SUBJECT : lssuance of Local Police Clearance

1. References:
a. DILG Administrative Order No. 2016-01 dated June 17, 2016
"Authorizing the Philippine National Police (PNP) to Design and
lmplement the National Police Clearance System;

b. PNP Memorandum Circular No. 2018 re: Guidelines and Procedures in

the lmplementation of the National Police Clearance System (NPCS)
dated May 8, 20't8;

c. Memorandum from CPNP dated December 7,2021 with subject: Policy

re lssuance of Police Clearance by NCPS-enable Police Stations; and

2. This pertains to the request of some police stations to issue local police
clearance by police stations which cannot issue generated National Police Clearance
(NPC). As per advise from the DIDM ITD Section, the police stations in Siargao
lslands, Surigao del Norte, Dinagat lslands, several police stations in Surigao del
Sur, and Agusan del Sur are given authority to issue local police clearance.

3. Those NPCS-enabled police stations must stop the issuance of local

police clearance. However, the DIDM strongly suggests that those adjacent and
nearer police stations to the NPCs-enabled police stations should encourage their
constituents to secure police clearance at the said station. lt is the purpose of the
organization to generate revenue and benefit not only the PNP but the public in
general.

4.ln this regard, you are hereby reminded to NHQ of previous issuances on
the strict adherence and compliance in the implementation of NPCS and to ensure
that only NPC will be issued in all NPCS-enabled police stations.
