EXECUTIVE ORDER RECONSTITUTING THE MUNICIPAL INCIDENT COMMAND


SYSTEM (MICS) STRUCTURE, COMPOSITION AND DEFINING ITS TEAM
FUNCTIONS AS AN ON-SCENE DISASTER RESPONSE AND MANAGEMENT
MECHANISM, AND IS ACTIVATED ONLY IN RESPONSE TO DISASTERS OR
EMERGENCIES AND SITUATIONS APPROACHING CRISIS LEVEL

WHEREAS, Rule 7, Section 3(h) of the Implementing Rules and Regulation of RA 10121
otherwise known as the “Philippine Disaster Risk Reduction and Management Act of
2010” provided for the establishment of an Incident Command System (ICS) as part of
the country’s on-scene disaster response system to ensure the effective consequence
management of disasters or emergencies;

WHEREAS, the law mandates the provision of emergency services and public assistance
during or immediately after a disaster in order to save lives, reduce health impacts,
ensure public safety and meet the basic subsistence needs of the people affected;

WHEREAS, the law has also restructured the roles of key players during disaster, giving
local government units the capacity to manage disasters as “first responders and
manage the adverse effects of emergencies and carry out recovery activities”; and

WHEREAS, in view of changes and termination of terms of some members, there is the
need to restructure the current incident command system for the the implementation
of such roles that will govern responses and appropriate actions for pre-disaster, during
disaster and post-disaster responses.

NOW THEREFORE, I, JONATHAN ENRIQUE V. NANUD JR., Municipal Mayor of the


Municipality of Uyugan, by virtue of the powers vested in me by law do hereby order the
reconstitution of the Municipal Incident Command System (MICS) structure and its
composition, to wit:

SECTION 02. THE OPERATIONAL PLANNING CYCLE & INCIDENT COMMAND POST

The Incident Command System will


follow the standard operational planning
cycle (see figure) from incident/event,
notification, initial response and
assessment to planning meeting to tactics
meeting.

Incident Command Post

The Incident Command Post will be


located with the incident base where the
primary command functions are performed
or other incident facilities. For incidents
happening in the Uyugan area, the incident
command post shall be at the LDRRM Office
or LDRRM Operation Center.

SECTION 03. THE MICS STRUCTURE AND RESPONSIBILITES

The Municipal Incident Command System Structure is shown below and shall
have the following responsibilities:

A. BASIC FUNCTIONS OF THE INCIDENT COMMANDER AND COMMAND STAFF

1. Responsible for overall management response operations


2. Determines incident objectives and policies
3. Establishes priorities in consultation with the staff
4. Establishes the Incident Command Post
5. Establish appropriate ICS organization based on the situation
6. Ensures planning meeting are scheduled as required
7. Approves and authorizes the implementation of the Incident Action Plan
8. Ensures that adequate safety measures are in place
9. Coordinates with key people and officials
10. Has overall authority and responsibility for conducting incident operations
11. Ensures availability of resources and will serve as link to higher authorities
12. Authorize release of information to the news media

B. ACTION OFFICER

1. Coordinate with all agencies/individuals pertaining to the directive of the


Incident Commander

C. INFORMATION OFFICER

1. Central point for information dissemination


2. Works closely with all the different information officers/media
3. Ask approval of the Incident Commander prior to media releases

D. LIAISON OFFICER

1. Point of contact for representatives of other governmental departments and


agencies, NGOs, and/or the private sector (with no jurisdiction or legal
authority)
2. Provide input on their organization’s policies, resource availability, and other
incident-related matters

E. SAFETY OFFICER

1. Monitors incident operations and advises Incident Command on all matters


relating to operational safety, including the health and safety of emergency
responder personnel
2. Works with Operation Section on tactics
3. Has emergency authority to stop and/or prevent unsafe acts during incident
operations

F. OPERATIONS SECTION CHIEF

1. Directs and coordinates all incident tactical operations


2. Supervises in the staging areas and monitors various operation teams such
as communication and warning, pre-emptive evacuation and transportation,
evacuation and relief and search and rescue groups.

G. LOGISTICS SECTION CHIEF

1. Provide all facilities, transportation, communications, supplies, equipment


maintenance and fueling, and all off-incident resources.
2. Manage all incident logistics.
3. Brief Logistics staff as needed.
4. Identify anticipated and known incident service and support requirements.
5. Request additional resources as needed.
6. Oversee demobilization of Logistics Section and associated resources.

