I am the one who raised some issues during your talk at the Region 10 HR Congress in Cagayan de Oro
City, to wit: (1) GSIS delayed posting of loans payments; and (2) DBM’s selected application of NBC 308
for MSU System

GSIS CONCERN

For many times, when I availed loans (mostly Conso loans) with GSIS I always experienced the annoying
effects of delayed posting of loan payments committed by GSIS (Cagayan de Oro City). Because of the
delayed posting, I was made to pay twice the loan amortizations covering the period of unposted
payments (without mentioning the interested charges on these unposted payments). Like other
members, most of the time, we don’t have a choice but to confirm what was shown in the kiosk
machine.

During the various meetings with GSIS people they keep on saying that these delayed posting will be
return to the borrower or it will be credited to the principal loans. This promise of crediting the
unposted loan payment with the loan principal deviated the very purpose of the loan services.
Unfortunately, the said promise still remains as a promise as of this date. They made GSIS members to
suffer on their own doings of delayed loan payment posting.

In my case, when I requested for account reconciliation for the refund or return of unposted loan
payment, I was made to wait for a long period of time before I finally get the refund. The inconvenience
was that you need to personally visit their office in Cagayan de Oro City just to file the said request. Just
imagine who much they got from this kind of fraudulent scheme. I believed that this kind of unpleasant
incident is not only real to me but also to the majority members of the GSIS.

I believed that callous people involved in these glaring corruptions should be now be subjected to
administrative and criminal charges.

DBM Concern:

Callous application of NBC 308 which deprived the non-teaching employees of MSU-System of their
rights/privileges written in this Budget Circular.

To understand the concerned, I would like to invite you to please read the attached scanned copy of the
