The undersigned attempts to conduct a study entitled “Mapping SUC Priorities vis-
à-vis World Universities Ranking System: Policy Direction for Internationalization”
leading to the degree Doctor of Education, major in Educational Management.
In this regard, the undersigned is respectfully requesting from your office a letter
of endorsement addressed to the Regional Director of the Commission on Higher
Education, CHED – Region IX to gather data from State Universities and Colleges
(SUCs) in Region IX.

With the advent of the 21st century, becoming a globally competitive higher
education institution (HEI) has been the prime target among thousands of HEIs like State
Universities and Colleges (SUCs) in the Philippines. Along the ever-increasing demands of
quality and excellence in education and international competitiveness, world university
rankings emerged.
In this regard, the undersigned deemed it considerably to map SUCs priorities vis-à-
vis world universities ranking system in selected SUCs in Region IX – Zamboanga
Peninsula, Philippines during the Calendar Year 2013-2014 as basis for drawing policy
direction so as to meet the criteria that increase position in the university ranking hierarchy.
Earnestly hoping that your institution will afford benevolent response anent to data
gathering through administration of questionnaire and document collection. Please find
ANNEX 1 - Endorsement from the Commission on Higher Education (CHED) – Region IX
Office.
Your feedback is very important for SUCs to better define targets and promote a
more distinctive profile and the idea of a highly ranked university to generate internal
changes and transformation, including greater internationalization.
