1. The sealed tenders for the above mentioned work were invited by
publishing tender notice in daily news paper daily Mumbai Sakal,

4. Total Six (6) nos. of tenders were issued to various agencies between the
issue period of 08.08.08 to 09.08.08. The last date of submission of tender
was 14.08.08. upto 13.00 hrs. The total (3) Three nos. of sealed tender was
received.
5. The post - qualification criteria for bidders has to complete similar type of
work in Government organization for not less than 40 Lakhs in any one
year during last 3 years.
6. The sealed tenders were opened on 14.08.06 by Shri. S.S.Borse, Executive
Engineer, Shri. M.S. Raikar, Deputy Engineer – I and
Shri. J.R. Dabhadkar (A.C.A.O.) and contractor's representative. The
comparative statement for the same is prepared and kept at page c/s.
From the comparative statement it is seen that M/s. Omkar Engineers &
Contractors., has quoted the rate 29.00% above the estimated rates which
is lowest amongst all the bidders. Seems to be higher side. Therefore,
contractor has called for negotiation on dated 18/08/08. The contractor has
reduced their offer by 0.50% and given the revised offer of 28.50% above
the estimate cost along with the justification supported by Rate Analysis
vide their letter dt.26.08.08. kept at Pg. c/s.
7. Tender validity is 120 days from date of opening of tender i.e. upto
13.11.08.
8. As per the guide lines pre-bid meeting is not necessary. Hence no pre-bid
meeting was held.

14. The tender proposal is for Interior furnishing work for office premises of
Solid Waste Management, Cell at Balkum, Thane to have better aesthetic
view.
15. Considering the above offered by the lowest bidder is @ 28.50% above the
estimated rate is reasonable & competitive. The lowest offer of

1. The sealed tenders for the above mentioned work were invited by
publishing tender notice in daily news paper daily DNA & Lokmat & Nav
Bharat on dated 29.02.08.
2. The notice period was 4 weeks i.e. upto 02.04.08.
6. As per the guide lines pre-bid meeting is held on 18.03.08 and compliance
is made to he queries raised by contractors and necessary Addendum is
issued to all contractors.
7. The time period for the work is 9 (Nine) months excluding monsoon, from
the date of issue of work order.
8. Total Twelve (12) nos. of tenders were issued to various agencies between
the issue period of 11.03.08 to 26.03.08. The last date of submission of
tender was on 02.04.08. The total (4) Four nos. of sealed tenders were

9. The envelop – I was opened on 07.04.08 and the documents submitted by
contractor was scrutinized by the P.M.C. M/s. STUP Consultant Pvt. Ltd.
along with MMRDA officers. The evaluation report prepared by
Consultant for the same is kept @ Pg. c/s. From the evaluation report
it was observed that all 4 (Four) contractors has submitted the document
as per tender requirement. Therefore the 4 (Four) sealed tenders i.e.
Envelop – II, Financial Bid was opened on 08.04.08 by Chief T&C Shri
.P.R.K. Murthy, in presence of Shri. A.P. Athawale, Executive Engineer,
Shri. Dabhadkar, J.A.O. and the undersigned along with contractor's
representative. The comparative statement for the same is prepared and
kept at page c/s. From the comparative statement it is seen that M/s.
Relcon Infraprojects Pvt. Ltd., has quoted the 2.79% below the estimated
rates which is lowest amongst all the bidders.
10. M/s. Relcon Infraprojects Pvt. Ltd., which is lowest tenderer who has
quoted below 2.79% full filling qualification criteria as per Bid document.
11. Rates offered by the lowest bidder is 2.79% below and are competitive.
Considering above the lowest offer of M/s. Relcon Infraprojects Pvt. Ltd.,
@ Rs.25,82,86,970/- i.e. 2.79% below the cost put to tender.
The Budget provision in the current year 2007 – 2008 MMRDA has made
Rs.575 Crores for MUIP work (Phase – I, II, III).
As the powers to accept the tenders are with Executive Committee the
necessary Item Note will be prepared and put up after approval to this proposal.

estimated rates which is lowest (i.e. Rs.1,19,87,194=70).

8. As per the guide lines pre-bid meeting is not necessary. Hence no pre-bid meeting was
held.
9. The registration requirement as per PWD is upto 300 Lakhs. The lowest bidder is
registered with the MCGM Mumbai AA category and is entitled to quote for works for no
limit.
10. The rates offered by contractor @ 5.40% above seems on higher side therefore Contractor
is asked to submit their justification for their offer. As per the justification by contractor it
is seems to be rates quoted by contractor is reasonable
11. M/s. ESSBEE ENTERPISES., who is the lowest bidder is full filling qualification criteria
i.e. bidder has carried out the similar type of work in MCGM of Pune Mahanagarpalika
amounting to Rs.1,24,30,923/- & Rs.5,87,22,881/- in the last five years.
12. The Local Corporator and user of Truck Terminal has force to carryout this missing link to
ease for traffic. As there is a tremendous pressure from various local leaders and agencies,
it is necessary to complete the work as early as possible before current monsoon.
13. The rates offered by Contractor @ 5.40% above the estimated cost seems to be reasonable
@ Rs.1,19,87,194=70 (Rupees One Crore Nineteen Lakhs Eighty Seven Thousand One

registered with the PWD Thane in Class III category and is entitle to quote for works
upto Rs.300 Lakhs.

11. The rates offered by the lowest bidder is @ 16.90% above seems on higher side
therefore the contractor is asked to reduced their offer. Accordingly the contractor has
submitted letter that he is willing to carryout the work on 16.00% above estimated rate
i.e. Rs. 57,54,760/-.

12. Considering the heavy traffic such as trailors, dumpers, Transit mixer Buses etc. plying
on this road and considering the present site condition it is felt very necessary to
complete the work before current monsoon as there are many complaints from local
authorities. Also there is complaint from Road monitoring Committee to repair this
road surface.
13. Rates offered by the lowest bidder M/s. Relcon Infraprojects Pvt. Ltd. is 30.69% above

date of submission for the above mentioned tenders was 05.05.2006 upto 13.00
Hrs., the same has extended upto 15.05.06 upto 13.00 hrs. but the tenders were
not received on 15.05.06 because bidder has expressed their views that the rate
for Item No.2 removal of debris is very low compare to market rate. Therefore
the request to revised the rate of this item so that they will quote the reasonable
considering the market rate.
In view of this the rate analysis for the Item No.2 considering the lead of
12 Km for removal of debris is prepared based on MCGM FMR Road and kept
@ Pg. c/s. The revised rate worked out to Rs.200/- Per Cum. instead of
Rs.80/- Per Cum. Accordingly quantity is reduced to 1200 Cum. so that total
amount tender will not be change.
It is proposed to extend the date of tender submission i.e. on 17.05.06 upto

There are four building which was constructed in the year of 1994 by MMRDA
for offices & godowns at Wadala T.T.
During the inspection it is observed that the beams & chajjas of these four
buildings at various floor level has developed a crack at many places from outside. The
photographs of the same has been kept at page 29 to 69 c/s.
It is necessary to repair the same urgently to avoid further damages of structure
and corrosion of reinforcement and to stop the leakages.
An estimate is prepared considering items of applying corrosion inhibitor EPCO-
KP-100, two coats of IPNET-RB for reinforcement, EPIBOND epoxy for bonding to
old concrete and new polymer modified mortar.
An estimate works out to Rs.4,92,600/- based on the approved rate for similar
work at WTT. since the work is specialize and urgent nature we may carryout by calling
quotation from experience agencies on A1 / A2 basis.

