HIGH VOLTAGE DISCONNECT/GROUND SWITCH TESTING

1.0 PURPOSE

This procedure provides a safe, standardized approach for the initial inspection,
checkout, testing, and data documentation of high voltage disconnect/ground
switches. Equipment integrity will be checked by visual inspection, verification of
mechanical/electrical functions, operational tests and confirmation of adequate
insulation dielectric withstand capability.

2.0 SCOPE

This procedure is applicable to all Bechtel projects and covers all outdoor/substation
high voltage disconnect/grounding switches for which a Bechtel entity or
subcontractor has startup/commissioning responsibility

3.0 DEFINITIONS
High Voltage – Typically voltages greater than 35kV; however, the intent is for this
procedure to apply for transmission and distribution substation disconnect and
ground switches which in some cases will apply to switches below 35kV (i.e. 24kV
gas insulated switch, etc.).

4.0 RESPONSIBILITIES

4.1 Project Startup Manager

Responsible for the overall execution of the Startup/Commissioning Program and


ensures Startup activities are performed in compliance with department and project
procedures.

4.2 System Startup Specialist


Has ultimate responsibility for coordination of all startup related activities for assigned
systems.

4.3 Startup Specialist

Has responsibility for detailed checkout and testing in accordance with this
procedure. Coordinates with discipline engineers, operations, and test performers to
accomplish testing and completion of procedure test records. The Startup Specialist
is ultimately responsible for the performance of all evolutions of this procedure.

4.4 Operations Supervisor

The individual responsible for day-to-day operation of the facility (Startup Shift
Supervisor, Startup Operations Supervisor, Control Room Operations Supervisor,
Utility Operations Supervisor, etc.). Note that work on this type of equipment may
require coordination with the utility’s Operations Department.

4.5 Environmental Safety and Health (ES&H) Representative

Participates in and provides input to Safety Task Analysis Risk Reduction Talk
(STARRT)/Job Hazard Analysis (JHA). Provides ES&H coverage for test activities
and walk downs.

5.0 PREREQUISITES AND SAFETY PRECAUTIONS

5.1 Prerequisites
5.1.1 Equipment to be tested is under jurisdictional control of the Bechtel organization
responsible for performing the testing. For example if that organization is
Startup/Commissioning the equipment must be turned over according to SWPP 4MP-
T81-01601, System Completion and Turnover.
5.1.2 Verify that test equipment is calibrated within its normal calibration interval and
document on the High Voltage Disconnect/Ground Switch Testing data record,
Attachment 1.
5.1.3 Verify that the equipment is correct (per data sheets, specifications, etc.) and
installed in accordance with project design documents and manufacturer’s
manuals/drawings. Also verify that the system installation is complete to the extent
necessary to properly support equipment operation. Review system/component
punch list.
5.1.4 Review the manufacturer’s instruction manual(s) for testing requirements, special
precautions and/or limitations specific to the equipment/system’s components.
5.1.5 Verify that power for motor operation and controls is tested and available (temporary
power may be utilized).

5.2 Safety Precautions

5.2.1 Areas under test must be clean and free of loose debris and only authorized
personnel are permitted in test areas.
5.2.2 Systems (complete or partial) or equipment under initial test where high energy will
be introduced for the first time must be physically walked down to ensure
unauthorized personnel are removed from test areas. As required, personnel may be
stationed at designated locations to keep test areas free of unauthorized personnel.
Emergency egress routes must be identified and verified clear of obstructions.
5.2.3 Equipment Lockout/Tagout (LOTO) requirements in support of this activity must be
implemented in accordance with SWPP 4MP-T81-01307, System and Equipment
Safety Lockout/Tagout. Alternately, the utility’s isolation procedures may be utilized.
5.2.4 Conduct a pre-test briefing incorporating STARRT/JHA. (CP-105, Safety Task
Analysis & Risk Reduction Talk/Job Hazard Analysis). Discuss test performance and
expected results with involved personnel. Personal protection equipment (CP-205,

