Sir,
This is to inform you that due to increasing of Modular furniture
for another 10 person in this office CPWD ( RCD ) Ranchi, has worked
out the fresh preliminary estimate of expenditure and submitted to this
office for administrative approval and expenditure sanction so that work
can be executed by the CPWD during the financial year 2009-10.

I am to enclose herewith the preliminary estimate ( four set )


probable cost amounting to Rs. 9,90,281/= submitted by the CPWD
(RCD) Ranchi for your counter signature as a token of your
administrative approval and expenditure sanction and a copy of the same
may please be forwarded to Sri R. C. Hurra, Asstt. Inspector General,
CISF (MHA), 13 CGOs Complex, Lodhi Road, New Delhi- 03 with a
request to releasing of fund at the earliest. .

Sub:- Clarification regarding doubt raised during the


Checking/verification of pay fixation cases as per
Recommendation of 6th PC.

Sir,

During the verification/checking of pay fixation cases as per


recommendation of 6th Central Pay Commission the following
doubt/question arises which needs to be clarified from the Ministry of
Finance, for settlement of correct fixation as per rule.

1) What would be the entry grade pay of Constable appointed


in CISF on or after 01-01-2006 Rs. 5830/= with grade of Rs.
2000/= or Rs. 6460/= with grade of Rs. 2000/=.

2) In CISF few Asstt. Commandant ( pre revised pay scale


8000-275-13500) have been granted senior time scale in the
pay scale 10000-325-15200/= and again they are being
promoted to the same scale in the rank of Dy. Commandant
on regular promotion . In such case under which rule their
pay should be fixed on grant of senior time scale and on
their regular promotion.

3) Whether the benefit of 3% increment may be given on


promotion without change of grade pay.
4) A person has been awarded the punishment withholding of
one / next increment for one year without cumulative effect
in pre revised scale. Since there is no stage in the revised
pay scale in such case the procedure to release such
increment after 01-01-2006 may please be clarified as there
is no stage in the revised pay scale.

5) The authority has ordering the punishment reduction of pay


of a government servant to a lower stage in his time scale
( pre revised scale ) as a measure of penalty . On
completion of such punishment after 01-01-2006 the
procedure for restoration of such reduction in revised scale
may please be clarified.

works has already been submitted to your office vide Controller of
Accounts (Home), New Delhi letter No. CA/MHA/Misc/08-09/4 dated 30-
07-2008 but the Administrative approval and Expenditure sanction for
Rs. 1412590/= has not been received so far. A copy of the letter No.
CA/MHA/Misc/08-09/4 dated 30-07-2008 alongwith preliminary estimate
for the above said work is enclosed herewith for further action at your
end please.

The following attached CISF personnel has worked very sincerely


during 2008-2009 to settled all the GPF final payment case,
Superannuation Pension , Family Pension case. The manual calculation
of New Pension Scheme Ledger is completed up to 31-03-2009. Due to
their sincere efforts PAO 2K is successfully running in this office with
achievement of more than 97 % . Hence it is proposed to grant

Kirar who has appeared in the written examination for her
admission in class – prep for the session 2009-10 at your school
and she has successfully cleared the examination. In this
connection, I would like also to admit my son at your school in
class- I , as because it will be very difficult for me to manage
both the children in two different school i.e. maintaining their
different timing, bus, uniform etc.

My son master Mukund Kirar is very well in study and my


son is ready to appear in the admission test if desired by you. I
am also assured you that my son is able to fulfil every
requirement for his admission in your institution.

In view of the above circumstance, it would be very


grateful to me if you allow me also to admit my son in class- I at

CISF DM Bn. Mundali ( Orissa )

The head of office CISF DM Bn. Mundali has raised few


doubt on pay fixation of their unit personnel under 6 th pay commission
-2008 and also requested to depute two official from this office for
checking/Verification of pay fixation cases on the recommendation of 6th
pay commission.

In the light of above request Sri R.K. Kirar, AAO & Sri
Aibhan Lakra, Sr. Acctt. from this office has been nominated to proceed
CISF Unit , DM Bn. Mundali for checking/verification of pay fixation
cases of CISF personnel of DM. Bn. Mundali.