The internal roads in Wadala Truck Terminal carrying the heavy traffic movement such
as Tailors, Tankers, Tourist Buses and RMC trucks and bouzers.
During the current monsoon the pot holes accurd on the road surface mainly on road
from information booth to Sion – Koliwada Junction, road for information to rawliy channel
and road along the rawliy channel.
To avoid further damage of road and also to have smooth traffic flow during monsoon it
is necessary to attend these pot holes by filling and compacting of size metal & stone dust
during monsoon and laying of bituminous macadam and seal coat in dry spell.
An estimate is prepared considering items of supply of metals / Stone dust, spreading
and compacting the same and laying 50mm thick BM and 10mm thick seal coat for an amount
of Rs. The rates adopted for estimate is approved rate from the tender of rectification
of D.P. Road at Wadala T.T.
As the work is of urgent nature same will be carried out on A-1 / A-2 basis by calling
quotations from experience contractors.

The compound wall on Eastern side as well as West side around the
Ph – I of T.T. Wadala is found damage at some places. The Anik Wadala Road is
going along the Eastern side compound wall of T.T.Wadala. The intensity of
traffic is high on this road; there are chances of trespassers entering through this
broken wall directly in the Truck Terminal area for illegal activities and theft. It
is necessary to repair this compound wall at these locations.
Considering items of pulling down the stone masonry, providing new
masonry, applying sand faced plaster the estimate is prepared for an amount of
Rs.4,88,300/-. The rates adopted for the estimate are taken from the Bldg, DSR
year 2006-2007.
Since the work is of urgent nature needs to carried out on A-1, A-2 basis.

The MMRDA has constructed four buildings A1, B1, B2 & D2 in Wadala
Truck Terminal for the office premises and godowns in the year of 1994. The
structure of RCC frame type with sloping concrete slab provided at the terrace.
Originally, along with the construction, the brick bat coba type of water proofing
treatment was provided to the terrace. It is the general experience that such
cement based water proofing treatments usually render satisfactorily services for
7 to 8 years after which some sort of replacement becomes necessary.
2 In the last monsoon and also in this monsoon the terrace slab of building
B1 & B2 have shown sizeable cracks and there are major leakage on the top floor
of these two buildings in last 2 to 3 years. Also there are complaints regarding
leakages of terrace from RTO office and Mahasangh office which is occupants of
these buildings. Therefore earlier the surface of terrace was repaired in the
patches but the purpose has not served because cracks and lot of poping up has
taken place in the structure mainly due to rusting of reinforcement bar embedded
in the concrete. The photographs of the damaged portion of terrace slab for the
both buildings i.e. B1 & B2 are also taken and kept Pg. 23 to 29 c/s.
The main reason for rusting reinforcement bar are as follows :-
During course of rainy season water get seeps in the concrete through the
cracks and water get deposited in the concrete the chloride present in the air get
saturated with water expands & widen the cracks and thereby allowing more
water to penetrate in the concrete. Therefore reinforcement bars embedded in the
concrete get contact with air and water which needs to oxidation of steel and
rusting start to the reinforcement bars. If the rusting is not timely arrested the
corrosion will take further and the diameter of the reinforcement bar gets reduced
substantially reducing its strength and load carrying capacity and can result into
failure. Since the leakage are measure the local repair is not advisable.
3. Therefore it is very much necessary to make terrace as water tight as
possible for which a guaranteed water proofing has to be done along with some

structural repairs to the terrace of these two buildings B1 & B2 at WTT. So as
avoid the further damages & to increase life of structure.
4. An estimate is prepared for the structural repair and waterproofing work
considering the item of corrosion treatment by providing two coat of IP-Net RB
for reinforcement, leak proof treatment by injection grouting method and then
Brick Bat coba and flooring of broken china mosaic. The estimate is based on
the rates adopted from current building DSR and approved tender rate for similar
work of office building in BKC.
5. The estimated cost for the work of waterproofing to terrace for B1 & B2
buildings amounting to Rs.42,62,000/- (net). The expenditure incurred will be
debited to budget provision made for WTT.
Considering the urgency the tender notice can be published in the news
paper by giving 15 days notice period.

The Everard nagar flyover located on Eastern Express Highway carrying the heavy
loaded traffic such as Trailors, Trucks, Dumpers, etc. coming from Mumbai Port Trust & going
to Eastern Express Highway.
It is observed that during this monsoon there are no. of pot holes created on road
surface of bridge. The traffic flow is obstructed & creating traffic jam & unsafe condition for
the vehicular traffic due to pot holes, creating breakdown of vehicles & accidents on bridge.
To avoid the unsafe condition & to protect the bridge slab it is necessary to fill up pot
holes by putting B.M. & sealing with Asphalt concrete.
In this regard there is request from Senior Police Inspector, Traffic (Chembur Divn.) to
carryout the repairs immediately. Also there are orders from High Court to fill up the pot holes
on roads immediately. Therefore it is necessary to carryout repairs on bridge surface to have a
smooth & safe traffic.
An estimate is prepared for filling up pot holes by B.M. & sealing with A.C. for an
amounting to Rs.2,00,000/-. Since the work is of urgent nature which has to be carryout

The road from information booth to Petrol Pump upto West side compound wall
of Truck Terminal Wadala is carrying heavy traffic movement due to plants located in
surrounding area. Also there is weigh bridge located in this area therefore loaded
Trucks, Tailors Dumpers are coming to this road due to such heavy traffic during
current monsoon period the major portion of this internal road is damaged by creating
large no. of pot holes on road surface. The major road stretch are –

17. Petrol Pump to West side compound wall of Ph – I.
This is also a another link to Sion through Truck Terminal area.
To avoid further damage & to have a smooth traffic flow on road. The potholes
needs to be filled up by stone metal and stone dust with properly compacted by roller.
In view of above the pot holes on road are surveyed and around
5000 Sqm is needs to be repaired by filling metal.

The road from culvert E to Hemant Manjrekar Marg i.e. Sion – Koliwada
connector road is having loaded traffic flow due to plants located in Ph – IV area of T.T.
Wadala. Also there is weigh bridge located in this area therefore loaded Trucks, Tailors
Dumpers are coming to this road due to such heavy traffic during current monsoon
period the major portion of this road is damaged by creating large no. of pot holes on
road surface.
The major road stretch is from culvert E upto Hemant Manjrekar Marg, to have
smooth traffic flow on this road the potholes needs to be repair by filling stone metal
and stone dust with compaction over it.
In view of above the pot holes on road are surveyed and
around Sqm is needs to be repaired by filling metal.
An estimate is prepared for an amounting to Rs. /- the rates taken for

The Metropolitan Commissioner has approved the Pay & Park proposal to be
implemented in Ph-I of Wadala .Truck Terminal.
To implement the scheme, it is necessary to erect some board indicating Car
Parking and Parking for Heavy Vehicles etc.
In this regard T&C Divn. has submitted a note for the specifications & sizes of
boards. To prevent the thefts of boards, the material used is FRP / PVC mounted on
twin pole size & 1200mm x 900mm & 2 m high from road level.
In view of the above an estimate is prepared for 16 boards including fixing c.c.
block for an amounting of Rs.3,22,900/-. Rate consider for estimate is as per PWD /
DSR year 2005 – 06.

