CASE OPERATIONS

PLAN
DEFINITION of TERMS
PROJECT PROPOSAL - a recommended
general plan of action envisioned to
undermine a target threat group or
organization with the ultimate objective of
neutralizing its ranking personalities and
machinery in a specified time frame.

INTELLIGENCE PROJECT - all Project


Proposals approved by higher
headquarters, Offices/Units and competent
authorities.
CASE OPERATIONS PLAN
 a time - phased plan of action under an Intelligence Project
directed against a specific personality(ies) under a threat
group or organization through infiltration and penetration by
an Action Agent/s (AA) and other means with the ultimate
objective of neutralizing the target personalities

 a definite target-specific activity conducted in relation to an


Intelligence Project under which it is effected. Several Case
Operations may fall under one Intelligence Project. It is a
“last resort” measure to pursue intelligence objectives when
normal police operations fail.
AGENTS

 ACTION AGENTS (AA) - are recruited,


documented and dispatched intel agents with
access and / or placement in a target
personality’s group or organization. Receive
and implement orders from an AH.

 PRINCIPAL AGENT (PA) -an intel agent who


has developed his info net within a target
organization or a particular area of
operations.

 AGENT HANDLER (AH) - an organic member


of an Intel Office/Unit who directs, controls
and supervises the activities of AAs to
enhance the success of a certain Case
Operation.
CASE OPERATIONS

 SUPPORT AGENT (SA) - is a person who


extends administrative or operational
assistance to an AH or AA.

 TARGET - is a person, organization,


installation or activity considered inimical
to national interest and security and is the
objective of an Intelligence Project or
COPLAN.

 CASE OPERATIONS OFFICER - any


Intelligence Officer who initiates and
implements a COPLAN.
 COPLAN’s Basic Requirement - Action
Agent and a target, the former must
have proper access and placement,
documented and dispatched.

 Case Operations’ Duration - 3 - month


time frame with intermediate objectives
to be attained within the period.

 Case Operations Termination - when


the objective and/or mission is
accomplished, it shall be deemed
terminated.

 Case Operations Extension - case– to –


case basis; otherwise, a new COPLAN
should be drafted in place of the
expired or dormant one.
Procedures for the Development of COPLANS
 Each RIO or equivalent Offices shall
encourage their Unit to spot and recruit
Action Agents for the development of a
COPLAN.

 Action Agent with limited access and poor


placement are considered informants, while
those with poor placement but with very
high access are considered Action Agents.

 PCOs shall be Case Officers however PNCO


who are capable Agent handlers may
become Case PNCO.

 COPLANS for approval and funding will be


submitted to IOD / DI or equivalent Office /
Division for further study and evaluation.
 Funding takes effect on the date of
approval.

 Financial support for a Case Operations


computed on a case – to - case basis.

 Additional AA maybe recruited and


incorporated in the Case Operations.

 RIOs / equivalent Offices may launch and


fund own Case Operations as springboards
for the development of a COPLAN that
would later be financed by higher Hqs.

 Upon termination, an After Operation


Report may accompany the final phase of
the Case Operations.
 The COPLAN should include provisions
for the appropriate disposition of
deserving AAs.

 For security reasons, only two copies of


COPLAN are maintained at all times.

 All those involved in the Case Operations


are bound to its secrecy even after its
termination.

 Reimbursement of expenses incurred in


the counteraction or neutralization
operations related to the Case
Operations may be requested.

 SITUATION:

A. Background: (Includes information of


the general situation leading to the
justification of the project. It should
include historical facts leading to the
current state of affairs.)

question, “Why case operations? Why not
just normal police operations?)

the Intelligence Project under which
the Case Operations is launched)

a number of interrelated objectives of
the Intelligence Project which the Case
Operations intends to achieve)

earlier designated as targets by the
Unit)
OPERATIONAL PLAN:

A. Concept of the Project: (The principles


remain the same, but much more specific
compared to the concept of the Project
under the Project Proposal)
B. Tasks: (The principles remain the same,
but more specific compared to the task
under the Project Proposal)

Who will perform the piece of work?


What piece of work is to be performed?
When to start the performance of the
task and for how long?
How should work be done?
And when found appropriate, why it
should be done?
What is the expected outcome?
 ADMINISTRATIVE:

A. Personnel. (Contains information of


personnel involved in the case
operations, including those not
available and is contemplated to be
employed for the purpose.)

B. Finance. The estimated quarterly


expenses (per diems and opns
expenses) of the Project as a whole.)

C. Supply and Equipment. Data on


supplies & equipment & its finances to
be used in the opns. Existing supplies
& equipment are not included.
ADMINISTRATIVE:

D. Transportation. (Vehicle & POL


requirements of the Case Operations)

E. Miscellaneous. (Refers to other


administrative data not covered in
the above paragraphs. May include
disposition of arrested persons/
captured enemy/recovered
documents, evidence, etc.)
COMMUNICATIONS: (Contains plan of
communications and other
communications agreements between all
persons, Offices involved in the Project.
This includes recognition and
identification, communication policies,
codes, etc.)

REPORTS: (Instruction on the type of


report/s and the frequency of submission
required from the Case Officer: the
Monthly Development Report (MDR),
Special Report and Information
Transmittal Sheet (ITS) submitted in
between MDR to disseminate significant
incidents.)
