Filipinos at any age undeniably come and go, or even
foreigners across the globe, with means of transport. Majority of the country’s population depends on Public Utility Vehicles or PUVs to reach a certain destination. Some may have owned private vehicles for personal usage. Primarily students, employees, adventurists and even common individuals choose to drive or commute with PUVs. Indeed, these vehicles are dominating in every street in the Philippines. It is also once called ‘’The Undisputed King of the Road’’. According to Godofredo Stuart. Down the chaotic streets of Manila alongside large buses, private cars, and taxi cabs an eye catching vehicle had made its way through. That is the Philippine Jeepney. Jeepneys are vehicles used as public transport in the Philippines. It is known for its crowded seating and flamboyant decorations which have become a ubiquitous symbol of Philippine Culture and Arts. (Culturetrip.com) Locally referred to as a Jeepney or Jeep, this interesting looking vehicle is an affordable mode of Public Transport and it continues to accelerate in every roadway throughout country. Creating its own name and brand in the field of transportation in recent years. On the other hand, The Undisputed King of the Road is now on its evolution phase due to the Jeepney Modernization Program introduced by Land Transportation Franchising and Regulatory Board (LTFRB) in 2015. This program seeks to minimize outdated and almost lethal Jeepneys in the streets, boost, passenger safety, and prevent pollution by imposing an age limit for transport vehicles. Development among Jeepneys probably help its passengers and drivers. With that the objective of the researchers is simply to understand how does an innovated Jeepney affect its drivers. If it makes the service more comfortable and convenient. At the same manner the researchers want to be aware of its headmost effect to the passenger’ side. The method to be used in this research will be through an interview. RESEARCH Descriptive QUESTIONS: A. •How does Modernized Jeepney become an avenue for road safety? B. Comparative •Why Modernized Jeepney is more recommended than the outdated regular Jeepney? C. Causal •Road Accidents: How does Outdated Jeepney led to casualties? BENEFITS AND BENEFICIARIES The study presented by the researchers entitled Jeepney Modernization Program: How does it affect a PUV driver’’, will be ultimately profitable to its beneficiaries in the sense that:
1.Drivers will be 2.Daily commuters in 3.To the road enforcers,
they’ll become aware and prepare to particular students, considerate and if the possible factors, employees and even possible they’ll also travelers will be the program may obtain patience somewhat sensible on bring to them, considering that their job the issue and at the same is really hard in the particularly the manner they’ll roads. The fact that old program’s impact to understand the condition Jeepneys are one of the their job, income and of the major transport most frequent vehicles in safety. today. the streets. 4.Transport Groups will also be conscious on the said Program and they’ll be free to stand and voice out their point of view. Through reading this study it may help them to become an active supporter or activist either of the said program. 5.LTFRB and DOTr, surely benefit because the study will give them a good opportunity to know the condition of their beloved drivers and the study will also serve as a medium for them to break new grounds in the field of transportation. 6.Economy will profit a lot or even the whole country for the reason that the program will increase the quality of living and also it could lead into a reduced traffic and majority of commuters will spend more time and attention on their works than being soaked in traffic. 7.Environment or Environmental Advocates will also avail, because they’ll be having another avenue to promote their advocacies for the environment. Since the program is mainly focusing on technological advancements while ensuring the safety of commuters and protection of the environment. SCOPE AND DELIMITATION The headmost aspiration of this study is to validity distinguish the centerpiece of how does an advanced and previsioned Jeepney affect a lot to its driver as well as to their income, health and safety. This study will be reaching drivers of Jeepneys from the Province of Leyte. The proposed respondents of this research will be around the maximum frequency of (5) five and at least minimum of (2) two individuals or until data is saturated. The upcoming one- on- one interview will be held under the premises of the house of the said respondents, with the proper procedures and execution. The interview will be surely done and performed with bound financial resources and just a restricted period of time, starting from the month of November 2019 and should not exceed March of 2020.
REVIEW OF RELATED LITERATURE
The CNN Philippines website once featured Zenaida Maranan, Leader of
the federation of Jeepney Operators and Drivers Association of the Philippines and Jun Magno, President of the Stop and Go Transport Coalition which talked about the Governments Jeepney Modernization Program during an interview with CNN Philippines. In Metro Manila, the iconic Jeepney is at risk of being phased out. A government program which aims to hopefully upgrade current Jeepneys with environment- friendly features and adding new routes. But, the transition might be too risky for drivers who say it might even drive them out of their jobs. As reported by Jovic Yee (2017), to help drivers through the transitions DOTr has partnered with the Land Bank of the Philippines and the Development Bank of the Philippines to provide the programs lending facility. Loans under the program carry a 6 percent interest and was payable within seven years. The Government has also set aside an initial subsidy of 2.2 billion pesos. The Land Transportation Franchising and Regulatory Board (LTFRB) noted that the 80,000 pesos’ subsidy per driver was enough to cover equity requirements. According to Llanesca T. Panti, 2017, President Rodrigo Duterte is bent on phasing out old Jeepneys next year even with the strong opposition of drivers and operators. Under the Jeepney modernization plan, Jeepneys and other public utility vehicles such as buses and vans aged 15 years and above will not be allowed on the roads. Based on the Philippine News Agency Website of the Department of Transportation (DOTr, launched the Public Utility Vehicles (PUV) Modernization Program which is an initiative that seeks to ‘’overhaul’’ the country’s public transportation system. The program has initially deployed 45 solar powered Jeepneys supplied by the Star8 Green Technology Corp. As discussed by Robertzon Ramirez and Thomas Orbos, the DOTr will remove Jeepneys that are at least 15 years old from governments transportation program. As explained by Narboneta (2016) in her study Metro Manila’s Public Transportation Sector. Implementing a Multimodal Public Transportation Route Planner Public Transportation provides commuters with a convenient method to reach their destination faster and cheaper compared with private vehicles. METHODOLOGIES The researchers used a Qualitative type of research. To define Qualitative Research, it is an inquiry where it’s considered to have a non- probability based sampling also the ‘’researchers’’ are the major instrument considering that the interpretation of the researchers are vital factors in a study. Thus this research is also classified as a Phenomenological Inquiry in the sense that the study or Phenomenology itself is an inquest of the development of human consciousness and self- awareness as a preface to or a part of philosophy, where the research is mainly circulating on the topic Jeepney Modernization Program. Speaking about the Data Collection, Interview or one- on- one interview will be the proposed method of data absorption. The researchers prefer to have an in- depth and thorough observations as well, since that all the data drawn will be varying depending on what the researchers go in for. The mentioned one- on- one interview will be done under the premise of the respondent’s homes. This will be performed through following all the Ethical Considerations and Observing just and right executions with no bias on the both two parties. Thematic Analysis is a method of analyzing qualitative data. It is usually applied to a set of texts; such as interview transcripts. This analysis can help produce trustworthy and insightful findings. The researchers also believe that Thematic Analysis provides a highly flexible approach that can be modified for needs of many studies. (Braun and Clarke, 2006; King, 2004). Therefore, this type of analysis will bet the most suitable or the fittest possible way for the study. The population for this research will be the residents or resident Jeepney Drivers from Dagami, Leyte and we will be targeting at least (2) or up to the maximum of (5) individuals. While Sampling Frame will be all male Jeepney Driver aging from (40-5-) years of age.