The MMRDA has constructed four buildings A1, B1, B2 & D2 in Wadala
Truck Terminal for the office premises and godowns in the year of 1994. The
structure of RCC frame type with sloping concrete slab provided at the terrace.
At present the structural members of A1 & D2 building such as columns,
beams, chajjas have shown sizeable cracks and there are major leakage through
this cracks which are damaging the internal surface of the walls of various offices
& godowns and Punjab & Maharashtra Bank which is occupant of these
buildings. Because of cracks and lot of damaged of external plaster surface as
taken place in the structure mainly due to rusting of reinforcement bar embedded
in the concrete. The photographs of the damaged portion of structural members
for the both buildings i.e. A1 & D2 are also taken and kept Pg.21 to 39 c/s.
The main reason for rusting reinforcement bar are as follows :-
During course of rainy season water get seeps in the concrete through the
cracks and water get deposited in the concrete the chloride present in the air get
saturated with water expands & widen the cracks and thereby allowing more
water to penetrate in the concrete. Therefore reinforcement bars embedded in the
concrete get contact with air and water which needs to oxidation of steel and
rusting start to the reinforcement bars. If the rusting is not timely arrested the
corrosion will take further and the diameter of the reinforcement bar gets reduced
substantially reducing its strength and load carrying capacity and can result into
failure.
Therefore it is very much necessary to carryout the structural repair
considering an item of corrosion treatment by providing two coat IP-Net RB and
applying corrosion inhibitor EPCO KP – 100 to the entire portion to be repaired
and then applying polymer modified mortar to the damaged portion with average
50mm thickness. So as to avoid the further damages & to increase life of
structure.

Sub : Repairing of Road from information booth to West side wall in Ph-I of Truck
Terminal Wadala.
The road from information booth to West side wall i.e. entrance of W.T.T. is carrying
heavy traffic movement such as Trailors, Tankers, RMC Trucks and Tourist Buses etc. This
traffic is headed towards Sion through this road further from S.K.C.R. During current
monsoon the major stretch of internal road from Petrol pump to Information Booth gate
is highly damaged. The new weigh bridge of 100 MT capacity has been installed by the
lessee. With this the movement of heavily loaded vehicle on internal road surface at
major locations have received extensive damages in the form of deep pot holes.
The pot holes and damaged road are presently attended by filling metal & stone
dust for traffic movement. However now fair season is started, to avoid further
damages and to have smooth flow of traffic the surface needs to be asphalted. Plan for
the same is prepared & kept at Pg. 13 c/s for reference.
The local corporator and users of Truck Terminal are requesting for carrying out
asphalt work as early as possible. Also a request letters from MCGM is received to
carryout repair work to have smooth traffic flow.
In view of the above detailed survey has been carried out, total area to be
attended for asphalting work is @ 10,000 sqm. An estimate is prepared considering the
items of bituminous macadam, dense bituminous macadam, asphalt concrete and
100mm thick paver blocks at the entrance of Ph – I i.e. near information booth for the
work of Repairing of Road from information booth to West side wall and internal road in Ph-I
of Truck Terminal Wadala amounting to Rs.94,91,212/- (net). The rates are adopted from
MCGM current FMR. The expenditure incurred will be debited to budget provision
made for WTT.

The M/s. Reliance Industrial Infrastructure Ltd., 200mm dia pipe line affecting
Anik – Panjarpole Link Road needed to be shifted. In this context the Metropolitan
Commissioner has approved estimate amounting to Rs.80.95 Lakhs as shifting cost to
be deposited by MMRDA to M/s. Reliance Industrial Infrastructure Ltd.
Accordingly excavation permission for laying 200mm dia pipe along L.U.
Gadkari Marg Road was given on 15.09.2006. The completion date for same was
considered upto 23.09.2006.
As per permission granted M/s. Reliance Industrial Infrastructure Ltd., was
supposed to complete the work on 23.09.2006, but till date it is seen that physically
about 60 to 65% work is completed. It seems that balance work will take another 20
days time for completion.
During granting of permission for excavation reinstatement charges were
estimated amounting to Rs.37,33,950/- (refer pg. 1 N/s). However considering delay in
completion of work by M/s. Reliance Industrial Infrastructure Ltd., and huge hike in
material cost it is found necessary to revised reinstatement estimate with current FMR
Rate.
Accordingly estimate for the trench reinstatement is prepared amounting to
Rs.63,70,630/- on the basis of current FMR Rates.

vehicles related to R.T.O. work which is located on 3rd floor of B-2 building.
It is observed that there is no proper drainage & camber to this road resulting into big
potholes on this road. The road is completely damaged and needs to be re-sectioned by giving
proper camber. There are many complaints from the R.T.O. regarding this road. During the
meeting held by Chief Engineer, Chief T&C was pointed to have good road surface.
In view of the above an estimate is prepared for improvement of this road considering
item of GSB, W.M.M – 150 mm thick, B.M. – 50 mm thick and A.C. 30mm thick kept at Pg.
c/s to c/s. The drainage arrangement is considered by constructing 16 Nos. Water
entrances & laying 600mm dia pipes connecting to the existing storm water drainage.
The estimate is based on the reates of MCGM FMR for 2006. The net estimated cost is
Rs. 49,08,000/-
It is proposed to carryout the work on B-1 Agreement by calling tenders with vide

MMRDA as a special Planning Authority for the Truck Terminal Wadala. The truck
terminal area are divided in Phase – I, II, III & IV. The area of Phase – I is about 1600 Sqm.
In Phase – I MMRDA has constructed 5 buildings namely A-1, B-1, & D2 Building having
office premises and godown on the ground floor. The B-2 Building is allotted to R.T.O.
Department for their office and godowns on ground floor. The Amenity Building is occupied
by Police Department & Postal Department. In the Phase – I MMRDA has also constructed the
internal roads having storm water drains, open gutters, sewer line etc. In Ph – IV there is a D.P.
Road from Anik Depot to Sion – Koliwada which needs to be maintain.
MMRDA needs to maintain these internal roads, storm water drains, water gullies,
manholes etc. by way of cleaning and sweeping entire area. Also there are common area of
Building such as staircase, passage & platforms which needs to maintain by way of sweeping
& cleaning. Also it is necessary to maintain road furniture such as kerb stone, water table, set
stones, water gullies, paver blocks etc. which are to be replaced / painting periodically.
Considering the all above requirements an estimate is prepared for maintenance of
infrastructural work such as removing / refixing / painting of kerb , water tables, water gullies
manhole etc. including sweeping & cleaning of road area, building area. Also it is necessary to
maintain smooth road surface & to avoid further damages during monsoon the provision is
made for metal, cold mix, B.M. for the filling pot holes for maintenance of 12 months period

Every year before monsoon desilting of nalla is required to be done to avoid the
flooding in nearby located Slum area of T.T. Wadala. The nallas namely required to be desilted
are J.K. Chemical nalla, nalla along the D.P. Road along Ph. IV boundary, nalla from
Pratikshanagar to Mahul creek, nallas in MUTP transit camp area, open Storm Water Drain in
Ph – I of T.T. Wadala.
It is also required to maintain the free flow of nallas during the monsoon by removing
floating material with the labours engaged & JCB to remove the slush gathered in the nallas

MMRDA has tried to handover the said bridge to MCGM, PWD & MSRDC for maintenance
work but the same proposal is denied by all the departments and said flyover is not maintained
since 1994. Therefore the carriageway way portion is damage due to heavy loaded traffic such
as trailors, dumpers, tankers, tempo, buses etc. In every monsoon this flyover gets heavy pot
holes and road users are suffering from safe drive. Since this bridge is very narrow and used
for one way traffic the accidental incidences are more, resulting in closing of traffic on bridge
therefore it is necessary to maintain the bridge surface.
An estimate is prepared considering the removal of existing asphalt layer to avoid dead
load on bridge and to provide Bituminous layer, D.B.M. and for sealing the surface by asphalt
concrete. The asphalt cake material removed by milling will be stacked in the Wadala Truck
Terminal area and same can be used for filling the pot holes during monsoon period on the
roads of Truck Terminal area.