Personal Protective Equipment) identified in the STARRT/JHA is required to be worn


during performance of this test.
5.2.5 Special attention must be provided for protection of personnel and equipment.
Ensure precautions such as barriers, flagging, danger signs, horns, area restrictions,
grounding, etc., are used to protect personnel and equipment as necessary (CP-214,
Barricades and Signs).
5.2.6 Immediately terminate testing if any unusual noises or anomalies occur, or if design
limits that may compromise the safety of personnel or equipment are exceeded.
Immediately notify the Project Startup Manager and the site ES&H representative (if
applicable) of such occurrences. Notification of the utility’s Operations Department
may also be necessary.
5.2.7 Assure adequate access is provided to all required areas during the test.
5.2.8 Establish appropriate level of communication between test and Control
Room/Operations Center personnel.
5.2.9 When conducting tests with the switch, ensure that the primary circuit is de-energized
and isolated. If testing is to be performed with the primary circuit energized, it will
typically be done under the utility’s work standards.
5.2.10 Following testing, leave the switch in position as determined by Operations or as
appropriate for the system conditions.
5.2.11 Follow the requirements of SWPP 4MP-T81-03314, Working on or Near Energized
Circuits, as appropriate.

6.0 PROCEDURE
NOTE: The manufacturer’s instruction manual takes precedence over this procedure
in the event of conflicts. Detailed equipment checkout and operation shall be
according to the manual.

6.1 General

6.1.1 Portions of this procedure such as conductor labeling, supply fuse/circuit breaker
sizing checks and remote functional checks overlap with activities covered in STCP
530-U07-00311, Scheme Checking. The documentation of those activities relative to
testing outside of the component switch will be covered by that STCP.
6.1.2 Temporary alterations installed during testing shall be recorded on the High Voltage
Disconnect/ Ground Switch Testing data record, Attachment 1. Temporary alterations
that are to remain following completion of testing shall be logged according to the
requirements of STCP 520-U07-00226, Control of Temporary Modifications.
6.1.3 The commissioning may be performed with the assistance or under supervision of a
technical advisor from the switch manufacturer or other qualified worker. The test
procedure and data records utilized should be used in conjunction with this
procedure.
6.1.4 This procedure is meant to be used for all types of substation switches (air break, oil
filled, gas/vacuum bottle, etc.) and therefore some inspections and tests will not apply
in every case.
6.1.5 Even though the process map indicates that all testing is to be performed under
Startup, some activities may be performed under direction/supervision of the

manufacturer’s technical advisor or other qualified worker during the Construction


phase (i.e. mechanical alignment).

6.2 Visual/Mechanical Inspection

6.2.1 Inspect for, cleanliness, physical damage/defects, proper anchoring and grounding.
6.2.2 Compare nameplate data to design specifications for correctness and record on the
data record.
6.2.3 Verify that final mechanical alignment has been performed (note that final alignment
should be performed after the permanent connection to the substation bus is
complete).
6.2.4 Verify correct switch clearances in the closed and open position as well as during the
transition in between positions.
6.2.5 Verify correct final open position (i.e. >90° for vertical opening switches, etc.).
6.2.6 Verify critical distances on operating mechanism as identified by the manufacturer.
6.2.7 Inspect operating mechanism and SF6 gas system in accordance with manufacturer’s
instructions.
6.2.8 Verify correct blade alignment, blade penetration, travel stops and arc interrupter
operation.
6.2.9 Verify local open and close label marks located at operator eye level match the main
contacts close and open positions after the mechanical alignment has been
completed.
6.2.10 Verify all specialty items (maintenance devices, tools, etc.) for operation,
maintenance and/or testing provided by the manufacturer are available for use and
eventual turnover to the client.
6.2.11 Verify proper lubrication on moving parts and surfaces.
6.2.12 Verify auxiliary relays, switches, and other components of the switch are installed per
applicable drawings and that each device is properly identified.
6.2.13 Verify fuses for the proper type and rating.
6.2.14 Verify fuse holder has adequate mechanical support.
6.2.15 Check control wiring and terminations are in accordance with good workmanship
(training, routing, termination tightness, etc.). Check terminations and factory
installed conductors have markers and are properly identified as per manufacturer’s
drawings.
6.2.16 Verify correct oil level.
6.2.17 Perform any other visual/mechanical inspections as per manufacturer’s instructions.
Include manufacturer inspection/test data record or list additional work on the test
data record.
6.2.18 Verify the installation and proper grounding of the operator grounding mat to be
located in front of the local manual crank handle of the H. V. switch when available.
6.2.19 Record as found operation counter readings.

