Dear Mayor Almonte,

This is to report to your good office about the prohibited activity of Compassion Memorial Gardens, a
unregistered private cemetery owned by Ramonito O. Acaac, located at Upper Lamac, Oroquieta City
and to formally request your office the cancellation/suspension of their Business Permit on the ground
that they lack the required Registration and License to Sell from Housing and Land Use Regulatory Board
(HLURB).

Last year, the HLURB Regional Office, Cagayan de Oro City has issued a Notice of Violation and Orders to
Compassion Memorial Gardens for their lack of Development Permit in developing a Memorial Park, and
selling of twelve (12) memorial lots without license to sell and Certificate of Registration for Memorial
Park. Please see the attached copy of the notice marked as “Annex A”.

Recently, last August 2017, when I passed-by in their park location I personally discovered that they still
performing some interment activities and area development despite Cease and Desist Order from of
HLURB Regional Office, Cagayan de Oro City. Repeating the prohibited burial activities, despite payment
of administrative fines and had executed the sworn statement that the owner will cease and desist from
further selling of memorial lots, are clear repeated mockeries of the laws implemented by the proper
government authorities.

Just recently, I received information from HLURB that the Compassion Memorial Gardens had made
another more than 25 interment/burial activities and as a results they were again administratively
sanctioned in the amount of P 135, 000 as fines.

Under our existing laws, selling memorial lots without license and registration, if not a criminal case of
perjury on the part of the owner(s) who made a sworn statement that he will cease and desist from
further selling of the subject memorial lots, are a cases of syndicated Estafa (RPL ) against the its owners
and personnel/staffs. Thus, if their Business Permit is not immediately cancelled or suspended many
public buyers will be deceived and affronted with their illegal business operation.

Lastly, it is hope that this request be given the immediate and utmost action