The laying of road side storm water drain line of 600 mm dia NP2 class pipe is in
progress.
As per tender there is no provision for encasing as these pipes are to be laid by the
adjacent of the building. While laying it is observed there are no. of electric cables. Therefore
the line is shifted towards road portion.
To avoid the trench settlement it is necessary to be filled up the trench by sand metal.
The quantity of sand metal is around 252 cum. The rate for sand metal filling is Rs.1,915/-
Cum as per MCGM FMR (Pg. attached). The cost works out to Rs.4,82,580/-.
The work will be carried out on Extra item rate list basis from the same agency as an
urgent.

Sub : Repairs to Swaminarayan flyover bridge from Everard nagar to RCF circle
on Eastern Express Highway (Part – V) .
The above mentioned flyover opened for traffic in 1994 to divert the traffic load on
Sion circle. This traffic is diverted from Wadala / Shivadi to Eastern Express Highway from
Anik Wadala road at Barkat Ali Naka. Heavy vehicles coming from Bombay Post Trust using
this road to join the Eastern Express Highway without disturbing the traffic on Eastern Express
Highway. The BEST is also giving service on this road upto Kurla at one end & docks on the
another end.
The said flyover is damaged with its wearing course on deck slab. The vehicles using
this flyover are suffering from the pot holes on the surface. There are many chances of over
turning of vehicles on this bridge due to turns on the bridge. It is also observed that some
vehicles are overturned & damaged the electric poles on the bridge.
Considering the heavy traffic load it is decided to provide 80mm thick Paver block for
the bridge portion. Since there is a heavy traffic Permission from traffic department given for
the part wise portion i.e. it is necessary to carryout the work in parts.
An estimate is prepared for the part length of 70 meters approximately for amount
Rs.4,97,940/- considering the item of milling & 80mm thick Paver block the rates are adopted
from the PWD / DSR for road year 2006 – 07.
Since the monsoon is approaching fast the work needs to be carried out urgently to have
traffic safety. Therefore after approval the work will be carried out on A-1 / A-2 basis by
calling the short quotation notice.

Sub : Providing & fixing 80mm thick Paver blocks at internal road
from Information booth to Petrol Pump at Wadala Truck
Terminal.
The tender for the above mentioned work were invited by publishing
tender notice in the news paper on dated 14.04.07.
The sealed tenders were received on 09.05.07 the agency M/s. Relcon
Infraproject Pvt. Ltd., who is the lowest bidder has quoted 30.69% above the
estimated rate which seems to be higher side. The contractor has asked to reduce
their offer but they are enable to reduce their offer up to satisfaction of Engineer-
in-charge.
As such it is mentioned that road from information booth to Petrol Pump
i.e. entrance of Wadala Truck Terminal is carrying heavy loaded traffic such as
Trailors, Tankers, RMC Trucks, Tourist Buses, Trucks etc. There also new
weight Bridge of 100 MT capacity has been installed by lessee. There are no. of
heavy vehicles coming to this weigh bridge by this road.
During the last monsoon the major stretch of internal road have received
extensive damages in the form of deep pot holes. The Local Corporator and user
of Truck Terminal has complained regarding the damages of road also there is
complaint from road monitoring committee to repair this road surface.
As such the monsoon season is already started it is not possible to carryout
bituminous work on this road therefore it is proposed to cancelled above
mentioned tender and to revised the estimate by considering item of providing
80mm thick concrete paver blocks including the Wet Mix Macadam & D.L.C. for
sub base as to strengthen the existing road surface and to have good riding quality
surface for vehicular traffic in long term.
An estimate is prepared considering 150 mm thick wet mix macadam,
100 mm thick D.L.C. and 80mm thick paver block for an amount of
Rs.98,01,000/- the rate adopted for estimate is from approved rate for tender at
Wadala Truck Terminal.

it is necessary to complete the work as early as possible to avoid further damages
to avoid further damages of road surface.
As the Metropolitan Commissioner has already given the administrative

It is necessary to appoint agency to maintain the garden developed in Ph-I for
one – year period, estimate prepared for the maintenance of developed lawn, shrubs,
trees and providing water by water tanker, supplying red earth, manure,
pesticides/insecticides, trimming of trees removing wild vegetation, weeding of lawn
etc. and the new recreation ground (R.G) marked on the Ph-I plan near Amenity
Building is considered for development.

The road from culvert E to Hemant Manjrekar Marg i.e. Sion – Koliwada
connector road is having loaded traffic flow due to plants located in Ph – IV area of T.T.
Wadala. Also there is Weigh Bridge located in this area therefore loaded Trucks, Tailors
Dumpers are coming to this road due to such heavy traffic during current monsoon
period the major portion of this road is damaged by creating large no. of pot holes on
road surface. The internal roads in Ph – I of T.T. Wadala are also damaged in some
places i.e. between Amenity Bldg., and A-1 Bldg., the junction of internal roads and
also the stretch of road from information booth to Rawoli channel.
The major road stretch is from (A)West side compound wall of Ph – I, T.T.
Wadala to culvert ‘C’ (B) from culvert E upto Hemant Manjrekar Marg (C) is internal
roads of Ph-I, T.T. Wadala. To have smooth traffic flow on these roads the potholes
needs to be repair by dressing to the existing surface after that laying Bituminous
Macadam & Asphalt Concrete layers on it.
In view of above the pot holes on roads are surveyed and the area
for stretch (A) is 193 Sqm, for stretch (B) it is 1298 Sqm and for stretch (C) it is 877
Sqm is needs to be repaired by laying BM & AC.the total area is 2370 Sqm.
An estimate is prepared for an amounting to Rs. 11,46,550/- the rates taken for
the estimate are DSR rates for Year 2007-2008
Since monsoon period is over and fair season is started it is proposed to carryout
the work of repairs by laying B.M. & A.C. by calling tenders from experienced agency.

As per tender there is no provision for removing and refixing kerb stones on the boths
sides of the roads. The vehicular heavy vehicular traffic is continuously plying on this road
towards Sion as well as Anik Wadala road, uneven surface of this road changed the alignment
of kerb stone along the both side of the road.
It is necessary to provide the kerb stone along the both side of the road. The length of
kerb stone required to be removed and refixed is calculated upto 912 meters. Also there are
SWD manholes which needs to be raised and water entrances both side of roads need to be
repaired & to fixed closable precast gratings on water gullies along this road. The rate for all
these items are taken from the approved tender rate in WTT in the year 2007. The cost works
out to Rs.1,98,100/-.
The work will be carried out on Extra item rate list basis from the same agency as an
urgent basis.