6.3 Switch Testing

6.3.1 Perform mechanical operation tests on the operating mechanism in accordance with
the manufacturer’s instructions.
6.3.2 Verify operation of all mechanical interlocks (usually detailed in the manufacturer’s
manual).
6.3.3 Verify correct operation of motor operator limit switches.
6.3.4 Test the SF6 gas system for leaks in accordance with the manufacturer’s instructions.
6.3.5 Verify correct operation of SF6 alarms and switches in accordance with the
manufacturer’s instructions.
6.3.6 If required and provisions are made for sampling, remove a sample of SF6 gas for
testing in accordance with the manufacturer’s and/or client’s requirements. If no
requirements are stipulated, test for the following: moisture (per hygrometer),
decomposition byproducts (ASTM D2685), dielectric breakdown (hemispherical
contacts at 0.10 inch gap) and SF6/N2 or CF4 ratio.
6.3.7 Remove a sample of oil for testing in accordance with the manufacture’s and/or
client’s requirements. If no requirements are stipulated, test for the following:
dielectric breakdown voltage (ASTM D877), Color (ASTM D1500) and visual
condition (ASTM D1524).
6.3.8 Verify correct operation of indicating devices.
6.3.9 Verify no unintentional grounds on the vendor wiring control circuits by performing an
insulation resistance test at 500VDC for 1 minute (in cases where the electronic
components cannot tolerate megger voltage test levels, a multifunction meter utilizing
the resistance function can be used).
6.3.10 Perform an insulation resistance test in accordance with manufacturer’s instructions
or at 10kV for 1 minute on the main power circuit from each phase to ground with the
switch closed (and other phases grounded in a multiple phase switch enclosure) and
across the open contacts for each phase.
6.3.11 Perform a dielectric withstand voltage test across the gas or vacuum bottle, with the
contacts in the open position, in accordance with the manufacturer’s instructions
(note particular warnings regarding high voltage testing on vacuum bottles).
Dielectric withstand tests should not proceed until insulation resistance tests are
satisfactory.
6.3.12 If stipulated, perform a dielectric withstand voltage test in accordance with the
manufacturer’s instructions. Dielectric withstand tests should not proceed until
insulation resistance tests are satisfactory.
6.3.13 Verify tightness of bolted system connections in the power circuit (i.e. bus
connections) by torque wrench or low resistance ohm meter.
6.3.14 Measure the resistance of accessible bolted electrical connections on the switch
utilizing a low resistance ohm meter.
6.3.15 Measure the resistance of the closed switch main contacts utilizing a low resistance
ohm meter.
6.3.16 Functionally test all local electrical controls and interlocks.
6.3.17 Functionally check operation counter.

6.3.18 Perform any other specific mechanical or electrical tests on the switch according to
the manufacturer’s instructions. Include manufacturer test data record or list
additional work and results on the test data record.
6.3. 19 Record as left operation counter settings.

6.4 Restoration

6.4.1 Verify that temporary alterations made during the performance of this test have been
restored or controlled according to STCP 520-U07-00226, Control of Temporary
Modifications.
6.4.2 Verify that temporary test equipment has been removed, and all system connections
and permanent components are replaced and secured. Replace and secure
covers/doors/access panels.
6.4.3 Verify that equipment and system(s) affected by this procedure are restored to
conditions as specified by the person responsible for the system(s).
6.4.4 Notify the Operations Supervisor that testing is complete.

7.0 ACCEPTANCE CRITERIA

Switch installation, function, and insulation dielectric withstand capability are in


accordance with the manufacturer’s and/or client’s specifications and engineering
design. Switch operation is smooth and consistent. See data record for additional
acceptance criteria.
