City of Greenville & Greenville County,

On behalf of a coalition of neighborhood association presidents and other concerned citizens


from Haynie-Sirrine, West-End, Greater Sullivan, Alta Vista, Nicholtown, and West Greenville
we would like to formally respond to Friday, December 13th’s meeting at City Hall to discuss
County Square.

Going into the meeting we were encouraged by the Joint Statement released on November 21st
by both the city and county:
“to defer council action on the application to rezone the County Square property in an
effort to allow for additional planning. In the spirit of collaboration, both the City and
County would like to process the feedback and take time to thoroughly review and
address issues that are important to all of us, including the neighborhood residents, such
as affordable housing, connectivity and scale. We are committed to being inclusive and
transparent and look forward to working together to ensure the best possible
development for this important area of the city. We anticipate being able to resolve any
outstanding issues in the near future.”

We are thankful for both the city and county’s leadership in hosting this meeting with
neighborhood presidents, citizens, and stakeholders. We were very pleased to see so many
elected officials in attendance. We appreciate city staff’s efforts to compile issues in the
presentation entitled, “Greenville Listens to its Neighborhoods.”

We were surprised and concerned with the timeline proposed with a public “listening” session
scheduled only one week prior to the first reading for vote by City Council (SLIDE 15). Listening
is a great first step, but this timeline fails to achieve the city, county, and residents’ shared goal
of collaboration to review and address the important issues as mentioned in the ​Joint
Statement.​ ​ It is abundantly clear that this timeline does not allow for any actionable
change on addressing affordable housing, scale/density, traffic/transit, project review,
and master plan (SLIDE 2). ​Gaining community support requires more. Listening without
action does not accomplish any of our shared goals.

We firmly believe a positive resolution can be accomplished among the city, county, and its
residents by working together. We ask both the city and county to properly address the
neighborhoods’ concerns before taking any other formal action in the new year.