Sub : Repairs to Swaminarayan flyover bridge from Everard nagar to RCF circle
on Eastern Express Highway (Part I, II, III, IV & V).
The administrative approval for the above mentioned work was obtained from then
Metropolitan Commissioner. But because of monsoon season the nature of work was changed
i.e. Bituminous Macadam to Paver block. As during monsoon Bituminous Macadam work
cannot be carried out.
The road monitoring committee has been directed to improve the condition of bridge by
any way which is possible considering this the ultimate solution to have long life good surface
the fixing of paver block was decided.
Due to the heavy traffic and continues flow of traffic it was necessary to have a traffic
permission from traffic Police Chembur & Wadala R.T.O. The permission to carryout work by
traffic Police in phase manner is given & not continues therefore it was not possible to take up
the work at full stretch of the bridge. Therefore it was necessary to take up the work in the
patches i.e part by part as per traffic permission. Therefore it was necessary to split the work
as per the availability of stretches.
As regards the responsibility to maintain this flyover, the said bridge is constructed by
MMRDA through PWD. Several D.O. letters were sent to PWD at the level of then
Metropolitan Commissioner. But there were no response to take over this flyover. Therefore
it needs to take proper care as it dangerous to traffic and life of commuters as well as structure.
In view of the above and as approved by Metropolitan Commissioner we may release
the payment for the above mentioned works.

The compound wall on Eastern side as well as West side around the Ph – I
of T.T. Wadala is found damage at some places. The Anik Wadala Road is going along
the Eastern side compound wall of T.T.Wadala. The intensity of traffic is high on this
road; there are chances of trespassers entering through this broken wall directly in the
Truck Terminal area for illegal activities and theft. It is necessary to repair this
compound wall at these locations.
Considering items of pulling down the stone masonry, providing new masonry,
providing coping wherever necessary, applying sand faced plaster the estimate is
prepared for an amount of Rs.4,92,500/-. The rates adopted for the estimate are taken
from the Bldg, DSR year 2006-2007.
Since the work is of urgent nature needs to carried out on A-1, A-2 basis.

Sub : Repairs to Swaminarayan flyover bridge from Everard nagar to RCF circle
on Eastern Express Highway.
The above mentioned flyover opened for traffic in 1994 to divert the traffic load on
Sion circle. This traffic is diverted from Wadala / Shivadi to Eastern Express Highway from
Anik Wadala road at Barkat Ali Naka. Heavy vehicles coming from Bombay Post Trust using
this road to join the Eastern Express Highway without disturbing the traffic on Eastern Express
Highway. The BEST is also giving service on this road upto Kurla at one end & docks on the
another end.
It is necessary to keep the bridge in good working condition for that epoxy coating is
needed to be given at the bottom surface of beams, columns, caps. The item includes one
primer coat and 2 epoxy coats over it. This will protect the concrete beams from erosion.
Considering above the estimate is prepared for maintaining bridge surface by providing
epoxy for bridge length of 287 mt. & 7.50m wide bottom.
The amount comes to Rs.35,29,300/- (Gross) & Rs.32,98,400/- (Net).
After approval the B-1 tenders will be called by publishing tender notice in news paper.

The above mentioned work was awarded to on ‘AT PAR’ to M/s. M. Devang
Construction Co., vide Work Order No. ED/TTW/Imp.Road/06-07 dt.16.10.07.
The original time period for this work was one month from the date of Work order i.e.
upto 15.11.07.
The above mentioned work is in progress and 75% work has been completed by the
contractor and 25% balance work needs to be carried out in extended period.
The agency has submitted their request letter to extend the time period for further one
month i.e. upto December 15, 2007. As there are extra work i.e. removing & re-fixing of kerb
stone, rasing & repairing of manholes, water gullies etc. and scope of work increases at
junction of entrance. Due to limited hours for traffic permission for heavy traffic, the work
cannot be carried out continuously for full day.
In view of the above we may consider the request of contractor to extend the time
period upto 15th December 2007.

Sub : Providing epoxy coating to the Swaminarayan flyover from Everard Nagar to
RCF Junction on Eastern Express Highway.
The above mentioned flyover opened for traffic in 1994 to divert the traffic load on

monsoon the paver blocks was provided on carriageway of this flyover.
It is necessary to keep the bridge structure in good condition the epoxy painting is very
much necessary to protect the concrete surface as well as structural members from the bad
environment. The work includes one primer coat and 2 epoxy coats it on flyover. This will
protect the structural members from erosion and also gives good aesthetic view.
In view of above an estimate is prepared for epoxy painting to flyover surface for
bridge length of 425mt. & 7.50m in width.
The estimate amount works out to Rs.45,52,400/- (Net). The rates adopted for estimate
is PWD / DSR Rd. flyover for the year 2007 – 08.
After approval the B-1 tenders will be called by publishing tender notice in news paper.

The T&C Division on 8th floor of MMRDA office building have been taken up the
renovation work.
Therefore the present staff is to be shifted at Wadala Truck Terminal office building for
temporary basis to day to day activities. The officers of T&C Division, Chief Engineer, Dy.
Chief Engineer, Executive Engineer will be sitting at Wadala Truck Terminal office building.
Therefore the entire renovation Wadala Truck Terminal A-1 Bldg. 1st floor office.
The renovation work includes the item of PVC flooring internal painting, W.C. bath,
tiling, vertical blinds & misc. work.
An estimate is prepared considering above mentioned item for an amounting to
Rs.4,98,200/-. The rates are adopted for estimate is from PWD Presidency Division DSR for
the year 2006 – 07 & approved rate for other items.

This vehicles are continuously plying on this road.

providing coping applying sand faced plaster, protective coating, painting the estimate is
prepared for amounting to Rs.38,10,976/- (Gross) & Rs.35,28,681/- (Net). The rates adopted

Pavement Design :
Since this road is constructed on marshy land and affected with the tidal
condition in the Mahul creek. The consultant has suggested the ground improvement
by installation of stone columns 600mm dia., and depth of 10m and providing non-
woven Geo textile below the embankment for the stability of embankment & to avoid
further settlement.
The traffic survey is carried out & on the base of that pavement design is done,
traffic growth rate 3.5, cumulative traffic for 30 years etc. (design report kept at Page
c/s).
Accordingly pavement composition Pavement Quality Concrete (PQC).. is
consider for three lanes on either side and one last lane of 2m wide is considered in
bituminous layer having layers of GSB 300mm, WMM 250mm, DBM 150mm &
Bituminous concrete 50mm thick and 2.2m wide raised footpath having 60mm thick
Paver block surface on both side. The provision for Storm Water Drain & utility duct is
also made.
The Pavement Quality Concrete (PQC) M-40 grade for the thickness of 30 CM
is provided on top surface. Below this PQC the provision of Dry Lean Concrete (DLC)
M-10 of thickness 150mm is considered & below DLC the Granular Sub Base (GSB) of
300mm thickness is to be provided. Along this road there is open nalla having width of
6m adjacent to ISBT for length of 400m & nalla adjacent transit camp having width of
5m for length of 400m. These both nallas are planned to convert in to Box Drain. Also
there is low lying area adjacent to this road approx. 400m length needs to be supported
at the edges therefore construction of concrete retaining wall is proposed to support the
road embankment (Approx. 400m length). One box culvert near Pratiksha Nagar is
proposed for the drainage water coming through Pratiksha Nagar & joining ISBT nalla
through this box culvert.
The street lights is also considered in this estimate.
The detail estimate is prepared considering the above mentioned points –

The estimate is based on current PWD DSR, Rate Analysis for non DSR items
and Rates adopted from the work of concrete of road at Bandra – Kurla Complex.
This estimate is scrutinized and submitted herewith, with view to get competitive
rates and to ensure wide publicity it is proposed to publish the tender notice in the
leading National & Regional Level News Papers as per Government Norms. It is also
to put the tender notice on Web Site of MMRDA for giving wide publicity. Also copies
of tender notices will be sent to the other Government bodies for given wide publicity.
Administrative Approval :
To carry out the work under MUIP a proposal was submitted to the authority in
its 119th meeting held on 28.09.2007. Authority accorded the Administrative approval
to carryout the works at Wadala Truck Terminal for an amounting to Rs.40.88 Crores.
A copy of the minutes of meeting for the same is kept on Pg. c/s.
Budget Provision :
The Budget provision in the current year 2007 – 2008 MMRDA has made
Rs.575 Crores for MUIP work (Phase – I, II, III).

