Subject: Request for upgradation of SAS system for augmentation with existing SAS panel against Package ARP-
SS04 for 132/33 kV NAMSAI (EXT.) S/S, associated with Comprehensive Scheme for Strengthening of Transmission
& Distribution System in NER & Sikkim: Intra-State: Arunachal Pradesh.

Dear Sir,
As per contract agreement, The following is specified for SAS augmentation in 132kv Namsai (PG)
(Extension) Substation.
“Exiting 132kv substation is provided with substation automation system (SAS) (Make- Alstom) based on IEC-61850.
In the present scope bidder shall include bay control unit (BCU) required for 132kv bays (as defined in tender SLD) as
listed below including all necessary hardware & software to integrate the IEDs offered under the present scope with
the existing SAS as indicated above. The scope of the bidder shall include the present scope of augmentation with
existing substation automation and capacity enhancement if same as required including updating of system database,
display, development of additional displays and report as per requirement”.
We have placed the order for CRP and SAS system for 132kV Namsai existing Substation to M/s. ABB and it is learnt
from M/S KEI site team that the existing SAS system has been supplied & installed by M/s. Schneider in year 2013
Accordingly, we have contacted M/S Schneider and requested then for providing the detail for integration of the IEDs
of the present scope
M/S Schneider engineer has visited the site on 22. 09.2019 and found following in existing SAS system.
1. Server main was not operating , due to Server PC fault ( it is not available at site & customer sent it to
Advantech company ) for repair
2. Windows operating system is windows XP and it is obsolete, hence installation of windows XP requires
license key and Windows XP CD ,the same needs to be provided by the utility to KEI/ABB.
3. 132kv Transformer HV (Areva )BCU was not working ,it is showing not connected in BCU local HMI and it's
not reporting to Scada HMI.
4. RTMS report software is not working.
5. As per system architecture:
a) Gateway is having 1 no’s of T101 SCADA link.
b) Physically at site gateway is having 1no’s of T104 SCADA link.
c) Database taken from site is configured with 4 no’s of T104 SCADA link, also only one link is fully
configured with signals and remaining link are configured with few signals.
M/s. SE has also informed that if more than one SCADA link need to configured in gateway than additional cost shall
be applicable.

In view of the above, we have requested you via email for upgradation of SAS system with latest hardware and software
of 132kV Namsai Substation after that we are able to integrate our bays for the same.

We wish to inform you long back that ABB have already manufactured the equipment for SAS and offered for
inspection. However, POWERGRID inspector is insisting for integration compatibility before issuing of inspection
clearance
We therefore request you to kindly look into the matter urgently and resolve the issue mentioned above to sr. no. 1 to
5 so that we may get inspected for already manufactured SAS system & integrate with updated SAS system and ship
the same as earliest.
