Responsible for the execution and supervision of works. He will liaise with the Construction Manager and submit the progress report on daily/weekly basis. He will also be responsible for follow up of the H&S implementation. Any emergency situations that may occur on site shall be dealt following the procedures, responses and controls as described in the Emergency Preparedness and Response Plan, The significant HSE hazards and risks related to the works covered by this document have been identified, and documented in “Risk Assessment”. Personnel who are visiting the site but not leaving the PPE “free” designated areas which, if present on the site, will be clearly defined and barriers by signs (typically around the offices and car park), are not required to wear PPE (but itis recommended, especially protective eye wear). 6.3 Manpower Safety and Health induction shall be conducted by AAE Health & Safety Department prior to commencement of works to each person involved in works. Alloperators involved in the works execution and the workers undertaken critical tasks shall be competent and certified to undertake the works. The drivers shall hold a valid Qatari license. All workers will receive a dally briefing about the works they are to undertake that day. All personnel shall wear the required Personal Protective Equipment (PPE) in accordance with the Health and Safety Plan, The Site Engineer is responsible for the job and will be present at site during working hours and a Safety Officer as well to monitor all activities. Any incident, injury and near miss will be reported immediately to the Safety Department and Site ‘Manager. The welfare facilities (see Health and Safety Plan) for the site works including drinking water cooler, shaded area, workers toilet blocks, dedicated smoking area, emergency standby vehicle will be established prior to commence the works. 6.4 Plant and Equipment All plant and equipment shall be inspected by the Plant & Equipment department prior to start the work. Before use of any tool, inspection and color coding is mandatory to ensure smooth execution of works. ‘The AAE subcontractor will also practice a daily visual inspe n to all plant and equipment. A pre-shift visual inspection must be contacted and recorded as per the equipment checklist. ‘The following will be ensured as a minimum: All equipment shall have valid certificate and inspections. Plant/ machine operators will have all round 3600 visibility at all times. Regular maintenance of plant will be carried out as per manufacturer recommendation. All persons on site will be briefed on the hazards of working adjacent to traffic or inthe vicinity of moving, plant/ equipment & instructed to maintain eye contact at all times with machine / vehicle operators. No sleeping or resting will be allowed underneath stationary plant/ equipment or vehicles. 6.5 Access / Egress on Work Site Only authorized personnel will be permitted to enter the work site. Upon arrival at site the following checks will be made and any non-compliance will result in that person being prevented from entering the work site: Evidence of receiving site specific safety induction (register of attendance/ helmet sticker) All staff shall have their ID card with them at all times, as evidence of site induction and competencies. Appropriate Personal Protective Equipment (PPE) ‘At the end of each working day all access to the work site will be secured. A night time patrol will ensure that the work area is secure and that safety precautions are in place. The following will be ensured as 2 minimum: ‘Access / egress routes shall be clearly defined by designated walkways/ traffic routes/ loading-unloading areas, signage/barriers & lighting. ‘Access / egress routes will not be blocked as a result of the work. Vehicle traffic routes will be maintained as two-way street or as per project requirement, 6.6 Emergency Preparedness All accidents/incidents and near misses shall be reported immediately to site management. In the event of a serious accident the area will be segregated off and a full investigation will be carried out with initial report submitted within 24 hours. ‘AAE personnel will meet the emergency services at the site entrance and escort them to the scene of the accident. Emergency contact names and mobile numbers are displayed in the site office and rest areas. Fire extinguishers will be placed at designated points around the site office and welfare areas. Mobile Plant and Equipment will have fire extinguishers fixed in place. Remove debris and dirt from the pavers using a small broom. ‘+ Wedge the thin blade of a trowel into the seam along the short side of the paver you wish to remove. Insert the blade of your spackle knife into the seam along the opposite short side © Push the blades into the seams as far as they will go. Then the ground shall be scarified, watered, levelled and compacted. The compacted ground is tested for Field Dry Density test by means of Nuclear Gauge Method so ‘that the upper of the compacted subsoil material has a minimum density equal to 95% of the Maximum Dry Density (MDD) as defined in the BS 1377 part 13. ©The nuclear gauge test shall be undertaken by a “Third Party” laboratory representative. Preparation and surface treatment of the formation shall be carried out after all duct and pipe installations in the subgrade have been completed. Any non-compliant subgrade material shall be excavated, replaced, and compacted to the required density. 