Deviation in Existing Span Arrangement of Culverts - Reg.

Ref: 1) EPC Agreement dated 28.06.2019

Dear Sir,

This is in reference with the subject cited above and as per Clause 7.2.3, Annex-I Schedule B
of EPC Agreement which states that “The culverts to be widened as per the span/Dia arrangement of
existing culvert irrespective to mentioned as under”, we would like to bring to your notice that there is
deviation in the existing span arrangement of some HPC and Slab culverts mentioned in the Schedule
B of EPC Agreement when compared to that actually found at site. Following is the table showing the
same:

1. For HPC under Sr. No. 1, 2, 3 & 5 in the table above, the actual span arrangement found
at site was 1000mm. Though diameter of these HPCs i.e. 1000 mm satisfies the provisions
under para 7.7, Section 7 of IRC SP: 84: 2014 for widening of existing culverts which
states that “Existing Culverts of diameter 900mm and above, which are in sound
condition and functioning satisfactorily may be extended, using pipes of same diameter”,
but the proposed span arrangement for widening under Clause 7.2.3, Annex-I Schedule B
of EPC Agreement is with 1200 mm diameter pipes which can only be executed if the
culvert is reconstructed with 1200mm pipes.
2. For HPC under Sr. No. 4 in the table above, the actual span arrangement found at site was
800mm which doesn’t satisfy the provisions under para 7.7, Section 7 of IRC SP: 84: 2014
for widening of existing culverts which states that “Existing Culverts of diameter 900mm
and above, which are in sound condition and functioning satisfactorily may be extended,
using pipes of same diameter”. Therefore Culvert at Design Ch. 46+122 shall be
reconstructed with 1200mm diameter NP4 pipe as per the provisions under para 7.7,
Section 7 of IRC SP: 84: 2014.
3. For Slab Culvert under Sr. No. 6 in the table above, the actual span arrangement found at
site was 1 x 4.8m,
