CHAPTER ONE

INTRODUCTION
1.0 BACKGROUND TO THE STUDY
Computer plays vital role in the development of any company. It also saves some of its
complex problems that are being faced by man and processes voluminous data within a short
period of time or at a fantastic speed.
Auto Reg Hackney, Recent emphasis on information and data processing in most of our
business has grown adversely as in the case of commercial vehicle registration. In as much as
commercial commercial vehicle registration has been in existence for ages now, the old system
of registration has been in adoption which did not play a significant role on highway safety until
the development of the new system of vehicle registration where a reflective sheeting which is
more visible to read even in the dark (Auto Reg. Hackney, 2010).
This new system of commercial vehicle registration which is the main focus of this project
came into existence on the 19th March 1997 and handled by the motor licensing officer. It
introduced to enforce strict compliance to traffic rules and regulation as well as providing a
proper data as to the behaviour of road users. The roles which the introduction of computer
system will play in the function in order to bring about more efficiency, effectiveness and
improve competence and discussed in this project. This work is segmented into chapters which
will be seen as we move on (Lerdorf., 2007).
Motor vehicle registration is done by two offices, namely local government licensing
offices for personal vehicles and the cabinet office or any military office. Since motor vehicle
registration is absolutely essential traffic matters, it is vital to establish and sustain an
information system using a reliable device like computer system in order to maintain and provide
proper data/record concerning the road users in the aspect of traffic function.
In order to eliminate most hardship encountered in most of our licensing offices, the need
for computerization with designing and implementation of a state motor vehicle registration and
its advantages to the licensing office (Tim Berners-Lee, 2013)
Motor vehicle national plate numbering which involves registration of vehicles as part of
its process is the allocation of an identification mark to a vehicle by serially numbering of motor
vehicles. As much as there is need for sanity to be maintained on roads, motor vehicle national
plate numbering becomes of necessity in traffic matters for identification purpose.
In as much as motor vehicle national plate numbering has been in existence for ages now,
the old system of numbering had been in adoption which did not play a significant role highway
safety until the development of the new system of plate numbering where a reflective sheeting
which is more visible to read even in the dark, special alphabetic codes are allocated to each
vehicle which distinguishes the vehicle from any other vehicle throughout the whole federation,
thereby creating some measure of uniqueness in such vehicle.
This new system of national plate numbering which is the central focus of this write up
came into effect from 16th January 1993 and handled by Federal Road Safety Commission. It is
introduced to enforce strict compliance to traffic rules and regulations as well as providing a
proper data as to the behaviour of road users. In other words, this national plate numbering is
designed to identify a particular vehicle to the rightful owner making the identification of such
vehicle easy (Persia Telecom, 2011).
Motor vehicle national plate numbering is done by 2 government offices namely: Local
government motor licensing offices for personal vehicles and cabinet office or any military
established offices.
In personal vehicle, suffix codes, codes administered to vehicle plates owned by
individuals help in identifying the local government where such vehicle was registered, also that
particular code cannot tally with that of any others local government throughout to register up to
two million vehicle before the code exhausts.
Since motor vehicle plate numbering is absolutely essential in traffic matters, it is vital to
absolutely and sustain an information system using a reliable device like computer system in oft
to provide and maintain proper data /records concerning the road users in this aspect of traffic
function. This is achieved by writing a software that can be able to carry out this operation,
which is the prospect of this study, thus computerization of this traffic service becomes of
necessity to enhance the work (Lojack, 2013).

1.2 STATEMENTS OF THE PROBLEM


The methods of operation for registration of commercial vehicles are done manually and lots of
paper work are done in the system and series of problem occur during the registration and after
the registration. As a result of this the proposed system (Design and Implementation of
Commercial Vehicle Registration System) was introduced to handle the problems for easy and
efficient performance of commercial vehicle registration for client.

1.3 AIM AND OBJECTIVES


The aim of this project is to design and implement a Computerized Comercial Vehicle
Registration System and the objectives are as follows:

i. To create an efficient centralized database that will help in the search of various
commercial vehicle plate number and provide the information.
ii. To develop a user-friendly application for easy access.
iii. To develop the system using web technology.

