T HE O RGANIZATIONAL S ETTING
The Evaluation and Internal Audit Office (EAO) is responsible for the systematic evaluation and internal audit of ICAO's programmes,
projects, and activities, with a view to assessing whether the Organization's stated objectives and impacts have been achieved, and
resources have been expended in accordance with applicable rules and regulations and with due regard to economy, efficiency and
effectiveness. The Office provides an annual report of its evaluations and internal audits to the ICAO Council.
Evaluation is mainly focused on assessing the relevance, effectiveness, efficiency, impact and sustainability of programmes and activities
against established plans and objectives. Internal audit ensures that a system of cost-effective internal controls has been established to
mitigate potential risks to the Organization, to ensure compliance with policies, regulations, rules and administrative directives, and to
ensure accountability for the proper, efficient and economical use of resources, consistent with organizational objectives and applicable
best practices. If the circumstances so arise, EAO may conduct investigations into allegations of fraud or other instances of financial
wrongdoing.

T ERMS OF R EFERENCE
Under the general guidance and management of the Chief, Evaluation and Internal Audit Office, and reporting to the Evaluation
Specialist, the intern will support EAO, in particular, in the ongoing evaluation related work.
The Intern will support EAO during the reporting phase of the evaluation of Secretariat Support to the Council and during the
preparatory, data collection, and reporting phases of the Revenue-Based Management (RBM) evaluation and the Peer Review of the
Evaluation Function of ICAO. In particular, the intern will be expected to:
• Collect internal documentation from HQ Bureaus and Offices, including liaising with, and collecting data from ICAO Regional
Offices;

• Contribute to the development of evaluation tools and checklists for the evaluation;

• Support the extended desk review including design, launching and follow-up of on-line surveys;

• Liaise with Regional Offices to obtain data/information;

• Conduct preliminary analysis of qualitative and quantitative data;

• Support the evaluation team during the data collection phase;

• Arrange meetings and take minutes;

• Prepare reference group meetings, take minutes and liaise with members of the reference group as well as evaluation team;

• Support the editing of the evaluation/review reports; and

• Perform other duties as required.

Q UALIFICATIONS

Education
At the time of application, candidates are required to have completed or be enrolled in a graduate degree programme (second-level
university degree or higher) in a field of study related to aviation, evaluation, economics, statistics, engineering and/or management
information systems.
Applicants pursuing studies in countries where higher education is not divided into undergraduate and graduate stages should have
completed at least four years of full-time studies at a university or equivalent institution towards the completion of a degree.

Languages
Essential requirements: Fluent reading, writing and speaking abilities in English.
Desirable requirements: A working knowledge of a second language of the Organization (Arabic, Chinese, French, Russian, or Spanish).

C ONDITIONS OF I NTERNSHIP
Interns are not paid. All costs related to travel, insurance, accommodation, and living expenses must be borne by the intern.
The duration of internship is between two to six months. For this internship the duration is 6 months, from 1 June to 31 November 2019.
The intern is expected to work five days a week, on a full-time basis.
Interns shall not be eligible to be engaged in any other form of employment within ICAO during the period of internship and shall not be
eligible to apply for or be appointed to any post in the Secretariat or be contracted for any other remunerated employment with ICAO for
the six months immediately following the end of their internship.
