1.SCOPE & OBJECTIVES:

This Method Statement has been developed by Plasma Contracting and Trading to comply with Client’s
requirements and will serve as Technical Guidelines to the execution of works related to installation of
Bridge at Development of ISF Camp - Al Duhail (CPC-07e Officers Club & Shooting Range) . This Method
Statement is with referenced to Client Specifications, Quality Procedures of AAE, QCS 2014 and other related
Standards.

This Methodology is applicable in all similar applications for the entire project.

3.HEALTH AND SAFETY HAZARDS:

3.1General

 Works shall be monitored and inspected daily by HSE Officer.


 Strict tool box will be conducted in order to disclose the danger in area of application.
 Personal Protective Equipment’s (PPE) shall be used at all the times, provide Emergency Plan.

3.2Emergency procedures

Emergency situations may arise due to a fire, explosion, chemical spill, medical emergency, natural
disaster, bomb threats and work violence. All staff and workforce shall be Follow the Emergency
Response procedure & Plans during any emergencies following actions need to follow

 If an emergency has been identified, the ERT team is notified immediately.


 Initiate Evacuation Action plan,
 Severity of the emergency and level of action is determined by HSE, ERT and Medical Team
 Initiate call emergency service “999”
 Manage and direct the evacuees gather at designated Assembly point.
 Wait roll call or head counting
 Never re-enter the building until instructed by the fire department, police and HSE department.

3.3Personal Protective Equipment

Appropriate personal protective Equipment (PPE) shall be followed to all employees who may be
exposed to workplace hazards or that access the site .The PPE and safety equipment shall be of
standard as prescribed by QCS 2014 Section 11: Health and Safety Part 2.3.09: Personal Protective
Equipment (PPE) BS EN/American standards and to an agreed type of relevant standards. The PPE
shall include

 Safety helmet
 Safety glass
 Safety boots
 Reflective high visibility yellow vest (BS EN 471:1994)
 Hand Gloves
 Ear muff /Ear Plug
 Dust mask

3.4Safety Requirement

 Suitable fire prevention methods should be arranged.


 Barriers and warning signs will be provided as appropriate. Fixed and solid barriers /Safety handrails
will be used for edge protection.
 Tool box talks shall be conducted by the Foreman prior to start of every new activity and for each
new location.
 Mobile phones shall not be used by flagman while directing traffic;
 Appropriate barricades, signage and warning tape shall be installed around the perimeter of Work
execution areas.
 Dust suppression and control shall be performed by spraying water on the access routes used by our
vehicles.
 Materials should be stored in the designated area.
 Ensure that the site is clean and maintaining housekeeping during and after the completion of work
by concerned departments.
 Work Access should be properly maintained and ensure access/egress shall be maintained according
to the QCS 2014.
 Ensure suitable control measures implemented to avoid public interruptions and reduce
environmental impacts.
 Height work procedures should be followed.
 Ensure Work tools shall be inspected by HSE and ensure color code system shall be followed.
 Adequate and appropriate PPE’s shall be used by all personnel involved in the job activity without
fail.

 Sufficient welfare facilities including cool drinking water, shaded rest areas and toilets shall be
provided in close proximity to the workers.

5.RESPONSIBILITIES:

5.1Project Manager

 Serves as a full-time representative of the contractor to the Client and its representatives.
 Ensures that his team of Engineers and Foreman are aware of this method statement and all
resources- manpower, material and equipment are available to carry out the work as planned
and without any delay.
 Guides, orient, organize and monitor the various professional people working on the project.
 Communicates and specifies clearly the tasks and the contributions of each project members.

5.2Construction Manager

 Overall responsible for the implementation of this Method Statement.


 Ensure the works are carried out according to the planned program and the equipment’s are
available and in good condition as per the project planning.
 Coordinate with the Consultant, Site Engineer, Safety Engineer and sub-contractor for the
safe and proper execution of the work.
 Stress on safety measures and quality control in coordination with safety and QC engineers
and follow the HSE & Quality plan.
 Make sure that the necessary tests and inspections are carried out as required by the
project’s specification.

5.3HSE Manager

 Assist in compliance reviews, general risk assessments and other safety assessments to
support Health, Safety and Environmental management.
 Ensure that the implementation of all safety measures is in line with the HSE plan and that
everybody is aware of those measures.
 Assists the Engineering and Operations Department in their dealings with Clients in all issues
concerned with Health and Safety at work. 
 Ensures, in accordance with the safe guidelines, the implementation, updating, review and
auditing of the Company HSE Systems. 
 Takes part in accident / incident investigation.
 Provides technical support to Senior Management on any safety related subjects. 
 Participate in detailed incident investigations and Root Cause Analysis
 Ensure that the Method Statement and Risk Assessment are communicated well to the work
force.

