1.0 SCOPE
This specification covers the fabrication and installation of all structural steel components.

2.0 CODES AND STANDARDS

Structural skids supplied under this specification shall be designed and fabricated in
accordance with:

2.1 AISC “Specification for the Design, Fabrication and Erection of Structural Steel for

Buildings”, Allowable Stress Design, 9 Edition.

2.2 AWS D1.1, “Structural Welding Code”, Latest Edition

2.3 Code of Federal Regulations, Title 29 (CFR 29), Part 1910, Subpart D (OSHA
“Occupational Safety and Health Act”) and local regulations. Where local regulations
and CFR 29 address the same issue, the stricter standard shall be observed.

2.4 ICBO: Uniform Building Code, 1997 Edition.

3.0 DEFINITIONS
3.1 Company: Block 15

3.2 Company, or its authorized representative(s).

3.3 Contractor: Person(s), company, firm, manufacturer or fabricator, and any of their
contractors or subcontractors, who will perform the work described herein.

4.0 DESIGN (Where CONTRACTOR Responsible for design)

4.1 Final dimensions of skid and all equipment to be mounted on the skid during transport
are limited to: 14 ft wide, 13 ft 7 in high, 66 ft long and 60 tons total gross shipping
weight.

4.2 The loads to be considered in the design shall include the weight of all materials
permanently affixed to the skid plus the weight of water when all vessels and piping are
full. Unless otherwise specified, the item shall be considered to be supported only by its
perimeter members at spars not greater than 10 feet.

4.3 Design shall include consideration of the loads imparted to the structure during transport
from the fabrication site to the loadout location, as well as loads imparted during loading,
unloading and offshore setting of the skid assembly. The minimum lateral design
acceleration shall be .5g. The minimum vertical design acceleration shall be 1.2g,
where “g” is the acceleration of gravity. The greater of the loads determined for in-place
analysis or transportation shall be used for design.

4.4 Skid components and attachments of equipment to skid components shall be designed
for lateral seismic in-place loading using Uniform Building code, 1997, Chapter 16,
Section 1634, Earthquake zone 4. Skid components used as attachment points to
COMPANY structure shall also be designed to resist the above seismic lateral forces.
Vertical accelerations due to seismic forces shall be provided for according to UBC
(1997) Section 1630.11. Design of skid structural members shall be in accordance with

the AISC Specification for the Design, Fabrication, and Erection of Structural Steel for
Buildings, ASD, 9th Edition, and supplements.

4.5 The skid structural assembly shall be sufficiently rigid so as to avoid damage to skid or
equipment during assembly, transportation, or installation, and to ensure proper position
and alignment of skid mounted equipment. In no case shall any member deflection
exceed L/300 for any load case contained in this specification.

4.6 For high speed (600 RPM and over) reciprocating compressors, CONTRACTOR shall
perform sufficient structural calculations to verify that no support beams have any
fundamental or harmonic frequency that is within 20% of the compressor speed range.
These calculations shall be submitted for review.

4.7 All drawings and calculations, including those for the lifting devices, shall be submitted
for review and approval prior to initiation of fabrication.

4.8 The item shall be constructed so that the complete package, including all specified
equipment and piping mounted in place, can be lifted with a single hook and four
padeyes, without spreader frame, to position the skid package on a foundation. If this is
not practical, an alternate lifting arrangement shall be proposed, and all required
spreader frame and rigging shall be supplied with the skid.

4.9 Each sling and shackle shall be selected to have a safe working load no less than its
share of the structure static weight, including the effects of sling angle with the
horizontal plane. Design of padeyes and slings shall be based on industry standard
shackles; padeye hole diameter shall be based on lowest steel grade industry standard
shackle. Safe working load is defined as the manufacturer’s minimum ultimate load
divided by four. Design sling lengths (a minimum of two) shall be selected from
common sizes available on the basis of having preferably approximately a 60° angle
(minimum 45°) with the horizontal plane when connected to the padeye and the lifting
hook. The design sling lengths and shackle size shall be specified on the padeye
drawing. Design sling lengths and shackle sizes shall be reviewed by the COMPANY
prior to finalizing the design.

4.10 Each padeye (lift point) and connection of the padeye to the structure shall be designed
to carry no less than its share of the structure static dead weight with a 2.0 load factor.
The effect of design sling angle with the horizontal shall be included in the design of the
padeye and the connection of the padeye with the structure. The padeye and
connection of the padeye to the structure shall also be designed for a simultaneous out-
of-plane load equal to 5% of the axial load on the padeye at the pin hole. Stress levels
for the padeyes and connection of padeyes to the structure will be limited to the
standard AISC allowables for static load.

4.11 The structure (i.e., all structural members transmitting lifting forces) shall be designed
for the static dead weight of the entire structure with a load factor of 2.0 and with each
sling carrying its share of the static dead weight. In addition, when a lifting system is
used that connects four lift points to a single point, the structure shall also be designed
for the following case.

Static dead weight of the entire structure plus a 1.50 load factor on either opposite
diagonal pair of padeyes. It shall be assumed that a third sling is present to prevent
structure rotation relative to the slings, but carries no load. Also, the designer should
ignore any structure and sling flexibility.

4.12 Stress levels for structural members transmitting lifting forces and directly connected to
the padeyes will be limited to the standard AISC allowables for static load. Stress levels

padeyes shall be limited to the standard AISC allowables for static load.

4.13 Padeyes (lift points) shall be symmetrically located about the center of gravity of the
package, with all equipment and piping, mounted and in place. Padeyes shall be
oriented to the center of gravity of the package.

4.14 The COMPANY will supply a drawing or otherwise describe the platform supporting
beams on which the skid package, etc., will be placed. The structural steel item covered
by these specifications shall be designed in such a manner that the weight of the
complete package can be safely transferred to the supporting platform structure.

