BARANGAY 18-B NEEDS ASSESSMENT PAPER

Introduction

“Davao, life is here”.

Davao City is a first class highly urbanized city in the island of Mindanao. The
city has a total land area of 943.48 sq mi, making it the largest city in the Philippines
in terms of land area. The city is divided into three congressional districts which are
subdivided into 11 administrative districts with a total of 182 barangays.

Barangay 18-B, formerly Poblacion is one of the barangays located in the


urban area in Davao City. Barangay 18-B is geographically situated at approximately
7.0694, 125.611, in the island of Mindanao. Its estimated elevation is 6.3 meter or 20.7
feet above mean sea level. Currently, Barangay 18-B is consisting these
establishments: residential 4%, institutional 10%, agricultural 8%, industrial 10, and
commercial 68%. This implies that mostly of the establishment located in the barangay
are Commercial Lots which are usually boarding houses, apartments, and commercial
establishment. However, Barangay 18-B shares a common border with Barangay 17-
B, Agdao, Barangay 20.B and Barangay 13-B Davao City.

According to the 2015 Census, its population was about 1,832 and represented
0.11% of the total population of Davao City. Meanwhile, the age group with the highest
population in Barangay 18-B is fifteen (15) to (19), with 484 individuals. Conversely,
the age group with the lowest population is seventy-five (75) to (79), with 10
individuals. The population of Barangay 18-B fell from 2,342 in 1990 to 1,832 in 2015,
a decrease of 510 people. The latest census figures in 2015 denote a positive growth
rate of 3.09%, or an increase of 271 people, from the previous population of 1,561 in
2010.

Thus, due to the growing population it cannot denied that the city has also
growing urban problem that needs to be immediately address. Nevertheless, life is
here but if nothing is done to immediately address the different issues the motto might
change to “Stress is here”.

Background of the Study

As the basic political unit, the barangay serves the primary source of planning
and implementing government policies, plans, programs, projects and activities in the
community. Barangay 18-B is spread over its streets with presence of most amenities
and also with those lacking facilities and services.

In its earlier years, people are relying on government projects or assistance for
sustainability and therefore motivates their need for diversified wants and needs.
However, the availability of government officials is susceptible to fluctuations and lack
of government projects and reduce funds may lead to a poor government service
assistance. Therefore, a critical perspective is necessary in determining sustainable
ways in providing government projects and assistance.

Conducting an assessment particularly in a community is imperative for some


reasons. First, sustainability of the community is identified. Second, residents and local
officials are alert on the impact of the project program development on their social and
economic well-being. Third, the avoidance of inequities among the community groups.

Hence, a community needs assessment was conducted by the USEP-Graduate


School GD-students to partially list down the needs of the community. The community
needs assessment were done in different Purok’s of Barangay 18-B. One of the
households is preliminary focused on entrepreneurship, livelihood training and project
planning and evaluation. Others are also focused on Techno/Skills Training in
particular expertise in Automotive, computer technology, cookery, housekeeping, etc.
Business and Finance can be of assistance in providing trainings related to business
management, such as, basic bookkeeping, business marketing, social media
marketing, etc. They expressed their immediate concern on livelihood programs of the
barangay.

In relation to the aforementioned information, the needs assessment aims to


identify the barangay’s realistic needs and concerns which regard to their current
situation and community well-being. This study looks into the areas of what the
barangay or the community needs for government assistance, training courses and
skills to be developed among its residents. Moreover, this also seeks to establish
partnership and collaboration with the local government unit and other government
institutions for the various activities that may serve as a channel of exchange of
information, sharing professional expertise and cooperation among barangay officials
and its residents.