During the Metropolitan Commissioner visit it has been directed to carryout the
external painting work for the external walls & anti fungus treatment to the stone
cladding. Since construction the building was not painted therefore at present
external painting has been spoiled and need to be re-painted to have better durability
of external surface and good esthetic view it is proposed to solvent base acrylic paint
and also there is Malad stone cladding provided at Ground level which has been
attack by fungus which gives a shabby look. Therefore it is now proposed to remove
the fungus by cleaning & to provide anti fungus chemical treatment to protect the
stone surface from attack fungus in future. Also the items has been consider for the
repairing building premises such as chainlink fencing, main gate entrance, paver block
& kota stone flooring in the compound and balcony railing, collapsible gate etc.
In view of the above detail the estimate prepared for an amount of
Rs.32,22,419/- (Net) and Rs.33,83,540/- (Gross) the estimated rates are based on
current DSR of Presidency Division 07 – 08 Government of Maharashtra. The
expenditure is debited to task II – 1 for Wadala Truck Terminal. The Tender notice can
be published in the news paper by giving 15 days notice period as per the norms. The
Hon’ble Metropolitan Commissioner has accorded the Administrative approval to the
same the copy of the same is kept at Pg c/s.

Hon’ble Metropolitan Commissioner has accorded the Administrative Approval for the
above mentioned work for an amount of Rs.5,00,000/- vide office note kept @ Pg. c/s.
An estimate is prepared considering above mention items for an amount of
Rs.4,99,300/-. The rates are adopted for estimate from market enquiry collecting
quotation from the specialized agencies who is carrying out similar type of work.
The quotations has been collected from the following agencies.

Detailed Engineering & PMC (DE & PMC) for the roads in an around the Truck
Terminal Wadala & ISBT vide work order reference No.1. The Consultancy fees for
the work is 2.75% of the estimated project cost. The scope of the services shall be
stipulated in the Terms of Reference (T.O.R.) of the main contract agreement.
M/s. STUP Consultant has carried out the plain table survey, geotechnical
investigation and submitted Draft Final Report, Detail Estimate Bid document and
drawings etc. except tender evaluation. Therefore it is proposed to fees due 95% of
Rs.21,92,326/- i.e. Rs.20,82,720/- and Service tax 12.36% i.e. Rs.2,57,423/-. The
total fees works out to Rs.23,40,133/- as mentioned in invoice submitted by M/s.
STUP consultant Pvt. Ltd. The bill prepared of Rs.23,40,133/- in favour of M/s. STUP
Consultant Pvt. Ltd, for construction of Sion – Koliwada Connector Road from Anik

Every year before monsoon desilting of nalla is required to be done to avoid the
flooding in nearby located Slum area of T.T. Wadala. The nallas namely required to be desilted
are J.K. Chemical nalla, nalla along the D.P. Road along Ph. IV boundary, nalla from
Pratikshanagar to Mahul creek, nallas in MUTP transit camp area, open Storm Water Drain in
Ph – I of T.T. Wadala.
It is also required to maintain the free flow of nallas during the monsoon by removing
floating material with the labours engaged & JCB to remove the slush gathered in the nallas
from adjoining slum area of MUTP transit camp, Pratiksha nagar area.
After the monsoon in fair season antiflood measures are required to be taken by
cleaning the choke up pipes, cleaning the culverts and to clear the nalla flow.
Considering all the above an estimate is prepared for –
(a) Pre-monsoon desilting.
(b) Antiflooding measures during monsoon.
(c) Maintenance of nallas after monsoon.
The cost works out for -
(a) Pre-monsoon desilting Rs.69,96,690=00
(b) Monsoon works (anti flooding measures) Rs. 4,64,580=00

appreciated and generally agreed layout submitted by Architect

Accordingly M/s. Dilip Kulkarni & Associates, Architect has prepared an
estimate for Interior work with Air-conditioned etc. as given below.

electric meter from MSEDCL. As this office is in MSEDCL area, regular load shedding
for about 2.5 Hrs. daily is carried out. Considering the load shedding, a diesel
generator of 160 KVA to take care the full load is proposed. Provision of automatic
operation of D.G. Set is made in this estimate. A separate proposal for required diesel
(fuel & oil) & operator cum electrician for this office will be submitted on completion of
this work.

III) Air-conditioning work :
The entire office area is proposed to be made air-conditioned by providing
ductable split units of total 33 TR capacity & 4 Nos. split room units of 2 TR / 1.5 TR
capacity. Necessary ducting etc. is considered in this estimate.

1. It is proposed to extend the services of M/s. Dilip Kulkarni & Associates,
Architect on he same term & condition who is working for MMRDA office Building to
this work also. Total consultancy charges on the approved by MMRDA i.e. 1.45% +
Service Tax 12.36% comes to Rs.2,02,800/-.
2. An estimate is supported to accord the Administrative Approval please by the
Hon’ble Metropolitan Commissioner. After Administrative Approval, work will be
carried out by inviting tender notice publicly in the news paper as per Government
Resolution, keeping time limit for completion of work is 4 (Four) months from the date
of work order.

office order dt.02.11.2007 at Sr.No. 3 the Superintending Engineer, has vested with
the power of Rs.1.25 Crores for according Administrative Approval. The cost of the
present work is Rs.17,97,000/- only. Hence, Administrative Approval has been
granted by the Chief Engineer on 22.11.2007 Kept at Pg. 1 N/s.
However, it is clarified by Account Division that No Administrative Approval
power with Technical officers. Full power to accord the Administrative Approval up to
Rs.10 Crores is with Honorable Metropolitan Commissioner.
As such it is necessary to obtain the Administrative Approval from Honorable
Metropolitan Commissioner. Hence, it is put up to accord the Administrative Approval.

mainly 90’ D.P. Road and internal Roads at Phase – I of T.T. Wadala. The cost of D.P.
Road is works out to be Rs.26.57 Crore and the cost of internal road approximately
come to be Rs.94 Crore. Thus the project cost would be Rs.120.57 Crore. The
Consultancy charges will be Rs.2.71 Crore, same is submitted for approval please.
2. The Consultant has submitted Detailed Project Report for the work of D.P. Road while
submitting proposal the original cost for D.P. Road was work out on the basis of
Per Km cost of concrete Road of MUIP work. However, while calculating the revised
cost the following items are need to be consider as per site condition and soil condition
such as Ground Improvement, Training of nallas, Cross Drainage Works, Retaining
wall and provision of Road side duct.
Therefore the cost subsequently increased to Rs.26.57 Crore. This has already been
approved by the Hon’ble Metropolitan Commissioner.