1.4 SIGNIFICANCE OF THE STUDY

The significance of this study is to design and implement an application for Commercial
Vehicle Registration for tracking system since it is important in providing sanity on roads and
yielding revenue for the government. In as much as these problems still exists in the manual
operation, we intend to carve out a technique which will serve as means of providing solutions to
the problems.

1.5 SCOPE AND LIMITATION OF THE STUDY


The scope of this project focuses mainly on the design and implementation of
Commercial Vehicle Registration System. This system does not go beyond commercial vehicles.

1.6 ORGANISATION OF REPORT


This report is divided to five chapters as stated below. Chapter one deals with the general
introduction and overview of the whole research. It also discusses the statement of the problem,
aim and objectives of the proposed system, significance of the study, scope and limitations of the
project as well as organization of the report.
Chapter two deals with the literature review, it reviews the related topics to the project,
discussion of related aspect of the project topic relative to computer technology is also treated.
Chapter three deals with analysis of the system which include the data collection method
employed, the description of the existing system and its problems and the description of the
proposed system and possible advantages it will provide the will solve problems encountered in
the existing manual system.
While chapter four deals with the design, implementation and the description of the
proposed system. It also covers description of the output design, input design, database design
and procedure design. The implementation techniques used, the programming language used in
developing the new system and system requirements for running the system. And it talks about
the program documentation as well user documentation.
Finally, chapter five presents a brief summary of the work done, experience gained and
problems encountered in the course of the project, conclusion and recommendation.

1.7 DEFINITION OF TERMS

System: a set of things working together as parts of a mechanism or an interconnecting network;


a complex whole.

Database: A database is an organized collection of data, generally stored and accessed


electronically from a computer system. Where databases are more complex they are often
developed using formal design and modeling techniques.

Web-based-software: Web-based software is software you use over the internet with a web
browser. You don't have to install anything, download any software, or worry about upgrades. If
you use an online bank or web-based email program like Gmail, Hotmail, or Yahoo Mail, you're
already using web-based software.

Internet: The Internet is a global wide area network that connects computer systems across the
world. It includes several high-bandwidth data lines that comprise the Internet "backbone."
These lines are connected to major Internet hubs that distribute data to other locations, such as
web servers and ISPs.

Server: In computing, a server is a computer program or a device that provides functionality for
other programs or devices, called "clients". This architecture is called the client–server model,
and a single overall computation is distributed across multiple processes or devices.
CHAPTER TWO

