“A RESOLUTION REQUESTING THE SANGGUNIANG PANLUNGSOD OF ALAMINOS CITY,

PANGASINAN TO MAKE AMENDMENTS IN THE TRAFFIC CODE OF ALAMINOS CITY,
PARTICULARLY THE TRUCK BAN CURRENTLY BEING IMPLEMENTED IN THE CITY”

WHEREAS, the City of Alaminos has an existing Ordinance known as

Ordinance No. 2005-22, known as the Traffic Code of Alaminos City,
Pangasinan;

WHEREAS, under Article 11, Section 19 of the said Ordinance it states:

“TRUCK BAN SHALL BE IMPLEMENTED FROM 7:00 AM UP T0 7:00 PM in the
Central Business District of Alaminos;

WHEREAS, the Truck Ban being implemented in the city is severely

affecting the prompt delivery of goods to the business community
resulting to monetary loss on their part;

WHEREAS, Ordinance 2005-22 also does not specifically define the kinds
of vehicle which are considered as “trucks” and which are included in
the ban;

WHEREAS, Ordinance No. 2005-22 also does not specify the limits and
boundaries of the Central Business District;

WHEREAS, it has also been observed that some of the delivery trucks
were parked on the inner streets which sometimes results to traffic
congestions in these areas;

WHEREAS, a window hour from 10:00 AM to 3:00 PM on the Truck Ban would
greatly benefit the business community and would not add to the
traffic congestion in the City of Alaminos