4.15 Upon completion of the skid assembly, the CONTRACTOR shall supply to the
ENGINEER a certified print showing actual skid weight and center of gravity. The actual
center of gravity shall be determined by calculation or actual lift of the skid.

5.0 STRUCTURAL REQUIREMENTS


5.1 All load bearing members shall have full penetration welds.

5.2 All seams and joints shall be either full penetration welded or seal welded to prevent the
collection of moisture in cracks.

5.3 Except for piping and equipment which must be removed from the baseplate for
maintenance, all items shall be secured to the baseplate by welding. Piping and piping
items shall be secured by clamps bolted to pipe supports.

5.4 Centerline dimensions shall be held within 1/8” for critical dimensions involving field tie-
ins. This tolerance applies to overall dimensions and shall not apply separately to
subdivisions of overall dimensions.

5.5 Stairs, ladders, cages, platforms, handrails, etc., shall be provided as required, and shall
conform to Code of Federal Regulations Title 29 (OSHA) Part 1910 Subpart D including
but not limited to the following requirements:

5.5.1 Ladders shall have a minimum width of 16”. Rungs shall be round with 3/4”
minimum diameter. Ladders 15’ tall or taller shall be equipped with cages
beginning approximately 7’-6” above the lower ladder landing. Ladder rails shall
extend 3’-6” above the upper landing.

5.5.2 Stair landing platforms and treads shall be made of a bar grating with a non-slip
design. Landing platforms shall have a minimum width of 36”. Stair landing
platforms shall be equipped with handrails, knee-rails and toe boards.

5.5.3 All handrails and ladder side-rails shall be constructed of 1-1/2” Schedule 40
pipe unless otherwise noted on COMPANY’s drawings.

5.6 All skid corners and exposed pipe support ends shall be constructed with a minimum
radius of 1 inch.

6.0 DRAIN PAN REQUIREMENTS (where specified)


6.1 Drain pans where specified are to be designed so as to:

1. catch potential spillage and/or leakage from skid equipment and piping

2. effectively transport liquids into the drain system

6.2 Drain pans must be provided with a 1/4” thick (minimum) steel plate bottom on a
minimum slope of 1/8” per foot. Adequate support must be provided to prevent buckling
and formation of low spots. Drainage through webs of intercostals is not permitted.

6.3 Drain pans must be provided with a collection trough to accumulate liquids from the pan
and transport them to appropriate discharge points. Troughs shall have a minimum
slope of 1/8 inch per foot.

6.4 Drain pans must be provided with discharge points located transverse to deck beams,
giving due consideration to location of skid, location of platform beams, and clearance
requirements for field installation of vertical drains at discharge points. Discharge points
must be provided with accessible screens for preventing large, solid debris from
entering the drain system. Discharge points must be flush with the bottom plate of the
drain pan to avoid creating a liquid trap which cannot be drained. Drain points shall
comply with requirements of purchase specification for the specific skid equipment.

6.5 Total clearance requirements for drain pan and trough must be considered in selecting
structural members. Depths of main and intercostal beams must be such that, as a
minimum, the above slope are achieved. Where section sizes permit, the maximum
slope possible shall be used.

6.6 All skids with drip pans shall have 1-1/4” galvanized serrated bar grating over all open
areas of the baseplate. Grating shall not be used as a mounting surface for equipment
or supports.

6.7 All skid drain connections shall be 2”.

7.0 MATERIAL
7.1 Structural steel used shall be new and in accordance with the following ASTM
specifications:

7.1.1 Shapes and Plates: ASTM A36 or ASTM A992, Grade 50

7.1.2 Tubulars: ASTM A53 Gr. B or ASTM A106 Gr. B

7.2 Grating shall be one of the following:

7.2.1 Fibergrate Vicor 1” thick, 1-1/2” square mesh molded grating as supplied by
Aims, Inc.

7.2.2 1-1/4” thick, 1-1/2” square mesh molded fiberglass grating. (Equal to Fibergrate)

7.2.3 1- 1/4” x 3/16” serrated steel bar grating. Grating shall be hot-dip galvanized
after complete fabrication. All grating edges to be banded.

Grating type 7.2.1, 7.2.2 or 7.2.3 shall be selected by COMPANY after receipt of bids.
Fiberglass grating shall be attached using stainless steel grating clips.

7.3 High strength or special alloy steels shall be furnished and used only as indicated on the
drawings.

7.4 Classification of all steel furnished shall be supported by mill certificates. Copies of
these mill certificates shall be furnished before incorporating any of the material in the
structure.

7.5 Bolts shall be ASTM A307 galvanized or cadmium plated.

8.0 WELDING STRUCTURAL


8.1 All welding (except pressure piping) shall be in accordance with the American Welding
Society, Structural Welding Code-Steel, AWS D1.1.

9.0 INSPECTION AND WELDING

9.3 COMPANY may elect to use any applicable method, such as radiography, ultrasonics,
magnetic particle, trepanning, etc. to check weld quality (particularly on load carrying
members, padeyes, splices and pressure pipe). This inspection shall be at the
CONTRACTOR’s expense.

9.2 Defective welds, after repair, are subject to radiographic or ultrasonic reexamination at
the CONTRACTOR’s expense.

9.3 Any rejected welds, which upon destructive examination were found to be
acceptable, shall be repaired and reinspected at COMPANY expense.

9.4 Required NDE and documentation:

9.4.1 100% UT on all beam to beam welds (full penetration welds).

9.4.2 100% UT on all load bearing members.

9.4.3 All welds shall receive Penetrate Testing or Magnetic Particle Testing.
