MEMORANDUM
The Public Utility Vehicle Modernization (PUV) Program of the Department of Transportation enables the
LGUs to craft their own Local Public Transport Route Plan (LPTRP) – a means to empower them in
developing route-oriented transport plans. The LPTRP will guide LGUs in planning, designing, and
implementing local public transportation routes. Meanwhile, the LTFRB shall retain its role as the
economic regulator of the public transportation sector. It shall continue to take charge of the issuance of
franchises based on, but not necessarily limited to, the submitted LPTRPs from the LGUs.
Under the Department Order No. 2017-011, also known as the “Omnibus Guidelines on the Planning and
Identification of Public Road Transportation Services & Franchise Issuance,” the DOTr shifts the
determination and provision of public transportation services from the private sector to the public sector –
to reduce their dependence on the private sector in initiating the planning of transport systems.
We would like to inform you that as per the Department of the Interior and Local Government (DILG)
Advisory No. 2017-07 dated 21 November 2017, the Volume 1 of the LPTRP Manual can now be

The Manual aims to guide LGUs in determining the appropriate public transportation routes within its
locality based on passenger demand and corresponding public transport services. It is designed for
corridor-focused transportation route planning. A corridor approach takes a broad view of interconnected
factors that influence travel and enables more creative and collaborative approaches for addressing
transportation problems.
The DOTr, in coordination with the DILG and other concerned national agencies, the academe, and
development agencies, is organizing capability building activities on the latter part of the 1 st quarter of
2018. On the other hand, LGUs that are capable of preparing their own LPTRPs need not undergo such
capacity building provided that they seek advice from the DOTr on the required form and substance of the
same.
Realizing the importance of early planning and that, as early as now, some of you already wanted to work
on the LPTRP, we would like to know if you are interested to avail technical assistance from the DOTr in
advance. Please send the accomplished attached reply slip before January 5, 2018 so that we can inform