8.9 Laying of Kerb ‘AAE surveyor will mark the setting-out location of transition precast concrete kerb according to approved shop-drawing location and levels. After clearing, grubbing and removal of all unsuitable material from the surface, the ground shalll be scarified, watered, levelled and compacted and the Elements shall be set on to the designated lines and grades as required. Under no circumstances shall it be permitted for levels to be set by direct measurement irrespectively. Unless otherwise indicated, elements shall be laid either directly onto a wet-concrete base or onto a sand/cement , mortar bedding, 20 mm thick, on a previously laid concrete base or approved ‘subbase. The dimensions of the base and concrete class shall be as designated. ‘After kerb units have been laid, a contiguous backing of concrete shall be poured for the element Using steel forms, unless otherwise designated. Lateral resistance shall be provided to the kerbs by placing dowel bars 12mm (a) in the backing concrete in not more than S0Omm intervals or as per requirement. Joints between kerbs, shall have a width of 4 mm. A distributor/mechanical spraying truck shall be used in all areas except in inaccessible ones where hand-spraying shall be adopted. Tack coat shall not be applied in dust storms, fog or ra ‘© Apply the tack coat on the joints’ wall and on the surface under their moved longitudinal and transversal joints after cleaning. ‘© The application temperature shall be between 10°C and 60°C. ‘+ After application, the sprayed surface shall be allowed to dry and achieve proper condition of tackiness. As many additional rollers shall be used as necessary to provide specified asphalt coarse density and surface characteristics in an orderly, efficient and continuous manner. The exact number of rollers shall be determined by the Construction/Pavement Manager When specified before beginning construction of the permanent works, unless otherwise agreed with the Consultant Engineer's representative, compaction trials for each type and thickness of asphaltic course to established and approved compaction procedure which shall then be used as ‘a minimum requirement for the compaction of the permanent works unless otherwise directed or agreed by the Consultant /Engineer representative. ‘The compaction trials shall involve all procedures specified for the permanent works including testing as specified for the asphaltic course under consideration and any equipment, processes or procedures proposed which are not designated. Construction of the permanent works shall be commenced until a compaction procedure has been approved by the Engineer. Prior to commencement each operator shall inspect their roller and identify any defects that require correction, these maybe done at the time or if non critical at a later date. If as a result of, the above insufficient rollers are available, the work shall not commence. The finishing of the joint will be completed after the rollers behind the paver have finished in that area. ‘© After the longitudinal joints and edges have been compacted, rolling shall start longitudinally at the sides of the road and shall gradually progress towards the centre On super elevated sections, roller shall begin on the low side and progress to the high side, overlapping on successive trips by at least on-half the width of tandem rollers and uniformly lapping each proceeding track. The roller shall move at a slow but uniform speed with the driver wheels nearest the paver. The speed shall not exceed 4-Skm/h for steel wheeled rollers or 8km/h for Pheumatic-tre rollers. ‘The operating speed shall be determined by the Pavement Manager or Construction Manager to ensure compliance with the specification; this may vary throughout each laying period and is. dependent on weather, temperature of material and daily material characteristics. The roller drivers will roll the material in by working parallels to the direction of laying and will move across the mat by slow gradual movements to ensure the material being compacted is not pushed into ‘2 bump. At the end of each pass the roller shall be turned into the low side by approximately 10 degrees to avoid excessive pushing of material, ‘© The rolling sequence will commence with the steel wheeled tandem rollers, progress to PTR’s and finishing with steel! wheeled tandems. All Rolling will be completed before the material reaches the minimum rolling temperature. The rolling requirements, numbers etc. will be determined by the Asphalt Division General Foreman or Project Manager and designed to ensure compliance with the specification, ‘© Allrollers must be removed from the mat when not in use or being refilled with fuel/water. In case of falure on re-core test result, cut out to be checked for calculating the field voids (6-8%) of mm (measured) for wearing and intermediate coarse. # Please note that regulating asphalt layer is NOT a construction layer but is either used as a protection layer for concrete substrate and/or to smooth-out irregularities in the surface of the underlying concrete. As such, no Field Density Testing is required and neither is it possible to take cores ~ due to a nominal depth of only approximately 20mm (varying due to irregularities in underiying concrete surface) being laid and also due to the risk of damage during coring to any underlying concrete structure. This is due to the potential to set up resonant harmonics/frequencies in the underlying rigid concrete structures that can damage the underlying concrete. Bounce or ‘counter-vibration’ within the asphalt, due to the rigidity of the underlying concrete structures, will also have an adverse effect on the compaction effort. ‘The thickness, level and evenness of the asphalt layer and surface shall comply with QCS Section 6 part 5 Clause 5.11 & 5.11.6 ‘The evenness of the regulating asphalt layer and surface shall comply with QCS 2024 Section 6 Part § Clause 5.11.6 8.13.4 Paving Edges ‘The edges of the asphalt course shall be rolled concurrently with or immediately after rolling the longitudinal joint. if laying in echelon the open edge created shall be left unrolled until matched by the next paver and this must be completed before the material drops below the minimum rolling temperature for the specific mix. Breakdown Rolling: Breakdown rolling shall immediately follow the rolling of the longitudinal joints and edges. Rollers shall be operated as close to the pavers as required to obtain adequate density without causing undue displacement. In no