The contractor has started the work and same is in progress but due to
monsoon season work has stopped. Since the work order is issued in the month of
June 2008 immediately after issuing work order the rainy season is started therefore
work cannot be progressed.
The contractor has requested for extension of 4 months time period i.e. upto
14.11.08 (letter kept at Pg. 159 c/s). The work consist of major item of external
painting which cannot be carried out during the rainy season. Which can damage the
newly, painted surface and there will not be proper binding with the surface the work
must be done in fair season to get good results / appearance.

Sir,
In order to provide link between Truck Terminal, Wadala and external road network, the
construction of flyover on Eastern Express Highway (EEH) was essential. This flyover near
Everard Nagar falls on the connector to the Eastern Express Highway. Therefore, PWD
constructed this flyover for which MMRDA arranged funds.
Since Eastern Express Highway carries major traffic and Anik-Wadala Road is an
important artery, construction of this flyover was necessary considering the magnitude of
traffic.
The MMRDA has already taken up the implementation of MUTP & MUIP to improve
the traffic conditions in the City of Mumbai. Improvement to Western Express Highway &
Eastern Express Highway are also included in the MUIP. The Everard Nagar flyover therefore
plays an important role as it takes the traffic from the Wadala Truck Anik Road, Eastern
Freeway & APLR (being constructed by the PWD) to the Eastern Express Highway without
disturbing the traffic on the Eastern Express Highway.
The PWD has a number of flyovers on Eastern Express Highway, Western Express
Highway and Sion – Panvel Highway, which are maintained by the PWD. The Everard Nagar
flyover is therefore part of these flyovers, hence need to be maintained by the PWD.
You are also aware of the fact that the MMRDA has constructed this flyover through
the PWD providing funds. However, it is not taken over by the PWD for maintenance since
1994, hence the condition is deteriorating day by day. If the bridge is not maintained by the
PWD then an asset to the City will keep on deteriorating.
I would, therefore, request you to take over this flyover as early as possible and
maintain the same at your cost.

During site visit to Amenity Building by Honorable Metropolitan
Commissioner, it has been decided to provide a well furnished Guest house in
this Building. To give the better aesthetic view and to have neat & clkljean area
around this Building it is proposed to provide a 80mm thick paver blocks through
the existing agency M/s. Essbee Enterprises, who has awarded the work of paver
blocks Road in Ph-I of Truck Terminal Wadala.
Also there is a complaint from weight bridge owner regarding damaged
portion in front of weigh bridge. Due to this damaged portion there is a
possibility of accident by tilting the vehicles such as Tailors, Tankers, Trucks etc.
which is coming to weigh bridge. This work has accordingly being carried out at
these two locations. Also increase in some quantity of DLC because of additional
area of Paver Block.
Also during the site visit by Engineer-in-charge for ongoing work of Road
from Petrol Pump to Sion – Koliwada, it has been decided to encase the pipes
(300mm & 900mm dia) laid for Storm Water Drain by providing M-15 grade
concrete as such these provision is not made in the estimate.
The total net Excess amount is Rs.7,53,521/- as shown in Excess Saving
Statement. This tender has been approved by the Honorable Metropolitan
Commissioner. In view of the urgency to complete the work before monsoon.
The work was carried out from existing agency M/s. Essbee Enterprises. Since
the above excess expenditure had to incurred for ensuring soundness & durability
of Storm Water Drain system for this road. The contract was approved in T & C
Division. The Chief T&C is competent to approve the additional expenditure.

The nalla is flowing from Almeda compound area through transit camp and joining at
J.K. Chemical nalla at Sion – Koliwada Road which is carrying the all slum discharge having a
total length of 400m. Adjacent to this nalla there is a primary school having a small children
because of this kaccha nalla there is a lot of bad smell and created a unhygienic condition to
due slum discharge. Also slum dwellers adjacent to this nalla is throwing a garbage directly in
the nalla flow due to this there is obstruction in nalla flow which create flooding situation and
creating a bad smell therefore it is necessary to have a proper section to maintain the nalla and
to keep this clean regularly.
There is also request from school Principal that there should be proper wall having a
fencing over the wall which protect the school children to any mishap and also to protect the
school property from the local theft.
To have a neat and clean area and nalla it is proposed to train the part of this nalla by
constructing uncoursed rubble masonry on both side and provide a barbed wire fencing over
this wall adjoining the school plot side.
An estimate is prepared for Part length of 120 Rmt drain UCR wall & Barbed wire
fencing for an amount of Rs.24,67,605/- gross.
The rates are adopted for estimate is from PWD – DSR for the year 2007 – 08.
The expenditure incurred will be debited Task II – I of Wadala Truck Terminal.
As this work has to be carried out on urgent basis, it is proposed to publish short tender
notice giving 15 days time period in the news paper. The draft tender notice is also prepared for

appointed by T&C Division.
It has been decided to provide a sitting arrangement for these staff at Wadala Truck
Terminal, A-1 Building. Therefore it is necessary to provide an additional Cabin by alteration
in the existing office premises by providing PVC Sintex board partition in the existing office
premises at Wadala Truck Terminal. Considering the availability of open space five new
cabins can be provided. Also there is a leakage from West side window chajja therefore it has
been decided to provide waterproof work along this chajja to protect from leakage.( Drg.
Enclosed).
An estimate has been prepared for the PVC Sintex board (20mm) thick partition and
waterproofing treatment for window chajja for an amount of Rs.4,96,700/- (Net).
The rate analysis considering the market rates for the partition item has been prepared
and other items rate consider is approved rate & DSR rate.
Since the work is an urgent nature it is proposed to carryout the work on A1 / A2
agreement basis by collecting quotations.

The Fire Station officers are occupied the Fire Station premises in the Amenity
Building at Wadala Truck Terminal. The complaint letter received from Fire Station Officers
regarding the request to carryout the miscellaneous repair work such as aluminum window
frame & glass, door shutter, W.C. & bath repairs including salt glazed earthenware pipe, gulley
trap. Also they are requested for the window safety grill for the ground floor rooms to have
protection against theft. Also it is observed that there is a leakage from Toilet block of floor
Unit No.104 & 107 on 1st floor, because of this there is a creation of unhygienic condition at
ground floor passage. Therefore it is difficult to use the passage, also there is a leakage from
2nd floor toilet block due to that 1st floor, MMRDA office getting damage and creating
unhygienic condition. Therefore it is very much necessary to carryout repair work by carrying
waterproofing for these toilet blocks.
An estimate has been prepared considering the above items for an amount of Rs.
4,86,200/-. The rates are adopted from the current PWD DSR Presidency Division (2007 – 08)
& approved rates for other items. Since the work is urgent nature will be carried out on A-1 /
A-2 agreement basis by calling quotations.

--- Sewerage system work ---
The sewer lines are laid along internal roads of Wadala Truck Terminal, Ph – I, by
MCGM as a deposit work in the year 1992 are not in operation at this stage because there is no
connection with Municipal Sewer network due to construction of Pumping Station issue is yet
to be resolved.
From the correspondence, it is seen that the work of pumping station & rising main was
to be carried out by the MCGM on deposit basis & the entire cost of this was to be borne by
MHADA & MMRDA who are the beneficiary of this pumping station.
However the issue of construction of pumping station and rising main was not yet
resolved. In the mean time MHADA has finally constructed a S.T.P. exclusively for their entire
development at Kokari Agar at their own cost.
Now as the MMRDA is proposing to carryout concretization of internal roads it is very
much necessary to carryout work of sewer line, therefore we have approach to MCGM Sewer
Project Planning Department. In the reply MCGM has suggested that MMRDA should design
and construct the sewerage network with Sewage Treatment Plant arrangement for entire
development of Wadala Truck Terminal.
Under the circumstances mentioned above it is proposed to appoint a Consultant or ask
the STUP for design & construct sewerage network with S.T.P.

