parent, the City endeavours to provide him/her every possible
assistance in raising his/her children to ensure the latter's
developnent as a productive member of society in particular,
and the realization of the continued growth of the Maogmang
Lugar:, in general.
A.rticle 2
D€finition!
g€ccion 3, Definicion of t€rds. Eor purposes of this
ordinance and pursuant to Republic Act No. 8972, the foLlowj-ng
terms shafl nean:
(a) Solo t,at6nt - any indivrdual who falIs under any of
the fol lolring categories:
1 A woman who gives bilth as a lesult of rape and
other c!imes against chastity even without a
final conviction of the offender, provided, that
the mother keeps and raises the child;
?arent ieft solo or alone with the responsibility

However, the solo parent sha11 no longer be


considered as such and qualify for the benefits
concomitant thereto as soon as there is a change rn
his/her statr.rs or circumstance wherein he/she is no
longer a-Ione in carrying out the responsibilitles of
Parenthood.
(b) Indig.nt ,.1y.* - is one whose income falls befow
the poverty threshofd set by the National Economic
Development Authority (NEDA) which, as of March
2016, is P9,140.00 per. month for a famity of five
(or a per capita income of pI,828.00 pe! month) and
is not receiving a monthly pension or allowance
from a concerned pubflc or private entity beyond
such poveity threshold.
(c) Childron refer to those livlng wlth and dependent
upon his/her parent for suppol:t and are unmarried.

even over eighteen (18) years old but are incapable

Additional Privileges and Belrefits
Section a. Incorpor.tion of W6].frle Benefite - By this
:rj,i-a:ce, ihe Clcy imposes as rts duty to likewise give the
ireliare benefits mandated to the Natlonal Government under RA
i9r::o an Lndlgent solo parent and his/her children such as,
i-_ut :-.ot limited to, live_Iihood assistance, counseling, etc.

Section 5. Additional Benefits - The followlng benefits

chilcLren:
(al T€rti.ay Schol.rship Assigtaace. Subject to
compliance with the requirements under Clty
Ordinance No. 2015-012, an indigent sofo parent may
avai.I of a tertrary scholarship assistance for
his/her child; Provided, hoirever, that only one
chifd per andigent solo parent sha11 be given
priority; Provided, further that the other
child/children of said indigent solo parent may be
given assistance if said chi.Id/children meet the
requiremetns for automatic scholarship under.
Section 68 of the sard ordinance.
The child of the indigent so-Io parent who is gra..aed

Eor salutatorian -> P75O cash incentive and
a Certificate of Merlt;

Certificate of Merit.

urban poor settlement site. The equity requirement
for solo parents shall be fifty percent (50?) of
the prescribed amount; provlded, ho!.rever, that upon
the inforned and expressed choice of the solo
parent concerned, helshe may opt to pay a hundred
percent equity (100E) so as to pay lesser monthly
amortizations.

For in-patient cases beyond the capacity of the
Naga City Hospitat, the Clty Government of Naga. ヽ

thru the City Health Office and the CSWDO, shall


forge a partnership with the Department of Health
and/or the Bicol Medical Center in order to plovide
the solo parents and their children free medical
services thru the Point of Care Program and/or
othe! practicable health prograns.
(f) t iv€Iihood Alciltanc.. A sol-o parent assocj'ation
may be granted a Iivelihood assistance Ten Thousand
Pesos (P10,OoO.O0) or higher provided that its
feasibility study and project proposal are approved
by the MeLro Naga Publ1c Employnent Offj'ce (Metno-

assistance to the solo parent association'

given free notarial selvices at the City Legal
Office. Upon reconunendation of the City Social
l,lelfare and Development Office or the Bantay

beneficiaries; and,

Personnel Requirement - The City Mayor shal1 appoint
or assign a pelsonnel in the Solo Parent Office who
shaIl be primarily responsible in the over-alf
manager0ent of the prograin and accomplishment of the

s6ctj.on 15. Bight to orEenize - The clty encourages, and


gives its ful1 support to, the solo parents' right to organize
themselves for purposes beneficial to its members.

The Solo Parent Eederation shall assist the city in the


formulacion and effective implementatlon of the pr:ogram.
Prior consuftation with 1t and its members shall be done in
the management of the funds allocated for solo parents-
S6ction 15. Eonorariuo and/or A1]oYaDc6 - Solo Parent
Federation Officers shall be entitled to a monthly honorarium
under appficable ruLes and policies of the city. L1kew1se,
each president or head of barangay sclc parents organjzation
shall be entitfed to an aflowance for their attendance to the
meetings caIled by the city upon authoriay of the City Mayor.