H. FINANCE/ADMINISTRATION SECTION CHIEF

1. Manage all financial aspects of an incident.


2. Provide financial and cost analysis information as requested.
3. Gather pertinent information from briefings with responsible agencies.
4. Maintain daily contact with agency(s) headquarters on finance matters.
5. Ensure that personnel time records are completed accurately and transmitted
to home agencies.
6. Ensure that all obligation documents initiated at the incident are properly
prepared and completed.
7. Brief Incident Commander on all incident-related financial issues needing
attention or follow up.

Purpose:
To save lives and minimize damages to property

Basic Functions:
1. To have capable rescue personnel assigned in search and rescue
operations
2. To minimize further injury to people and damage to property

2. EVACUATION AND RELIEF OPERATIONS

Purpose:
1. To assist in the evacuation of affected families to prevent casualties;
2. To provide relief operations while in evacuation centers (food, water,
blanket, mats, etc.);
3. To provide relief and appropriate disaster interventions

Basic Functions:
1. Identify beneficiaries in coordination with barangay secretaries.
2. Distribution of relief goods
3. Frontline in the event of disaster and calamities
4. Lead in the relocation of victims to a safe place
5. Monitor the evacuation centers
6. Conduct of stress debriefing of victims (DSWD)
7. Coordinate with other teams
8. Link with civic groups for continuous provision of basic necessities

3. EMERGENCY MEDICAL SERVICES

Purpose:
To provide medical services during and post-emergencies

Basic Functions:
1. Conduct rapid health assessment to affected areas
2. Disposal of dead bodies if the need arises
3. EVS, health education, water supply, garbage disposal etc.
4. Provision of essential medicines and medical supplies
5. Update the incident commander on status of the health services
especially the victims
6. Health advices information
7. Refer to higher authority for serious cases of medical treatment
8. Recommend and suggest medical actions
9. Establish protocol of command

4. FIRE SUPPRESSION/PREVENTION
CHAIRPERSON: THE CHIEF OF POLICE – UYUGAN MPS

Purpose:
To minimize effect of the occurrence of disastrous fire.

Basic Functions:
1. Conduct of fire suppression operation during conflagration

Purpose:
Ensure safety and security of the affected families including
personal properties and belongings and maintain peace and order
situation at the site

Basic Functions:
1. Maintain police visibility in the area
2. Monitor peace and order situation
3. Coordinate with barangay tanods and officials at the site
4. Report any incident to the commander on post for any unusual
peace and order situation
5. Crowd control during relief distribution

Purpose

To rapidly disseminate information concerning imminent disaster


threat to government officials, institutions, properties and the population
at large in the areas of immediate risk.

Basic Functions

1. To relay 24-hour weather bulletin and advisory from PAGASA/ OCD;


2. To forewarn vulnerable areas for possible impact of hazard so as to
enable protective or preventive actions to be taken by disaster
management officials;
3. To assist in the activation of warning system devices
4. To furnish information on updates to responsible persons and
agencies;
5. Establishment of linkages with other agencies;
6. Post and update information advisory thru social networks (facebook,
twitter, etc.), website, PAGASA, resource agencies, etc.

2. PRE-EMPTIVE EVACUATION AND TRANSPORTATION

CHAIRPERSON: ENGR. RAYMOND DAREN D. TECSON


Municipal Engineer

Purpose
To provide vehicles for transporting evacuees to the assigned
evacuation center and to give information to the LDRRM headquarters any
needed assistance of the evacuees.

Basic Functions
1. Transport the evacuees to the designated evacuation center.
2. Transport relief goods
3. Provide assistance in the proper and orderly distribution of supplies and
materials
4. Responsible for providing vehicles to the teams
5. Responsible for checking if the evacuation areas have the needed basic
necessities and report to the barangay any lacking supply in the center.

6. Submit list of injured individuals to emergency medical services
7. Analyze immediate needs at evacuation centers

Basic Functions
1. Manage the listing of affected families rescued and brought to the
evacuation center including list of: (a) injured; (b) casualties; and (c)
missing persons
2. Assess the immediate needs of the affected families in the evacuation
center
3. Manage listing of damages to property
4. Submit report to Incident Commander
5. Update Command Personnel every three (3) hours

2. REHABILITATION AND RECOVERY TEAM

Purpose
To rehabilitate, recover and repair damaged properties after the

1. Retrieval operation will commence right after the search and rescue
operation