5.4Quality Engineer

 Ensure all works are carried out as per specification and related quality procedures.
 Arrange site inspection from the site engineer and coordinate to the consultant for approval.
 Keep record of the inspections and test for any future reference.

5.5Site Engineer

 Ensure works are carried out according to specifications and drawings.


 Provide all necessary information and distribute the responsibilities to his construction team.
 Ensure that the excavation work progress is in line with the program of works and report to
the Project Manager.
 Ensure that all safety precautions are in place and that all personnel on site are using the
required PPE.
 Ensure all relevant permission is available for the works.
 Monitor and check all subcontractor works, ensure they are complying as per specification,
quality procedures and approved drawing.
 Ensure works are carried out according to the approved method statements.
 Instruct the foreman including the work force to keep and maintain the site clean and tidy.
 Ensure that the Method Statement, Risk Assessment and COSHH Assessment are
communicated well to the work force.
 Ensure that close communication and coordination between departments.

5.6Surveyor

 Prepare and maintain reports, and legal descriptions of surveys in order to describe, certify,
and assume liability for work performed.
 Verify the accuracy of survey data, including measurements and calculations.
 Conduct surveys in order to establish legal boundaries, benchmarks, based on approved IFC
drawings.
 Record the results of surveys, including the shape, contour, location, elevation, and
dimensions.
 Calculate heights, depths, relative positions, property lines, and other characteristics of
terrain.
 Establish control and reference points.

5.7Foreman

 Carrying out the work and the proper distribution of all the available resources in co-
ordination with the site engineer on a daily basis.
 Issue the daily report and coordinate with the site engineer to stay in line with the program of
work.
 Coordinate with the surveyor for the benchmarks, setting out and markings.
 Deal with any type of unforeseen incidents and report to the HSE Responsible and Area
Safety Officer, Site Engineer immediately. According to escalation chart.
 Participate and conduct TBT’s according to the approved Method Statements and Risk
Assessments.
 Ensure that the Method Statement and Risk Assessment are communicated well to the work
forces.
 Ensure that the work force receives and is using proper PPE’s during the activity.
 Ensure that the site is clean and maintaining housekeeping during and after the completion of
works.
 Ensure works are carried out according to the approved method statements, Risk Assessment
and issued Safe Work Permit.
 Ensure safe working environment throughout the activity period.

5.8Site Safety Officer

 Ensure that the implementation of all safety measures is in line with the HSE plan and that
everybody is aware of those measures.
 Train the people to prevent accidents and issue a safety report to the HSE Responsible / HSE
Manager & Project Manager.
 Ensure that the site is always clean and tidy.
 Ensure that the work force received and is using proper PPE’s during the activity.
 Ensure that the Safe Work Permits obtained from HSE Department and are available at work
area during execution works.
 Ensure works are carried out according to the approved Method Statements.
 Ensure that the TBT’s being conducted by execution team (Concern Engineer & Foreman) is
according to the approved Method Statements and Risk Assessments.
 Ensure that the Method Statement and Risk Assessment are communicated well to the work
force.

 Ensure that all equipment’s related to the task are being inspected by HSE and are having
the Inspection Tags on it.
 Ensure that all equipment and operators are having valid Third-Party Certificate and license.
 Ensure that the area is well barricaded and signage are posted.

6.PROCEDURE / METHOD TO BE EMPLOYED:

6.1General Requirements

 Ensure that materials, sample and method statement have been submitted and approved.
 Ensure that installers are well trained and acceptable to the manufacturer for installation of
units required for the project.
 Structural requirements, member or piece of equipment to which the bridge is to be
attached must be confirmed by a competent person, prior to installation of the pergolas.
 Profile finishing and any related works to be completed prior to start fixing of bridge.
 Attachment method (e.g. through-bolting, anchoring, welding, etc.) shall be in accordance to
the approved detailed shop drawing and specification.
 Welding rod will be used to fix the joints between the junction shall be as recommended by
manufacturer or as per approved detailed plan.
 Obtain necessary clearances and approvals from engineers prior the start of installation.
 Coordinate setting drawings, diagrams, templates, instructions, and directions for installing
anchors, such as sleeves, concrete inserts, anchor bolts, and miscellaneous items having
integral anchors that are to be embedded in concrete or masonry construction. Coordinate
delivery of such items to the Project site.
 Provide final protection and maintain conditions, in a manner acceptable to Engineer, to that
ensure façade railings are without damage or deterioration at the time of substantial
completion.
 Inspection request shall be submitted to the assigned engineer/inspector prior to the
commencement of works and upon work completion .

