Flue Gas De-Sulphurisation package 7 units of 2 projects Bakreshwar Thermal

Power Station (5x 210 MW) , Santaldihi Thermal Power Station 2x 250 MW

Presently FGD projects are being implemented by the Central & State Power utilities in order to
meet the deadline set up by MOEF. NTPC has already awarded more than 25 nos of FGD
projects to GE, BHEL , L&T, MHPS , ISGEC and other contractors. As a result this companies
are busy executing the projects and are not interested to bid for State Utility Projects. Recent
bids called by KPCL, Mahagenco and UPCCL has attracted only single or atmost two bidders.
WBPDCL has published the above bulk tender with last date of submission as 14-01-2019.

The present tender published by WBPDCL is very restrictive in nature and looking at the market
conditions very few bidders seem to be interested and are getting qualified. There is more
probability of WBPDCL receiving single bids for the above project.

The major concern is about PQR requirement of Qualified FGD Manufacturer (QFGDM). As per
the tender conditions the PQR defined for QFGDM is defined as below “Qualified Wet Flue Gas
Desulphurization System Manufacturer (QFGDM) means a manufacturer who has executed/
owner of technology for Wet Limestone based flue gas treatment unit (capacity not less than
5,00,000 Nm3/hr), with desulphurization efficiency of at least 90% in minimum of three (3) nos.
of different thermal power generating units out of which one (1) no. of such installations are in
different country other than where the product has been manufactured, as on the date of bid
opening (Stage-I). QFGDM must have the above mentioned capacity installations, in operation
for a period not less than two (2) years covering the defect liability period for such units which
are all to have been installed during the preceding 10 years as on the date of bid opening
(Stage-I)”

As per the tenders published by NTPC, DVC, RRVUN, KPCL, Mahagenco, UPPCL,GSECL
and other state utilities the following PQR for QFGDM is accepted by them and is
reproduced below “Qualified Wet Limestone based Flue Gas Desulphurisation (FGD) System
manufacturer. The Bidder should have Designed, Engineered, Supplied, Erected / Supervised
Erection, Commissioned / Supervised commissioning of at least one (1) number of Wet
Limestone based Flue Gas Desulphurisation System, having flue gas treatment capacity of not
less than 20,00,000 Nm3/hr, with desulphurisation efficiency of at least 90% operating in a
pulverised coal fired power plant. The above wet limestone-based Flue Gas Desulphurisation
system should have been in successful operation for a period not less than Two (2) year, prior
to the date of Techno commercial Bid opening.”

Request:

The present PQR is very restrictive in nature and will not encourage competition and may lead
to single bid situation. PQR criteria for QFGDM prevailing may be followed by WBDPCL which
will enable WBPDCL to get more bidders for the above project ensuring competition as well as
competitive price.