5th July 2007 (Three Days).

related to function such as Octonorm partitions & doors for Cabin to have privacy for
discussions with public, temporary Cabins, revolving Chairs, Executive Chairs, Chemical
toilets, Sofa, Woolen carpet etc.
There are extra item of Octonorm partitions which is not included in the tender. The
rates are ascertained from market by collecting quotations for these items (Comparative
Statement for the same kept at Pg. c/s) M/s. Pratap D. Thakkar & Co. rates are lowest.

During the site visit of Hon’ble Metropolitan Commissioner to Wadala Truck Terminal.
It has been decided to furnish and make the flat No.103 & 104 as Guest House of MMRDA, on
first of the Amenity Building at Wadala Truck Terminal.
Accordingly, necessary work of renovation, furniture, painting (internal & external),
plumbing, electric work & miscellaneous work has been carried out in the Amenity Building.
Also it has been directed to provide foldable shade (owning) on the open terrace
admeasuring 20m length & 4.10m wide at the first floor level of the Amenity Building, which
can be used as sitting arrangement for Lunch, Dinner for the Guest / Visitors / Officers on
various function. And also fixed type owning at the main entrance at ground level.
The foldable shade is consist of Aluminum frame and PVC fabric on top which will
resist the direct sun light & rains in rainy season. And to provide fixed type shade consist of
M.S. frame & 3mm thick Acrylic sheet admeasuring 3.20m length & 2.50m wide at the main
entrance at ground floor.
We have obtained the Administrative approval for carrying out work at Guest House for
an amounting Rs.71.00 Lakhs. Probable expenditure so far is 61.10 Lakhs as such the work
will be carried out from saving amount of Administrative approval.
Considering the above mentioned items and estimate has been prepared for the same
for an amount of Rs.1,91,100/-on the basis of Market Rate.
The expenditure will be incurred from the budget of Wadala Truck Terminal. Since the
work is of urgent nature same will be carried out on A-1 / A-2 Agreement by calling quotations
from the agencies who has carried out similar type of work.

completed.
Therefore we may consider their request as the work of desilting is to be carried
out before the current monsoon i.e. June 2008. However it is to mentioned that no
payment for the work will be made till receiving the required Bank Guarantee &
Additional Bank Guarantee from the agency. The draft work order is prepared and put

During the site visit Chief T & C, directed to provide I-Section barricading to arrest the
entry of trucks on car roads. It was observed the heavy trucks are entering on car road & same
was parked on car road which are causing the huge traffic jam & obstruct the traffic movement
on car road.
Also there is a possibility of accidents due to this type of situation. Therefore it is
necessary to arrest the heavy vehicles on car road. For arresting this trucks the I – Section
barricading is consider for the height of 2.5m as shown in the drawing enclosed.
Considering the provision an estimate is prepared for an amount Rs.4,10,510/- (Net) &
Rs.4,31,100/- (Gross). The rates are adopted for the estimate from Bldg. DSR Presidency
Divn. (Yr. 2007-08).

MMRDA has constructed 4 buildings A1, B1, B2 & D2 in Wadala Truck Terminal
for the office premises and godowns in the year 1994. The structure of RCC frame
type with sloping concrete slab provided at the terrace.
The last external painting of above 4 buildings were done in the year of 2000.
At present the external painting has been spoiled and needs to be re-painted. The
existing surface of external painting is of cement paint. However, for the better
durability of surface structure now it is proposed to paint with acrylic paint.
Also it has been observed in many places plaster is damaged therefore sand
face plaster is taken in the estimate, oil paint for wood work & grill is also taken. There
are damaged of duct sheet providing G.I. Sheet on duct portion is taken. Dholpur
stone cladding work is also need to be repaired.
In view of above the detailed estimate is prepared for an amounting to
Rs.65,71,920/- (Net) & Rs.69,00,600/- (Gross). The estimated rates are based on
current DSR 06 – 07 PWD Government of Maharashtra.
The expenditure will be debited to task II – 1 for Wadala Truck Terminal.
The tender notice can be published in the news paper by giving 15 days notice
period as per norms.

Annual contract for the above mentioned work was expired on 02.05.06 and
same is extended upto 02.11.2007. During site visit the Hon’ble Metropolitan
Commissioner has directed to keep the environment of Truck Terminal clean and green.
For cleaning the agency for sweeping & cleaning the area is appointed. Now for
keeping it green it is necessary to appoint the agency.
It is necessary to appoint agency to maintain the garden developed in Ph-I for
one – year period, estimate prepared for the maintenance of developed lawn, shrubs,
trees and providing water by water tanker, supplying red earth, manure,
pesticides/insecticides, trimming of trees removing wild vegetation, weeding of lawn
etc. and the new recreation ground (R.G) marked on the Ph-I plan near Amenity
Building is considered for development.
An estimate for the above works amount to Rs.17,97,000/- net is prepared and
kept at Pg. 3 c/s to 11 c/s.
The rates are taken for the items are approved rates for same work in the last
year i.e. 05-06 and the rate for preparation of lawn is taken from horticultural DSR year
The expenditure incurred will be debited to task No. II - 1 W.T.T.
The draft tender notice for the same is prepared and kept at Pg.15 c/s. After
approval the same B-1 tenders will be called by publishing tender notice in news
papers.

It is observed that on site during site visit that the water gulley covers (40 Nos.)
fixed on water gullies on newly constructed road to Sion – Koliwada Connector Road
& other Roads and the manhole covers on the another road are found missing from the
place. The new G.I. pipe line laid in the ground for public toilet area is also found
missing (nearly length of it 100 feet). The debris is also found dumped on K-1, K-2, K-
3 plots area near idle parking.
The Security agency is appointed by Land Cell to guard the entire Wadala Truck
Terminal area, of Ph-I, II, IV.
The Lands Manager is requested to instruct the security agency to protect the
property of MMRDA.

Sub : Providing and constructing UCR masonry & chain link fencing
around A-1 Building premises in Ph-I for Parking the vehicles at
Wadala Truck Terminal.
During the visit of Chief T&C Division, it has been observed that parking open
space behind A-1 Building is being used for repairing the vehicles.
Therefore, the officers vehicles for Mono Rail & Metro Rail there is no sufficient
for parking space. It is suggested to restrict the entries for other vehicles on this open
plot by providing the compound wall and one entry gate. So that our officers vehicles
may be parked on this plot. The office note in this regard is received from Marketing
Manager kept at Pg. c/s.
An estimate is prepared for the compound wall by providing UCR masonry &
Chain Link Fencing on wall and one M.S. gate at the entrance. The estimated cost
works out to Rs.7,68,000/-(net) and Rs.8,60,160/- (gross)
The work will be carried out by calling B-1 quotation publicly in news papers as
per rules in force. The tender notice is kept Pg. c/s.

been proposed for the encroached land and compound wall for the open land as
demarked by Land Cell division plans attached.
The total length for boundary is 5000 m as per the plans attached by Land Cell
division. The 4600 m length is considered for barbed wire fencing and 400 metre
length considered for UCR masonry compound wall.
An estimate is prepared for barbed wire fencing rate analysis and for UCR
masonry wall from current PWD DSR i.e. Year 2008 – 2009. The net estimated cost
works out to Rs.45,18,944/- (Net) and Rs.50,61,218/- (Gross).
