Suggest to refer in below process, make set of documents and visit in RTO

Duplicate RC Process
> RTO Form 26 (you need to check with RTO Office in Person - can it be
signed by successor if succession certificate available)
> Police Report / DDR Intimation Copy of RC Lost (if from Delhi - this can now
be done online)
> Notarized ID Proof, Address Proof of Car Owner with PUC Copy, Insurance
Copy
> No Objection Certificate from Financing Bank (if vehicle has Hypothecation)
> Previous RC Photocopy (if available)
> Affidavit Application (in some RTOs they also ask for Affidavit on Rs. 20
stamp paper stating that Duplicate RC needs to be issued, as misplaced and
is not submitted or seized by Traffic Police or under any crime)

Ownership Transfer
> ID & Address proof of Member in whose name vehicle needs to be
transferred (Copy of PAN Card is mandatory document)
> Car Original RC
> Copy of Valid Insurance, PUC
> Chassis Imprint
> Death Certificate Copy from Local Registrar Office
> Succession Certificate from Court
> RTO Form 31 (Application for Transfer of Vehicle to Successor name)
> RTO Form 29,30 (for effecting transfer)
