review of the PNP Professional Code of Conduct and
Ethical Standards.

DEFINITION OF TERMS

Code of Ethics – written set of guidelines in accordance with the


primary values and ethical standards

Ethics - what is right from wrong

Morale - state of mind and emotion related to confidence,


cheerfulness and discipline to work

Values - are beliefs, principles and philosophies that are important,


cherished, prized, upheld and defended

Virtue - the quality of moral excellence

A. United Nations General Assembly Resolution 34/169 of


17 December 1979.
Accordingly Law enforcement official shall;

1. At all times fulfill their duty imposed by law


with the high degree of responsibility.

2. Respect and protect human dignity

3. Use force only when strictly necessary

punishment to any person.

1. Misplaced Loyalty – self sacrifice for the sake of his


fellow law enforcer.

2. Cynicism - police view all citizens with suspicion

misunderstanding and scorn, of low wages and self-
serving administrators.
5. Preferential Application of the Law - what the law

6. The Police as “Untouchables” - "contempt of a
person in uniform”

7. Rewards - it is acceptable to accept any type of


reward as long as it was given wholeheartedly by an
individual to a police office.

8. Due Process - means of protecting criminals at the


expense of the law abiding.

9. Lying and Deception- use to protect the law enforcer


or get a conviction on a “bad guy.”
