO have been conducted in recent years. A study has shown that the students of
a university are aware of its vision, mission, goals, and objectives and that these students understand and accept these
statements, along with the responsibility of realizing such objectives in their own capacities (Castillo, 2014) [4]. Another
study has similarly concluded that the constituents of a university are aware and keen in knowing the importance of
the core principles contained in their VMGOs (Salom & Florendo, 2013)

Methodology: (Sampling and Data Analysis)


The research will use descriptive survey method to determine the level of awareness and acceptability among students,
faculty, administrative personnel, alumnus and other stakeholders on the Vision, Mission, Goals and specific objectives
of their programs. The researchers will prepare survey questionnaire based on the existing VMGO of the college. The
respondents maybe identified using purposive sampling to be able to attain the desired number of respondent in the
research. The data will be summarized using weighted mean average as the primary tools for the analysis of data
gathered.

The concept of the study is that the Batanes State College will conduct and institutional study on the assessment of its
Vision, Mission, Goals and Objectives with the target group of respondents namely as Faculty, Administrative
Personnel, Students, Stakeholders and Alumnus. The said group of respondents will measure the 3 aspects in VMGO
implementation, these are awareness, acceptability, clarity and congruency. The result will be analyze through the help
of identifying weighted mean. The final result of the study will be forwarded to the Management to be able for the
college to strengthen what is identified weaknesses, maintaining the strengths and to be open for the improvements to
achieve excellence in the delivery of services.
