ILOCOS NORTE PUBLIC SERVICE RECOGNIZED WITH ‘SGLG’ AWARDS BOTH CITY AND MUNICIPALITIES

After a nationwide assessment of local government units (LGUs) nationwide, the Provincial Government
of Ilocos Norte (PGIN) qualified for the 2016 Seal of Good Local Governance (SGLG) by the Department
of the Interior and Local Government (DILG). The evaluation period was from March to September of
this year, targeting the three core components of the SGLG: financial administration, social protection,
and disaster preparedness. PGIN also met the measures for all three essential areas of the SGLG:
business friendliness and competitiveness, peace and order, and environmental management. This
surpassed the minimum requirement of one essential area and all three core areas in order to qualify for
the SGLG. Bearing the SGLG entitles PGIN to access the Performance Challenge Fund (PC Fund), an
incentive to LGUs in the form of counterpart funding to selected high-impact capital investment
projects. The PC Fund seeks "to rationalize national government intergovernmental transfers to LGUs,
and encourage alignment of local development initiatives with national government development
agenda and priorities." In addition, PGIN will be entitled to the facilitation of loan approval through the
issuance of the Good Financial Housekeeping Certification, and other program windows subject to
respective guidelines.
The Municipality of San Nicolas, Ilocos Norte was one of the 380 local government units (LGU) in the
country recognized with the 2019 Seal of Good Local Governance (SGLG) award.

Mayor Alfredo P. Valdez, Jr. and Ms. Ryan Rollaine Simon, Municipal Disaster Risk Reduction and
Management Officer, received a plaque from Interior Secretary Eduardo Año in rites held at the Manila
Hotel, November 4, 2019.

In 2018, the municipality also made it to the list of awardees making it a back-to-back victory this year.

With all these accolades, Mayor Valdez said the municipal government is more committed to continue
to practice transparent, accountable and participatory governance and to provide excellent and efficient
public service to the townspeople.

MANILA – Municipal Mayor Alfredo P. Valdez, Jr. on Tuesday, November 6, received the Seal of Good
Local Governance (SGLG) award of the Municipality of San Nicolas, Ilocos Norte during the 2018 SGLG
Awards ceremony held at the Manila Hotel, Tent City.

The SGLG is the third national award of the municipality this year after bagging Galing Pook Award and
Philippine Heritage Award (Heritage Education and Interpretation Category) earlier in October.

“We dedicate all of these accolades and recognitions ken ti amin nga pannakapaimbag ken
pannakapapintas iti ili tayo kadaguiti amin a San Nicoleños most specially to the youth and the next
generations for they shall one day inherit our meaningful places,” Mayor Valdez said in a statement.

In Ilocos Norte, there are four (4) other local government units LGUs that received the same ‘seal’
namely: Bacarra, Currimao, Paoay and Piddig. According to the Department of the Interior and Local
Government (DILG), awardees will be given the 2018 SGLG marker, the Performance Challenge Fund
(PCF) amounting to P3.2 million which can be used to finance development programs of the
municipality; and access to other programs and assistance from the department.

This year, awardees were chosen based on LGUs’ compliance across stricter and more rigid criteria on
seven (7) areas as follows: financial administration; disaster preparedness; social protection; peace and
order; business friendliness; environmental protection; and tourism, culture, and arts.

The SGLG is a progressive assessment system adopted by DILG to give distinction to remarkable local
government performance. It was given by newly-appointed DILG Secretary Eduardo M. Año. – Rod Jerick
R. Ribao. Globalization is the way that countries and people have become more interconnected through
politics, trade, and communication. The Internet has played an important role in giving people all over
the world a voice. That means that local governments are impacted by globalization from the top and
from the bottom.