LITERATURE REVIEW

2.1 REVIEW OF RELATED WORKS


Ayeni, (2018) wrote an article on “Vehicle Registration System in Nigeria” Vehicle
Registration in Nigeria began over 100 years ago and the records have been essentially manual
which in turn have not helped to raise the efficiency of general automotive services in recent
years. Motor licensing office Abuja only focuses on vehicle registration and inspection, and not
on other supporting services such as vehicle tracking, learner’s driving permission, and drivers’
license management, monitoring of drivers and vehicles operations and documentation of both
accident and crime report (Ayeni, 2018).
Egunjobi, (2019) wrote an article on “Vehicle Registration System” Vehicle Registration
used to involve manual recording of vehicle’s information which ranges from cars to buses and
later to trucks and heavy duty equipment on ledgers and tracking other related information such
as registration, road worthiness test certificates, change of ownership, engine and chassis
numbers; and expiration of road license. This process has been extremely inefficient and the
recovery of the information was not possible once ledgers were damaged or lost as it frequently
occurs (Egunjobi, 2019).
Cronkhite, (2017) stated that ‘information is the life blood’ of any law enforcement
agency. The accurate and rapid flow of information is essential for effective law enforcement.
Without information, police work would come to a standstill. Without a fast and reliable means
of obtaining and communicating police information, manpower is wasted and police operations
are degraded. As the rate at which vehicle crime increased from 1999 through 2007 (65%
increase in major crimes nationally) so has the amount of information the police have to handle
(The Punch Newspaper, 2007). It has reached such volume in most police agencies that
information no longer can be manually manipulated with any degree of accuracy and efficiency
(Cronkhite, 2017)
Syed, (2016) wrote an article on “Online Bus Ticketing System” In today's tech era, IOT
(Internet of things) has become much popular around the world. Almost all the devices, which
are known as smart device, can connect to the internet and access data from any corner of the
world. There was a time when people used to waste their valuable times just to get a piece of
information. Now the technology is more advance then compare to any previous times. One of
the blessings of technology is web application. It allows users to interact with the system from
anywhere as long as they are connected to the internet. EZB SDN BHD is a bus service company
located in the heart of Malaysia, Kuala Lumpur. Usually they do paper works for keep their
customer’s details and booking reservation records. If any customer need to reserve seat he or
she need to call them or walk in to their counter which is consider as wasting their valuable
times. Sometimes the web also keep busy and customers unable to reserve seats for them.
Besides, EZB need to keep records of the payments made by customers in papers and quite
impossible for them to keep track on payment issues. Currently EZB is planning to replace their
old booking system with new system which is online based. So they want to implement an online
web based bus ticketing system which will be easier for customers to book from home and
abroad as well as for them to manage their overall business smoothly (Syed, 2016).
Amadi, (2011), wrote an article on “Contemporary Approach To Enhanced Road
Transport System In Nigeria Through The Application of it Based (online) Bus Ticketing and
Payment System” Contemporary approach involves using the state-of-the art means of
transportation to overcome those inherent problems of the ancient road transport system. This
modern means of transportation incorporates Internet facilities to provide access to the users at
the remote areas. Transportation could simply be defined as the movement of people and goods
from one location to another. Throughout history, the economic wealth and military power of
people or nation have been closely tied to efficient methods of transportation. Transportation
provides access to natural resources and promotes trade, allowing a nation to accumulate wealth
and power. Transportation system and the routes they use have greatly influenced both how and
where people live. Reliable transportation allows a population to expand throughout a country’s
territory and to live comfortably in remote areas far from factories and farms. Transportation is
vital to a nation’s economy so reducing the cost of transporting natural resources to production
sites and moving finished goods to the market is one of the key factors in economic competition.
Transportation is usually classified by the medium in which the movement occurs, such as land,
air, water or pipeline. Within each of the three media, many different methods are used to move
people and goods from place to place. Pipelines are used mainly for transportation of liquids or
gases over long distances (Amadi, 2011).

Nikitha and Adarsh (2017), wrote an article on “Android Bus Ticketing System” The
Public transport system is a major source of income in developing countries like India. Earlier to
reserve a ticket people had to waste a lot of time by standing in a long queue. As technology
proliferated automation is ingrained in our daily life. To book ticket instantly “The Online Bus
Ticket Reservation System” came into existence. It is a web-based application that allows
visitors to check the bus ticket availability, book the bus tickets and payment transactions are
done through online. It provides facilities like reservation; cancellation of seats and various types
of information’s regarding buses etc. These types of reservation are suited for longer journeys.
When passenger needs to travel within a city, online booking would long hectic procedure to
book a ticket online and generate a ticket and show that to a conductor. Ascertaining the same
situations in a mall to book movie tickets ‘Bookmyshow’ Android application is used. The QR
code will be generated as ticket; this is scanned at the entrance and allowed inside the theater. By
this got an idea to develop a system to book tickets for passengers who travel within the city. The
app is developed, passenger needs to login by providing necessary credentials. The user must
enter the destination place and the number of passengers in the fields provided by the app and
then the respective amount is been deducted directly through paytm account or bank account
which is registered at the time of login and the ticket will be generated that will be unique. This
will be scanned at entrance and valid passengers are allowed to get in and IR sensor will count
the no of passengers, database is also managed (Nikitha & Adarsh, 2017).