case shall the mix temperature be allowed to drop below 120 degrees C before breakdown rolling of 60/70 Pen Bituminous Mixes If the breakdown roller is ste! wheeled, it shall be operated with the drive wheel nearest the finishing machine. Pneumatic- tired rollers may be used as breakdown rollers. Intermediate Rolling: Pneumatic-tired rollers or steel wheeled rollers shall be used for the intermediate rolling The intermediate rolling shall follow the breakdown rolling as closely as possible and while the paving mix is still hot. Rollers shall be used continuously after the initial rolling until all of the mix placed has been thoroughly compacted. Turning of rollers on the hot paving mix which cause undue displacement shall not be permitted. Finished Rolling: The finish rolling shall be performed with three axle tandem roller. Finishing rolling shall be accomplished while the material is still warm enough for the removal of roller marks but may be below the minimum rolling temperature. In no case shall traffic be permitted less than 48 hours after completion of the asphalt course and no traffic shall be allowed on finished Main Carriageway Wearing Coarse Surfaces that will be subject to international Roughness Index (IRI) testing until such areas have been IRI tested and the IRI results accepted by the Consultant. Once laid the storing of all materials should be avoided and in particular fully laden Lorties should not be allowed to stand on the mat as this will potentially deform the surface. 8.14 Asphalt Road Marking: (If Necessary or Required) ‘© Wearing course to be inspected and approved by Consultant before starting the work. Examine substrates with applicator for the compliance withthe paint requirements. All unsatisfactory conditions willbe repaired prior to the start of works and surfaces receiving paint must be dry, free of loose, detritus mud or other extraneous matter. The asphalt pavement must be clean and dry properly before application of markings. ‘The temperature of the materials inside the pre heater boiler must be monitored to attain the required softening point. Provide “WET PAINT” signs to protect newly painted areas. Provide "ROAD MARKING WORKS IN PROGRESS” signs during painting works at entry points where the marking is being undertaken. Road marking will not be done if there is rain/wind especially sandstorm. ‘Work can commence after approval of design drawings. At the end of the day clean and remove all the discarded materials in the area. ‘The surveyor points must be plotte every line the surface that will serve as the reference point for All road marking application as per WZTMG. 8.14.1 Road Marking Application by Machine Pre-marking is the first method to be done. The layout man will check for the survey points or kerb that can be used as reference in making the correct line. Points for the required measurements from the surveyor points or reference kerb or lines will be plotted. After getting the points, the rope will be pulled touching every point marked before. Once the line is checked, 2 labour will put several points along the line using the pre-marking paint to be used by the machine operator as guide for the actual application. ‘The portable multipurpose Screed Machine is capable of Hand Screed Thermoplastic lines for lanes, edge, centre and other lines. While the materials are cooked in the boiler to achieve 200°C to 220°C, the machine will be prepared and preheated prior to application. The bucket must be clean; the thickness must be checked to 1.5mm. The tank and the bucket must be preheated before the cooked materials will be poured on the machine. The glass beads dispenser mounted in the machine itself will be tested as its application rate is 0.5kg/m2. After that the machine will ‘tested along with the pre-marking to check for the alignment. Once the machine is ready, 60, litres of melted materials will be poured in it to do the application. If broken lines are required, the layout man will divide the line according to the Qatar Traffic Manual based on the speed limit required. During marking one of the workers will check the ‘width and thickness of the line applied to ensure the quality of the paint. All the road markings that will be done on the site will be according to Qatar Traffic Manual and Qatar Construction Specifications and Project Specifications. 8.14.2 Road Marking Application by Manual Method for Arrows, Junctions and Lettering Manual Application can be used for Special Marking Works that cannot be done by machines such as arrows, letters and symbols. ‘* The same with the machine, Pre-marking will be done first. Most of the time, instead of using pre-marking paint and rope, we can use chalk line. The dye and the bucket will be heated accordingly prior to application. By putting a required size of dye on the part where the marking will be placed and pouring an amount of material by a bucket the dye will be pulled according to a pre-marking provided with a guide like steel bar or steel plate to get the desired line or shape, glass beads will be also applied manually during the application. The application will be according to QCS and project specifications respectively. © In addition to the balloting included in the mix, an additional quantity of glass beads shall be sprayed on to the hot thermoplastic line at the time of application at the rate of about 0.5 kfm, + The thermoplastic must be applied uniformly in intermittent or continuous line of thickness 2.5 mmé0.3mm. ‘© The finished lines must be straight and free from raggedness. © The top surface shall be level, uniform and free from streaks, blisters, lumps and other defects. Drying time is dependent on the environmental conditions. At 32°C, the paint will be dried at 10, minutes, but must be opened for operation after 24 hrs to attain the good dry condition of the markings. ‘* Touch up and cleaning after marking will be done according to manufacturer recommendations. * The machines and tools will be cleaned properly after use.