6.2 Bridge Installation

 Layout the location of anchor bolts with reference to approved shop drawings and
considering the actual site dimensions. Provide markings on the locations accordingly
 Ensure that procedure and materials used to anchor shall comply with the requirements as
per specification and approved detailed drawing.
 Drill the marked location of bolts to anchor the prefabricated members of bridge.
 Steel Structure shall be fix as per approved shop drawing detail and project requirements.
 Galvanized steel handrail shall be installed accordingly as per approved shop drawing detail
and project requirements.

 Grind the welded junction of beams to polish the welded parts before paint touch-up.
Ensure that welding test shall be apply, respectively.
 Apply the manufacturer’s recommended paint using the paint brush. Ensure that there are
no visible paint runs on the painted parts.
 Ensure that there is no disfiguration of the frame members or any damaged during
installation.

6.5.Inspection
 Fixed WPC Bridge shall be inspected by a competent person for rust, corrosion and
structural integrity. Any paint damaged shall be touched-up prior to the handing over.

10.HEALTH AND SAFETY PROVISION:

10.1Site Meeting and Briefing and Task Instruction

 Prior work starts all staff & workers must undergo & receive safety induction training.
 Before starting the work, Construction Manager or assigned Site Engineer will conduct a
meeting with general workers, foreman, supervisor, surveyor, engineers, safety advisor,
operators and drivers at the working area explaining this method statement in details, the
target duration of the work and giving weights on the safety practice during work.
 JHA will be completed, obtained & secure with foreman and supervisor on daily basis.
 On the same meeting safety engineer will discuss the content of the risk assessment listed
on the above section.
 Tool Box meeting along with JHA will be conducted every morning by the supervisor in-
charge of the work with workers, operators and drivers strictly reminding them of safe
working habit and the target work for the day.
 Daily safety inspection must be submitted daily to engineer if high risk activity jobs are
present and need to be minimized where necessary.
 Site Engineer, Supervisors & foreman must monitor workers daily on jobsite.
 The attendees will be told of the first aid availability at the site to anyone in need which will
be administered by qualified personnel.
 And be aware a stand-by vehicle to available in case of further treatment or check-ups in
hospital will be required
 Authorized PTW issuer must issue the permit with the approval of the engineer.
 Materials and equipment to be safeguarded & competent person should be available.
 Security personnel must check all in-coming & outgoing materials in the vehicle.
 Provision of temporary toilet, drinking station & shelter rest area facilities.
 All access & egress routes must be identified by means visible signage and protected with
hard barriers where necessary.

 Safe Pedestrian routes must be visible on the area.

10.2Waster Management

Good waste management practice is essential in order to achieve regulatory compliance. It can also
lead to improved business efficiency and cost savings. The following waste management practices
will ensure the preservation of environmental resources.

 Waste should be reduced and recycled where possible.


 Disposal area should be well prepared to receive the waste. And all waste areas and
containers should be landed with their content.
 All containers must be in good conditions, not leaking and stored on hard standing.
 Do not allow containers to overflow and removed them regularly.
 Do not dispose of burn, bury or treat waste on site
 Do not mix regulated and non-regulated wastes
 Wastes cannot be disposed directly to landfills or to the sea unless it meets the local
regulatory authorities.
 Untreated sewage shall not be disposed without treatment. At site, it shall be confined in
septic tanks and removed via sewage tankers and disposed in an approved location.
 The emergency procedure described earlier shall be applied in any case of chemical spillage.
 All chemicals and environmentally hazardous material shall be isolated by storing them
within bund walls on top of paving pads to prevent any leakage into the water table.
 In case of dewatering and unsuitable water is encountered, engineer’s site representative
shall be immediately notified to advise further course of action.

10.3Noise Control

 Use silencers for high noise generating equipment’s whenever possible


 Regular maintenance of equipment and machinery
 Use of ear protections are required by risk assessment.

10.4Dust Control

 Regular water spraying on unpaved roads to avoid dust dispersion


 Limiting the speed at site
 Maintenance of roads whenever required to alleviate dust accumulation
 Vehicles, Machinery and Equipment Control
 Loaded vehicles shall be covered with load over covers to minimize fugitive dust and
spillages during transportation.

10.5Air Quality

 Fugitive dust emission shall be controlled by wetting exposed soil and site areas as
necessary.
 Regular visual monitoring of construction activities shall be carried out to identify any dust
sources.
 Stockpiles of fines materials such as sand, construction material, etc. shall be covered and
manage when not in use.
 Engines shall be switched off when vehicles and plants are not in use.
 Burning of any wastes are prohibited on all premises,
 All plant/equipment shall be regularly maintained to the manufacturer’s
instruction/recommendation. Regular inspections shall be carried out.
