IRR 1.0 BACKGROUND

IRR 1.1 The 1st NFJPIA XII Debate Competition is an annual academic
event that will be conducted during the Annual Regional
Convention. It seeks to showcase the ability of the JPIAns to
make solid arguments with well - grounded substantiations,
coupled with persuasive delivery and team dynamics. It also
serves as a conduit of interest in active discourse, as it is a
venue of witty and knowledgeable interactions.

IRR 2.0 OBJECTIVES


IRR 2.1 To develop the ability to make compelling arguments;
IRR 2.2 To improve the ability to interpellate;

IRR 2.3 To be well-versed in expressing oneself and one’s ideas in


English;
IRR 2.4 To stimulate critical thinking;
IRR 2.5 To develop ones self-confidence and to boost morale;
IRR 2.6 To instill the concept of teamwork; and
IRR 2.7 To build camaraderie and to establish a unified NFJPIA.

IRR 3.0 GENERAL QUALIFICATIONS

IRR 3.1 The Non-Academic Events of the ARC is open to all bona fide
members of the NFJPIA F.Y. 2019-2020, and to the registered
delegates of the ARC.
IRR 4.0 GENERAL REQUIREMENTS
IRR 4.1 Duly accomplished application form.

IRR 4.2 Soft copy of latest registration form, identification card or valid
JPIAN ID

IRR 4.3 The Regional Councils must then compile all application
requirements and send the requirements of the team/s in a
zipped file to: r12vpacademics.nfjpia1920@gmail.com on or
before December 21, 2019.

IRR 4.4 File format of sending the requirements to the Regional


Councils email must be:

IRR 5.0 GENERAL GUIDELINES

IRR 5.1 Each regional council may send one (1) entry to the debate
competition composed of three speakers.
IRR 5.2 Each entry must come up with a unique team name.

IRR 5.3 Participants must be in their executive attire during the


competition proper.
IRR 6.0 MECHANICS
IRR 6.1 The Asian Parliamentary Debate Format will be used.
IRR 6.2 Match-ups will be determined by draw lots.
IRR 6.3 The language to be used is English.

IRR 6.4 Each team is required to register fifteen minutes before the
start of the competition. All the teams are required to attend
the orientation. A team arriving five minutes after the program
had started shall be considered in default.

IRR 6.5 The teams shall be given 20 minutes to prepare their speeches
and to research within or in close proximity to the venue.
Laptops, broadband and dictionaries shall only be the items
allowed during the competition.
IRR 6.6 The competition shall be composed of three rounds:
Elimination, Semi-Final, and Final Rounds.

IRR 6.7 The Board of Adjudicators shall be composed of a Chief


Adjudicator and two Deputy Chief Adjudicators. They shall
decide on the winning team. Their decision shall be final and
therefore irrevocable.
IRR 6.8 Adjudicators judge the rounds with the following criteria:

Matter 45%
Arguments, POI’s, Content of Speeches, Analysis and
Substantiation
Manner 30%
Delivery, Gestures, Eye Contact, Persuasiveness, Use
of Notes
Method 25%
Structure of speeches, Team Dynamics, and How
speeches work as a whole in the team’s cases
Total 100%

Adjudicators will accord speaker scores to the debaters during


the elimination rounds and will be averaged. The top three
speakers will be acknowledged as the 3rd Best Speaker, 2nd
Best Speaker and the Best Speaker, respectively. Scoring
criteria is as follows;

70 – 72 Weakness greatly out-weigh strengths


73 – 74 Weakness out-weigh strengths; below average
75 Strengths and weaknesses are equal; average
76 – 77 Strengths out-weigh weaknesses fairly, delivered
an above average speech
78 – 79 Strengths greatly out-weigh weaknesses, excellent
speech
80 No observable weak points

Reply speeches are scored with the regular criteria divided by


two.
IRR 7.0 TECHNICAL RULES
IRR 7.1 The debaters shall speak in the following order:

a. Prime Minister - 5 minutes


b. Leader of the Opposition - 5 minutes
c. Deputy Prime Minister - 5 minutes
d. Deputy Leader of Opposition - 5 minutes
e. Government Whip - 5 minutes
f. Opposition Whip - 5 minutes
g. Opposition Reply - 5 minutes
h. Government Reply - 5 minutes

IRR 7.2 Reply speeches can be given by only the first 2 speakers of
each side.

IRR 7.3 During the debate proper, the debaters shall be guided by the
following signals;
i. First clap – first minute has passed
ii. Second clap – one minute remaining
iii. Consistent claps - time is up

IRR 7.4 POI’s or Point of Information can be raised after the first clap
until the second clap which will be delivered within 15 seconds
only. POI’s can be clarificatory, informative, inquisitive or
rebuttal. POI’s are highly encouraged for a dynamic debate.

IRR 9.0 ENFORCEMENT OF THE IMPLEMENTING RULES AND REGULATIONS

IRR 9.1 It shall be the primary duty of the National Vice President for
Non Academics and the Federation to efficiently and
effectively enforce the provisions stated in this Implementing
Rules and Regulations. The Federation also has the sole right
and power to interpret the contents of this Implementing Rules
& Regulations and their decision will be final and irrevocable.

IRR 9.2 The National Adviser or his duly designated representative shall
act as legal adviser to the National Vice President for Non
Academics and the Federation, and shall render legal
assistance as may be deemed necessary in carrying out the
provisions of this Implementing Rules and Regulations.

IRR 10.0 AMENDMENTS OR REVISIONS

IRR 10.1 The Federation shall be vested with the exclusive power to
revise and amend the Implementing Rules and Regulations.

IRR 10.2 Any amendments to or revisions to this Implementing Rules and


Regulations may be proposed by any member of any Regional
Council upon a written request of such member, stating the
reasons thereto and sent to the National Vice President for Non
Academics for initial review. Any proposed amendments not
done in writing must be deemed null.
IRR 10.3 Any request for amendments and revisions as well as proposed
amendments must initially be reviewed by the National Vice
President for Non Academics then to be forwarded to the
National Executive Board for discussion, editing and final
approval and to be noted by the National Adviser.

IRR 10.4 Upon receipt of the proposed amendments from the National
Vice President for Non Academics, the National Executive
Board shall have the right to debunk any proposed revisions
and amendments which are deemed unnecessary and
inapplicable to the Federation. The final decision on any
inclusions and exclusions to this Implementing Rules and
Regulations must be determined by a majority vote of all
National Executive Board in which the National Vice President
for Non Academics is included.

IRR 10.5 Amendments to particular provisions in this Implementing Rules


and Regulations shall be allowed provided that such
amendments will be communicated to stakeholders at least
two weeks before it could take effect.

IRR 11.0 SEPARABILITY CLAUSE

IRR 11.1 If any clause, provision, paragraph or part of this Implementing


Rules and Regulations shall be declared unconstitutional or
invalid, such judgment shall not affect, invalidate, or Impair
any other part hereof, but shall be merely confined to the
clause, provision, paragraph or part directly involved in the
controversy in which such judgment has been rendered.

IRR 12.0 REPEALING CLAUSE

IRR 12.1 Any rule and regulation or resolution or part/s thereof


inconsistent with the provisions of this Implementing Rules and
Regulations are hereby revoked, amended, and/or modified
accordingly.

IRR 13.0 EFFECTIVITY

IRR 13.1 This Implementing Rules and Regulations shall take effect
immediately after its presentation and approval from the
National Executive Board.
