Doubling between Guntakal – Kalluru was sanctioned vide item no.41 of
Pink Book 2015-16 with an anticipated cost of Rs. 410.00 Crores. The detailed
estimate was sanctioned vide Railway Board Letter no.F.No. 2015/W-2/SCR/
DL/DPR/39 dated 29.12.2015 for an amount of Rs. 323.09 Cr.
In the doubling proposals at Venkatampalle yard, new proposed line is
joining existing Main line and / Down loop, so it is proposed as Dn/UP main
line and the existing loop is proposed as Down loop and one more loop is
proposed connecting proposed UP main line.The existing actual yard gradients
for VPL yard at site is F 1 in 260 from Ch: 257799.00m to Ch: 259175.00m
from Kalluru end to Guntakal end. The yard plan has been finalized with
provision of emergency cross over on both ends and exg. Down loop is proposed
as common loop. The proposed yard gradient is 1 in 260 (Fall) from Ch:
257799.00m to Ch: 259175.00m from Kalluru end to Guntakal end.
Keeping in view of the guide lines in force to minimize block working in
single line section, cost and also to suit the grades of existing lines as the Up &
DN lines to be connected with crossovers , the grades in Venkatapalle yard are
planned.
As per SOD 2004, Chapter No. II Item no.2 (a), the gradients steeper than
1 in 400 and Up to 1 in 260 in yard limits are to be condoned by CRS. The
feasibility for providing flatter gradients ie., gradients not steeper than 1 in 400
has been studied. It was observed that provision of 1 in 400 gradient in
Venkatampalle yard towards Guntakal and Kaluru will necessitates heavy
regrading for a length of 1.78 km By providing 1 in 400 gradient in place of
exg. 260 grade, there will be a requirement of lifting of existing DN main line
track by 2.17m for a length of 1779 m including Minor Bridge No. 27 of
4x3.05m RCC slab at Ch:258967.171m and Br. No.28 1X4.57m at Ch:258197.36m
on exg. DN & UP Main Line. Lifting the Main line on a busy line to the tune of
2.17m for a length of 1.78Kms involving minor bridge with 3 spans of 3.05m
and one span of 4.57m is not practically possible without affecting traffic, as
this line is passing with heavy mineral loads continuously, and the operation
requires lot of line block time and caution order of stop dead and proceed with
20KMPH for considerably long time duration. Cost of such is analyzed as
under:

More than the cost, track regrading work to be taken up under running
traffic, this may lead to unsafe condition and accident prone. In addition traffic
will run at restricted speed for a period of 4 months. During these four months
all the traffic has to pass under Stop Dead and Proceed with S.R of 20 Kmph.
This will affect the punctuality of trains very badly because of heavy traffic and
prestigious trains running on this line such as Rajadhani express , Duronto
express and goods traffic towards Guntakal/Wadi, the justification for not
regrading to flatter than 1 in 260 was certified by the concerned
CE/Construction, who is executing the project.

Keeping the above in view, the following infringing gradient proposed in


the yard limits of Venkatampalle yard.

JUSTIFICATION

Doubling of BG line between Guntakal – Kalluru Jn (41.00 Kms) is


included vide item no. 41 of 2015-16 under Doublings under demand no. 16.
With an anticipated cost of Rs. 400.00 Crs.
The detailed estimate is sanctioned by Railway Board vide letter no. F.No.
2015/W-2/SCR/DL/DPR/39 dated 29.12.2015 at a total cost of Rs.323.09 Cr.
The existing actual yard gradients at site is 1 in 260 from Ch:
257799/Ch:541.00(KLU end ) to Ch: 259175m/Ch: 835m (GTL end) Exg. Main
line / Proposed DN main line for which CRS/SC condonaton obtained during
gauge conversion of Guntakal – Kalluru line.
The yard plan has been finalized with provision of extra cross over on the
KLU end and GTL end to have entry in to the existing VPL Yard. The gradients
proposed in the yard are same as that of the existing gradients.
Keeping in view of the guide lines in force and to minimize block working
in the Double line section and busy Route, cost and also to suite the grades of
existing lines as the new line to be connected with cross over, the grades in
Venkatampalle (VPL)yard for the above doubling of BG line is planned.
As per Railway Board guide lines, when the gradients provided steeper
than 1 in 400and up to 1 in 260 in yard limits are to be condoned by CRS.
The feasibility of to achieve the proposed gradients not steeper than 1 in
400 has been studied and gradients planned to be provided is as 1 in 260 from
Ch: 257799/Ch.541.00m (KLU end) to Ch: 259175m/Ch.835(GTL end) for
proposed UP line. As the gradient on the existing lines/ Proposed DN line for
1 in 260 from Ch: 257799 .00m on KLU end to Ch: 259175m on GTL end i.e
same as that existing gradients and already condoned by CRS/SCC/SC vide
Sanction No. W1/09/09-10 dated 25.5.2009
The other alternative for providing 1 in 400 gradient in place of exg. 260
grade is lifting of existing DN main line track by 2.170m for a length of 1779m
including Minor Bridge No. 27 of 4x3.05m RCC slab at Ch:258967.171m and
Br. No.28 1X4.57m at Ch:258197.36m on exg. DN & UP Main Lines. Lifting of
the Track on Main line on a busy line for a length of 1.78 Kms involving two
minor bridge with 4 spans of 3.05m and 1 of 4.57m span is not practically
possible without affecting traffic as this line is passing heavy mineral loads
continuously.
Keeping in view of the above, the following infringing gradients proposed
in the yard limits of Kadapa yard.

Alternative:

As an alternative to provide not steeper than 1 in 400 gradients in the


yard limits the following works required to be carried out with an approximate
estimated cost as given below.

More than the cost, track to be carried out under traffic conditions, this
may lead to unsafe condition and accident prone. The process demand
imposition of speed restriction such as Stop Dead and Proceed with 20 Kmph
for a period of 4 months. This will affect the punctuality of trains very badly
and this section is passing prestigious trains like Rajadhani & Doronto
express and also heavy mineral goods traffic towards Guntakal / Wadi.

Due to the above difficulties, it is proposed to obtain condonation for the


infringing gradients of 1 in 260 for the proposed UP main Line as per details
given in the above table.

Thus it is proposed for condoning the infringing gradient of 1 in 260


which is steeper than 1 in 400 with in the yard limits as per Form-XVII at the
proposed UP main line From Ch: 257799.00m to Ch: 259175.00m, as it has
been already Condoned by CRS/SCC/SC vide Sanction No. W1/09/09-10
dated 25.5.2009 for the existing line in Venkatampalli station yard.
