ORGANIZATIONAL UNIT: Asia and Pacific Office, Bangkok.

The Regional Office is primarily responsible for maintaining continuous liaison with the States to which it is accredited and with appropriate organizations and
regional civil aviation bodies to promote the implementation of ICAO’s policies, decisions, Standards and Recommended Practices and air navigation plans.
It supports extensive meeting activities, disseminates information and encourages participation in ICAO activities. The Regional Office also provides
technical assistance when requested.

QUALIFICATIONS & EXPERIENCE – ESSENTIAL:

A. Academic qualifications
University degree or equivalent qualifications, preferably in one of the aviation technical fields.

B. Professional experience and knowledge


1. Considerable experience (preferably 10 years) as an officer with a civil aviation authority and/or international organization and/or a relevant industry,
with an increasing level of responsibility.
2. Experience working with civil aviation authorities for the provision of technical assistance/cooperation projects.
3. Experience working with global and regional organizations and donor/financial institutions for resource mobilization.
4. Ability to manage project budgets.
5. Knowledge of logic framework for project development.
6. Ability to handle heavy workload and to respond in an efficient manner to programme demands.

C. Competencies
1. Judgement/Decision-making: Ability to exercise mature judgement, recognize key issues, analyse relevant information, make feasible recommendations
and take sound decisions. Ability to take ownership of all responsibilities and honour commitments.
2. Communication: Ability to write clearly and concisely, to prepare detailed technical reports and to present articulate verbal reports.

environment, and to manage and resolve conflict successfully.
6. Technological awareness: Ability to keep abreast of new technological developments in professional field. Ability to use personal computers and
contemporary software. Knowledge of Microsoft Office, including “Project Manager”.

D. Standards of Conduct
International outlook, character and integrity: Adherence to and capacity to promote the values and framework of the UN Standards of Conduct for the
International Civil Service and/or equivalent national or international standards of conduct.

E. Languages
Command of English.

QUALIFICATIONS & EXPERIENCE – DESIRABLE:

A. Experience and knowledge


1. Knowledge of international activities in the aviation field.
2. Experience in the planning and monitoring of technical cooperation projects through field missions and in negotiating with government authorities.
3. Knowledge of ICAO policies and functions.

B. Languages
Working knowledge of Chinese or French.

MAJOR DUTIES

Under the direction of the ICAO Regional Director, the incumbent will perform the following functions:

1. Encourage, formulate and identify new projects in close coordination with the Regional Director and the Technical Cooperation Bureau (TCB), manage
existing regional projects, increase requests for and receive new projects and coordinate with TCB. Advise and assist States in matters related to the
formulation of requests for technical cooperation and/or related documents including but not limited to resource mobilization, training and fellowships.
Advise on and assist with the preparation of plans and recommendations to achieve implementation and maintenance of competence of personnel of
States’ civil aviation agencies.

2. Establish and retain concrete contacts with the relevant authorities of States and regional civil aviation bodies, with a view to strengthening and raising
the profile of ICAO in technical cooperation activities, achieving high visibility of activities of ICAO, and promoting the services of TCB.

3. Develop regional technical cooperation projects/programmes with a view to:


a) reviewing/developing/finalizing/updating project documents, oftentimes in consultation with technical experts;
b) assisting TCB in developing grant applications and proposals for funding to donors and/or financial institutions;
c) determining the requirements for the development of a budget, as well as the job descriptions and qualifications of project experts; and
d) promoting and maintaining effective coordination between the Regional Offices and the Technical Co-operation Bureau by conveying to
Headquarters all requests for technical cooperation actions and bilateral TCB projects, and contributing to the establishment of appropriate
communication channels between local authorities and TCB.

4. Evaluate and monitor the progress and effectiveness of all technical cooperation programmes and projects in the assigned region through coordination
with the Regional Director and with TCB. Ensure timely and efficient implementation of assigned regional technical cooperation programmes and
projects in the assigned region. Participate in the administration of the inter-regional projects delegated to the Regional Office, including programming
for assignment to the States to which the office is accredited and evaluation of requests. Maintain close liaison with TCB sections in providing active
support to technical cooperation programmes in the assigned region, including the collaborative development projects such as COSCAPs, CAPSCA
and CODEVMET.

5. Collaborate with the technical team and within the office in connection with the activities of missions and projects concerned with the implementation of
technical cooperation projects and prepare mission briefs on technical cooperation matters for Regional Office missions. Collaborate with other officers
within the Regional Office for activities relating to the implementation of the Air Navigation Plans, USOAP and USAP Corrective Action Plans and
special projects that may be established from time to time (such as ACIP). Participate in Regional Office missions and ICAO meetings as required.
Prepare mission briefs on TC matters for Regional Office missions; brief experts assigned to TC projects and other stakeholders. Maintain a close
liaison with the regional experts assigned to projects with a view to ensuring the objectives of paragraph 3 above and the provision of up-to-date input
for mission briefs and reports.

6. Perform other related duties as assigned by the Regional Director.

DURATION OF APPOINTMENT: Initial appointment will be on a three-year, fixed-term basis (first year is probationary for an external candidate).

REMUNERATION: Level P-4 Rate Net Base Salary per annum + Post Adjustment (net) per annum

Organization.