2.2 THE NEED FOR TECHNOLOGIES AND COMMERCIAL SOFTWARE FOR


COLLECTING VEHICLE REGISTRATION DATA
A variety of technologies have been tested and used by many law enforcement agencies
in Nigeria. The technologies used in data collection and processing include a variety of systems
such as optical scanners, Mobile Phones, printers, optical storage disks, portable computers, and
digital cameras.
The current computer technologies allow shareholders to pay their collection/renewal
bills at the designated banks or existing offices, electronically transfer the payment to the state
agency account and provide deposit slips for the collection of receipts at the state agencies. The
use of on – line error checks, and subsequently the needs for reentering Vehicle detailed data are
not inevitable. At the beginning, these devices seem to be the best solution to all the registration
problems because it tackles the issues of payment of vehicles registration dues into the
government’s cover.
However, it still has its limitation, as they have not met up with the demands to the
masses that spend endless time anxiously waiting for their demands to be met at the
Licensing/Commission offices. Hence, the full computerization has not been effected as
expected while technology and software programming has advanced in other countries. Shall we
continue to wait for the criminals to get away with our stolen vehicles? Shall we keep spending
endless time waiting on queues in which have been divulged are corrupt practices of officials
based on personalities? Shall we spend endless time searching for owners of whose vehicles have
been recovered when software can be developed to tackle such problem like these?
The merit of automation is far reacting more than just saving time and holding down
persons cost, automating gives motor vehicle licensing the means to truly streamline the vehicle
registration processes. Automating manual processing tasks let registration officers eliminate
duplicate data entry, move towards a completely paperless environment and process multi-day
function.
Emphasizing the use of technology in vehicle registration. Peter Jacobs K., and Moses
Abiola B. (2003), opinion was that “in developing computerized system which can help motor
licensing officers and offices to automatically register with ease, so that the process becomes an
automatic day-to-day operation. The solution can help motor licensing officers and offices to:
Improve registration: By automating the manual based process, error caused by manual
interventions can be reduced and electronic process support enables faster processing time.
Meet regulatory demands: Archive, email and documentation so that it is easily accessible,
usable and quickly retrievable for legal demands.
Reduce costs: By reducing the administrative burden of paper management and error prone and
repetitive data entry.
For a computerized system to work efficiently and effectively, a strong and reliable database is
needed.
According to Microsoft encyclopedia, database is a structured format for organizing and
maintaining information that can be easily retrieved. A simple example of a database or a
spreadsheet. Data stored in a computer in such a way that the computer can easily retrieve and
manipulate the data. A collecting of records describing information resources usually
computerized.
According to Ahmed Suleiman T. (1991), “there are many reason for vehicle registration,
take for instance, if you just bought a vehicle and completed all the registration requirement and
you are given your vehicle license, then on your way back from the village, you were attacked at
gun point and the vehicle snatched from you, you reported to the nearest police station and if you
are lucky, your vehicle will be found”. It would be difficult for you to get your vehicle within a
short period because of the existing manual system.
According to Balogun, Segun A. (2006), sates in his Road Safety Practice in Nigeria that
“the method of vehicle and plate number registration and identification has caused a lot of people
pains, a pregnant woman die on the queue in her quest for vehicle registration.”
According to Dr. Ikechukwu David N. (1995), states that “our vehicle registration offices
today are faced with potential rise and inefficiencies associated with manual i.e. paper based
processes which are costly, prone to error and require mental and manual labor. Heightened
regulation in the country is also placing these vehicle owners under pressure to meet litigation
needs”.
According to Oyeyemi, Biodun O. (2003), states in his stand in his Stand in Road Traffic
Administration states “the level of tediousness the manual system of vehicle registration is so
alarming that requires a new modified method that will be easy and simple.”
According to Engr. Manager Emmanuel T. (2000), “most vehicle owner finds it difficult
to register their vehicle on time due to the manual process which consumes time. For you to
register your vehicle within a short period, you need to know one or two persons in the licensing
office. This factor is peculiar to most Nigerian offices”.
According to (Bishop, A., 2003), vehicle crime accounts for a quarter of all recorded
crime; it costs over £3 billion a year and causes immense distress and inconvenience to its
victims to track their records. That is why there is need to setup a national target of reducing
vehicle crime by 30% over the next five years in Nigeria.
According to Dr. MarcellinaHembadoon A. (2006), “the vehicle plate number is very
important because it is an identification mark that distinguishes vehicle from each other. It shows
the country a vehicle belongs”.
Before 1939, vehicle inspection was carried out by the Directorate of works, while Motor
Licensing was supervised by the Motor Licensing office under finance. As a result of critical
issue with the colonial regiment of England during the world war, the Inspector General of
Police was mandated to undertake the responsibility of vehicle inspection as well as motor
licensing until the 1958 constitution of Nigeria which conferred powers on regional (state)
government to create their own traffic laws.
On 1st January 1949, the road Traffic Act was promulgated which is available to the
Road Traffic Act chapter 548 Laws of the Federation of Nigeria (1990). It is this Act (1949) that
gave birth to Vehicle Inspection Office. Vehicle registration is the process of adding a vehicle to
the motor vehicle register and issuing it with registration plates. Vehicle licensing is the payment
of a fee for the use of motor vehicle on public roads. When the fee is paid, you receive a label
indicating the expiry date of the license. This label must be displayed on the vehicle.
In Nigeria, there are three arms of government agencies that are responsible for
automobile licensing, registration and control. They are Federal Road Safety Commission
(FRSC), the state Vehicle Inspection Officer (VIO) and the state Board of Internal Revenue
(BIR). The usual practice is for an owner to visit these three arms for the necessary payment,
