1.0 General
1.1 Introduction
PT Perusahaan Listrik Negara (Persero is developing a cluster of small and medium sized electric generation
power plants (the Facility). Spread over six regions of the Indonesian archipelago The Facility), with their
locations and corresponding capacities.

1.2 Scope
The scope of this document is to design the Bau-Bau PLTMG site civil work not including the initial/ existing
areas, there is consist of earthwork scheme, road pavement design, storm water/drainage, fencing. The
purpose of this report is to provide engineering back up calculation.

1.3 Language
All drawings, calculations and documents shall be written in English.

1.4 Units of Measurement


Units of Measurement in the Design shall be SI system.

1.5 Codes and Standards


In principle, the following Codes and Standards shall be applied.
 Alexandria Rhea Crooks, (2013), Application of Shrinkage and Swelling Factors on State Highway
Construction.

2.0 EARTHWORK DESIGN


2.1 Site Location
The specified location within the working area of PLN were located in Holtekamp Village, Muaratani
District, Jayapura Regency, Papua Province, to eastward approximately 45 km from Santani Airport
or 27 km from Jayapura city.

2.2 Topographic Map


Topographic condition of the existing site for development a PLTMG as described on the Figure 1.

Based on topographic maps, the initial terrains were laid off at various levels, there are range of 2 to
3.5 MASL. Majorly the central and south areas are surrounded by lowest terrain into face off the
coastal area. The pond’s bottom level is about -2 MASL, there was a natural pond which
intentionally excavate for personal consumable based on site information. The existing trench is
around from north until south sides, those areas are could not be hampered during construction.

2.3 Earthwork Scheme


The PLTMG area is about 250 meter along from the coastal. Based on the condition, there was no
flood or any possibility the site will be flooded by sea water, even though no tidal or waves study
which coverage the disaster which come through.

Design grading was designed by considering design criteria as follows:


- Minimizing damage to the environment due to the construction of PLTMG.
- Considering the soil subgrade and given a free board the area from rob flood surcharge, wind
set up of the water surface and wave action, backfill the develop site is the best option.
- Considering design of stormwater drainage system, where all of storm water runoff will be
discharged to the sea by gravity.
- Integrated level between existing road and any nearest infrastructure access.
- Providing flat level areas for all of facilities.

2.4 Shrinkage and Swelling Factor


Shrinkage and swelling factors account for the volume change on a project between the various
stages of soil placement. Generally, soil shrinks when going from a loose state to a compacted
state, and soil swells from the insitu soil state to a looser volumetric state. When conducting
earthwork estimates, shrinkage and/or swelling factors are applied to the soils present in an attempt
to compensate for changes in volumetric amounts.

It is important to note that shrink and swell in this research refers to this volume change in soils
during construction. This volume change is due to the shifting of soil particles when a soil is
unearthed, moved, and/or compacted. This is not referring to shrink/swell clays which
have a high plasticity index. The volume of shrink/swell clays alters when there is a change in water
content in the soil, and therefore varies insitu. The topic of discussion in this research, therefore, is
the shrinking and swelling of soils in the excavation and placement processes during construction,
not shrink/swell clays.
It is also important to note the use of different shrink and swell terms in this report. Shrinkage and
swelling factors are the factors applied to earthwork calculations. The factors are used as
conversions between different soil volumetric states. On the other hand, shrink and swell values
refer to the potential of a soil to shrink and swell in volume. This potential is usually in the form of a
percentage which can then be converted to a factor for use in earthwork calculations.

Based on the table above, swell factor has been determined 1.13 and 1.00 for shrinkage factor.
swell factor will input to determine a fill volume and shrinkage for cut volume.

2.6 Earthwork Volume Calculation


Earthwork modeling and calculation has been executed by Autodesk civil 3D, the following figure is present cut
and fill elevation bedding at plant areas. The cut and fill depth is refer to the earthwork elevation table below.

2.7 Fill Soil Parameter Specification


 Backfill material that is deposited near the working place for more than 12 hours shall be protected with
polyethylene sheet so as not to damage the material.
 Each layer of backfill material, if dry, shall be wetted uniformly to the moisture content required to obtain
the specified density.
 Structural backfilling shall contain no muck, roots, sod or other deleterious material The material shall be
free of debris, organic material, rocks over 150mm in maximum dimension and excessive moisture or
dryness and meet the following gradation requirements:
