Parent Involvement:
The Skyline Support Association (SSA), received the top Parent Partnership Award issued at the middle level by the Delaware
Department of Education in 2002. This award is presented to a middle school in Delaware that conducts exemplary programs to
help parents educate their children and support school improvement efforts. The SSA was cited for providing a vast array of
educational opportunities for parents, conducting numerous student incentive programs, offering direct grants to teachers
supporting curriculum initiatives, and assisting the administration in school planning and decision making processes. Members of
the SSA also participate on publicity, school improvement, beautification, family activities, hospitality, and technology
committees. In addition, parents support a Band Boosters Program.
Progress Toward Implementing State Content Standards:
Our highly educated Skyline Middle School staff is dedicated to insuring that every child maximizes his/her potential by providing
innovative learning experiences. Our emphasis on achievement enhances delivery of superior instruction in language arts, math,
science, social studies and related arts. All staff collaboratively support student achievement on the DSTP standards. We regularly
research best practices to guide our school improvement efforts.

Programs
Exemplary Programs
Skyline offers a wide array of academic and co-curricular activities to serve as an outlet for students' interests, abilities, and skills. Individuals and
organizations representing our school have won a wide range of awards for their efforts. In the area of student achievement our students have
consistently scored among the highest levels in DSTP writing, reading and mathematics. Our Solar Car and Stock Market Clubs won the state
competitions, and one of our students won the Numerix Competition. In addition the Hockessin-Pike Creek Rotary sponsors a monthly Student of
the Month program recognizing outstanding student accomplishments. In athletics our sports teams are highly competitive and promote fair
sportsmanship. These accomplishments highlight the variety of exemplary programs and also shows the level of dedication and commitment on the
part of our staff and community in channeling student talents in positive activities to build self-esteem.

Clubs and Activities

Skyline's after-school clubs offer participation in drama, video, science, economics, and community service activities. The Scriptwriters Club writes
and produces creative works, including the annual school drama production. In Rocket Club and Solar Car Club, students build model rockets and
cars to compete on state and regional levels. The Stock Market Club gives students Wall Street experience using simulated brokerage accounts.
Skyline Book Buddies promotes literacy by having students read stories to elementary students. Chess club offers students an opportunity to
compete among classmates.
Athletics
Skyline's athletic program provides opportunities for students to develop skills in healthy competition and team spirit. The Intramural Program
allows all students to experience and participate in many team and individual sporting events. All students are encouraged to sign up and participate
in all of the after school sports. In addition, the Interscholastics Program provides athletic competition with other RCCSD schools in basketball,
volleyball, soccer, track, and wrestling. Skyline won the 2005 wrestling championship.

Academic Initiatives
Skyline was recognized for meeting many of its academic growth targets this year. These targets are part of the District's blueprint for academic
achievement developed as part of the Accountable Instruction System. Instruction continues to focus on standards based teaching methods. The
Helping One Student to Succeed (HOSTS) Program at Skyline received national exemplary certification. In addition, the school has instituted a
daily 30-minute Accelerated Reader period which has encouraged independent reading and helped in raising the school's overall academic
achievement.
Extended-day/extended year
Skyline has an extensive after-school program to assist students with homework and academic support. All students needing assistance are invited
to participate. Bus transportation and snacks are provided. The program is supervised by certified teachers. Homework based on state standards
and performance indicators will help sutdents reach maximum potential. It is our expectation students will consequently improve their grades,
participation, confidence, and ultimately raise their DSTP scores.

The goal of the school climate and discipline program is to promote necessary components of a healthy school climate; to support learning and
contribute to students’ health by minimizing distractions; physical, psychological, and social hazards; creating a climate in which students and
school staff do their best work; expecting that all students can succeed; and implementing supporting policies. This goal is accomplished by
having in place collaborative relationships, an effective evaluation process, technical assistance and resources to ensure that schools are
designed to provide a safe, healthy, and supportive environment that fosters learning.

Teacher Qualifications
States will be required under NCLB to report the percentage of classes taught by highly qualified
teachers beginning with the 2005-2006 school year. The reporting is done on a class basis, e.g., the
number/percent of mathematics classes taught by highly qualified teachers. The reason is that a
teacher may teach more than one class and in more than one NCLB Content Area. Thus, to assure
that every student has a highly qualified teacher, the data collection and reporting must be done on a
class basis. Elementary teachers are viewed as generalists and are considered as teaching one class.

The term “NCLB Content Areas” means classes that contain instruction in English, reading or
language arts, mathematics, science, foreign languages, civics and government, economics, arts,
history, and geography [Section 9101(11)].

2006 Delaware School Accountability System
Delaware's Adequate Yearly Progress (AYP) Accountability system, which determines ratings for schools, is based on the performance of
students taught in each school rather than just tested in the school. A student's Delaware Student Testing Program (DSTP) results are
assigned to the school(s) that the student attended.

Annual measurable target percentages have been established in Delaware for both reading/language arts and mathematics. Specific
categories of students (all,race/ethnicity,low-income,limited English proficient and children with disabilities) must meet these annual
percentages each year or show a decrease of at least 10% in the number of students not meeting Standards in order for a school to
successfully meeting Adequate Yearly Progress or AYP requirements. Schools must also meet State Progress Targets consisting of scaled
composite scores representing the percentage of students in each of five performance levels for reading, math, science and social studies
tests. A school will receive an ovrall rating determined by a combination of AYP and State Progress ratings. There must be at least 40
students in any category before that category is utilized in measuring a school's progress towards meeting target goals. Data is reported if
there are at least 15 students in a subgroup.

Ninety-five percent of all students (higher of current year or two-year average) must participate in the DSTP assessments in order for a
school to make adequate yearly progress. The school must also maintain progress from the previous year for other academic indicators.
For high schools, it is the graduation rate. For elementary and middle schools, it is progress shown in the "All" students cell for average
scale scores for reading and math combined for students scoring below the standard compared to the previous year.