data collection and issuance of necessary documents and materials such as plate numbers. The
state board of internal revenue collects fees for new automobile licenses and registration from
owners through a designated bank. They may request more documents such as custom papers,
purchase receipt, or a change of owner certificate on automobile.
Every automobile within the nation must be registered under a state and a local
government before a license plate is issued. Nigerian automobile registration plates often have
the state written at the top and have a group of three letters at the right hand side, indicating the
district of registration followed by their main town to aid in tracing and identifying location.
License plates serve to help law enforcement, motor vehicle authorities and others identify a
vehicle while simultaneously indicating that the registrant has paid the proper registration fee
and taxes on the automobile. License plates also offer information such as the weight class, the
country, state and local government in which the vehicle is registered, use restrictions (private or
commercial) and the age and engine capacity. In addition, some license plates show whether the
owner of the vehicle is a member of special organization or group such as the police force,
custom and the federal road safety commission. Moreover proof of ownership certificates are
issued to owners of automobiles on payment of certain fee by the board.
Apart from other advantages, this will now replace the manual process of registering
vehicle, issuing during licensing, renewing expired licenses, as well changing of ownership of
the vehicle. Since the computerize mode of operation is flexible and accurate record keeping
assured, it will give the management of the motor licensing authority enough time for planning
and decision making rather than being immersed in the detail of routing function (manual work).
This is necessary since the control of any establishment alternatively lies in the hand of
management. Also, the computerized operations of the licensing authority will ensure a very fast
retrieval of necessary information about (e.g.) vehicle information to the police in terms of
urgent need like during that of road accident.
In this research work, interaction will be created on the computerization and
implementation of motor vehicle licensing authority at the three level organization; vehicle
inspection officer, (VIO), Federal Road Safety Commission (FRSC) and the Board of Internal
revenue, which are required to monitor the processes that are involved starting from the exact
date of motor vehicle is registered, licensed, renewed, etc.
In the early 80s, the vehicle licensing system then was that each vehicle was licensed
based on the local government issuing the licenses. For instance, a vehicle licensed from Ikorodu
could bear (LAG 28 IKD) as plate number. Later with the formation of the Federal Road Safety
Commission (FRSC) in February 18, 1988, many procedures were changed, the plate number
format and their various slogans. Also it was made constitutional under the motor vehicle
administration as a Residual issue under the 1999 Nigerian constitution that a person seeking for
vehicle licensing must first possess the National driving license.
Motor vehicle administration is a composite process and revolves around the
management and the control of motor licensing including driving and other related licenses
which include the following matters:
1. Issuance and renewal of:
 Motor vehicle licenses
 Local driving license
 Learners permit
 Certificate of Roadworthiness of all licenses issued
2. Registration of vehicle
3. Preparing and keeping of statutory Registers of all licenses issued.
4. Collection of fees emanating from its operation and payment of same into the appropriate
subhead of the state government’s account.
Motor vehicle licensing system on the other hand is a phenomenon that is still estranged
to the Nigerian terrains. Though many western countries e.g. United States of America and some
Asian countries have implemented online licensing in one form or the other; it is yet to gain
popularity in this part of the world. The obvious merit of online motor vehicle licensing system
prompted this research project to see ways of integrating our vehicle licensing to the internet for
speed, efficiency, reliability and customer satisfaction.
2.3 QUALITY OF VEHICLE REGISTRATION DATA
Quality is a major factor for the Vehicle Registration data collected. In Nigeria, Vehicle
Registration data such as vehicle license, car insurance, driver’s license and other vehicle –
related documents are usually collected by officials of both the Federal Road Safety Commission
(FRSC) and the State Liaison Office for both the Federal and State Governments respectively.
Sometimes the data forms are collected away from the scene. These data collected often have
problems including errors, incomplete information, illegibility due to poor handwriting, and
errors due to multiple data entries at various levels. The data obtained might not be of acceptable
quality. (O’Day, *1993) defines data quality as accuracy, precision, timeliness, and completeness
of the data. The various components of quality listed by O’Day are ascertainment (completeness
of data coverage), consistency of coverage, missing data, consistency of interpretation, and the
right data, appropriate level of detail, correct entry procedures, and freedom from response error.
(Pfefer et al. 1998) defined data quality as a set of dimensions which includes accuracy,
precision, completeness, coverage, timeliness, and consistency. The most commonly observed
attributes of data quality are data accuracy, data completeness, data consistency, and timeliness
of the data.
2.4 DEALERS LICENSING AND REGISTRATION
Getting a dealership license for auto or spare part requires compliance with various
statutory requirements including safety and environmental laws. It is however important to
ensure that information provided on the application form are true, correct and accurate as they
will be scrutinized by the agency. Any inaccurate or false information could stall your license
quest.
2.4.1 PROCESS
a. Obtain and Complete Dealership Application Form. Completed application form should be
submitted with the following:
(i.) Proof of compliance with business registration
(ii.) Place of Business Requirement
The auto dealer industry is regulated, down to the physical requirements of your dealership;
whether you sell used cars or new, make sure your site adheres to the following:
(a) Must have a permanent building that has a private office for the storage of documents
(b) Must have a display area that can hold a minimum of four (4) cars with doors open.
(c) All outdoor display area must be properly graded
(d) Must at least have one phone line for business purpose.
(e) Must have a sign attached to the building or built separate that displays the Dealership’s name
& can be seen by the public.
(f) Your dealership must conform to all local building codes
CHAPTER THREE

METHODOLOGY AND ANALYSIS OF THE SYSTEM

3.1 RESEARCH METHODOLOGY


Research techniques vary depending on the social phenomena studied. Data-collection
techniques differ from participant observation, content analysis, interviewing, and documentary
analysis. In this approach, each, problem studied requires a specific unit of observation, be it an
individual, an organization, a city, a relationship between units, or a statistical rate. Even the way
a concept is defined can affect data collection. For instance, when measuring occupational
mobility, the definition of occupation is critical.
Qualitative researchers typically rely on four methods for gathering information:
(a) Participating in the setting,
(b) Observing directly,
(c) Interviewing in depth, and
(d) Analyzing documents and material culture.
These form the core of their inquiry—the staples of the diet. Several secondary and specialized
methods of data collection supplement them.
Out of all these methods only two were used, and they are……
a. Book Review:
There are different methods used in collection of data during the research made
on this project work for the benefit of the research.
The method used in book review is a secondary method of review, which relate to
reading of textbooks, internet search, past project work and other daily business
magazine etc. This method helps to get the idea and enlightened the writer more
about the work.
b. Internet Search
During the process of my research some websites were being visited and some
data are being retrieved.
Websites like the search engine e.g. Google search, yahoo search, mamma search,
PDF search engine etc. and also website like developer.microsoft.com,
www.google+.com etc. for data collection.
3.2 ANALYSIS OF THE EXISTING SYSTEM

The methods of operation for registering comercial vehicle are done manually and lots of
paper work are done in the system which is time comsuming and series of problem occur during
the registration and after the registration. As a result of this the proposed system (Commercial
Vehicle Registration System) was introduced to handle the problems for easy and efficient
performance of vehicle registration for client.

3.3 PROBLEMS OF THE EXISTING SYSTEM

Some problems of the existing system of Commercial Registration System are as follows:

i. It is time consuming.
ii. It is prone to errors.
iii. Needs a lot of working staff and extra attention on all the records.
iv. Finding out details regarding any information is very difficult, as the user has to go
through all the books manually.

3.5 ADVANTAGES OF THE PROPOSED SYSTEM

The advantages of the new system over the existing system are as follows:

i. Neatness/Reduced Use of Paper: It gives room for production of a very neat job.
Besides, since the vast volume of paper, which is used in keeping/storing information,
will no longer be needed, it helps in keeping a very neat office.
ii. Reduction of Cost: The computerized system helps to keep in reducing cost of operation
due to constant production of forms and registers for keeping records as less form will be
used.
iii. Use of Less Space for Record Storage: The system eliminates much space used in
storing records by introducing a computer storage media (disks) which can keep vast
volume of information in a less space.
iv. Speed Optimization: It eliminate the problems of time wasting in registering records,
checking from one line to the next as well as preparing a revenue report which is faster
than using manual process to do it.
v. Quick Retrieval of Information: Fast retrieval of information, which has advantage
over the manual system that enables the user to retrieve information faster most
especially as it concerns the commercial vehicle owner by making use of his/her vehicle
registration number to call up their information than in manual system where you search
for information record line after the other.

SUMMARY, CONCLUSION AND RECOMMENDATION
5.1 SUMMARY
Commercial Vehicle Registration used to involve manual recording of vehicles
information, which ranges from cars to buses and later to truck and heavy duty equipment.
Commercial Vehicle registration in Nigeria began over 100 years ago and the records have been
essentially manual which in turn is not helped to raise the efficiency of general automotive
services in recent years.
The federal government of Nigeria has identified economic development as a major for
achieving the 2020 socio-economic development. The Commercial Vehicle Registration system
is a must for any country that wants to be information and communication technology inclined
and ready to reduce the vehicle crime rate and corruption in her system.
5.2 CONCLUSION
The understanding of the problems that very peculiar to Commercial Vehicle Registration
System was opened up also in the chapter one and three of this project these problems includes
ineffective, time consuming, tedious, in accurate, inconsistent etc. which vary from operating
system compatibility to machine dependencies.
However big a software project is, these problems and more are what they face and the
bigger the software are project the more probable it is that they face these problems.
When the first computer was designed, the development of all that came after the first computer
is founded on the concept of the very first and now it has gone from development of just
computers to the development of software as this 76 project is done so far.

Vehicle Registration in Nigeria began over 100 years ago and the records have been
essentially manual which in turn has not help to raise the efficiency of general automotive
services in recent years.

This is only focused on vehicle registration and inspection, and not on other supporting
services such as vehicle tracking, learner’s driving permission, and drivers’ license management,
monitoring of drivers and vehicles operations and documentation of both accident and crime
report.
5.3 RECOMMENDATIONS
If one thing must be researched in the Computerization of Commercial Vehicle Registration
system with the mind of perfecting it and making it more useful in the real sense of things, it is
the security of information handling software. The security of Commercial Vehicle Registration
system is very crucial considering the prevention of commercial vehicle crime and similar vices
so it is worth further researching.
Therefore, I Recommend that motor licensing office should set up a computer based system.
