STRENGTHENING THE MUNICIPAL DISASTER RISK REDUCTION AND MANAGEMENT COUNCIL


THROUGH ORGANIZING AND INSTITUTIONALIZING EMERGENCY OPERATIONS CENTER.

WHEREAS, RA 10121 also known as “AN ACT STRENGTHENING THE PHILIPPINE DISASTER RISK
REDUCTION AND MANAGEMENT SYSTEM, PROVIDING FOR THE NATIONAL DISASTER RISK REDUCTION
AND MANAGEMENT PLAN, APPROPRIATING FUNDS THEREFORE AND FOR OTHER PURPOSES” provides
for the establishment of operations centers across all the DRRMC levels;

WHEREAS, natural and human-induced disaster occurrence are highly unpredictable as well as
its impact in the society, thus the above law declares its policy of adapting a disaster risk reduction and
management approach that is holistic, comprehensive, integrated, and proactive in lessening the
socioeconomic and environmental impacts of disaster including climate change, and promote the
involvement and participation of all sectors and all stakeholders concerned, at all levels, especially the
local community;

WHEREAS, the NDRRMC Memorandum 131 series of 2018 provides guidelines to standardized
the operation of EOC and ensure their effective interoperability with other elements of emergency
management and disaster response, which includes the IMTs, Response Cluster, and EOCs of other
agencies and organizations;

NOW THEREFORE, I, CARL JASON RAMA, by virtue of the power vested in me by law do hereby
order the organization of Operations Center as part of the function of the Municipal Disaster Risk
Reduction Management Council which must be operated and staffed 24/7 to serve the need of the
public in times of crisis.

SECTION I. GUIDELINES

a. The EOC shall be provided with appropriate human resources and equipped with
physical requirements such as, but not limited to, computer system, communication
tools and equioment, monitoring tools and equipment, work areas/work stations,
meeting rooms/conference rooms, meal area, rest area for duty personnel taking
breaks, back-up power source, and service vehicles as needed.
b. The EOC shall establish communication links with EOCs of other DRRMC member,
response cluster, IMT in charge, and other relevant stakeholders for effective
coordination and response to disaster;
c. The EOC shall be established in strategic locations that are safe from existing or
emerging hazards (natural and/or human-induced) and accessible to personnel
rendering duty.

d. Back or alternatae EOCs may be established, as needed in order to ensure continuity of
operations amidst any disruption.

SECTION II. Operational of EOC

a. The trigger of for the activation of the EOC or upgrade of alert status shall be any of the
following:

1) There is a threat of an impending natural or human induced hazard;


2) There is an upcoming planned event with anticipated threat;
3) There is an on-going incident or emergency situation;
4) There is a request of support or augmentation that requires multi-stakeholder
coordination; and
5) As directed by the Responsible Officer.

b. EOC shall have their respective standard codes for alert levels that are consistent with the
mandates and authorities of concerned agencies or organizations.
c. EOC alert levels may be adjusted depending on the size, scope and complexity of the
incident, staffing requirements, and resource support needs.
d. During normal conditions, the Operation Center shall undertake regular situation monitoring
with periodic release of reports, warning and advisories.
e. During emergencies or disaster situations, the Operating Center shall be transformed into
EOC and undertake multi-stakeholder functions appropriate such as, but not limited to,
dissemination of warnings and advisories, development and release of situation reports,
development of common operating picture for response, facilitation of acquiring,
assignment and tracking of resources to be dispatched and deployed on-scene.

SECTION III. MANAGEMENT OF EOC

a. EOC shall be organized in accordance with the five (5) management functions:

a.1. Management: Provision of overall leadership in the EOC.

a.2. Operations: Facilitation of multi-stakeholder coordination in support of the emergency response.

a.3. Planning: Performance of all functions pertaining to information management, situation reporting,
action planning, report development and dissemination.

a.4. Finance/Administration: Management of all financial and administrative concerns of the EOC.

b. The EOC shall have designate units or positions to perform the 5 management functions, as
appropriate, consistent with the mandates and authorities of the concerned agency or organization of
an incident.
c. The EOC composition, schedules of duty, detailed roles and responsibilities for each unit or
position, and other organizational requirements shall be formulated by the LDRRMO.
d. During the emergencies or disaster situations, all non-emergency related activities of other
offices and organizations shall be suspended as appropriate to support the manpower and operational
requirements of the EOC.

SECTION IV. REPEALING CLAUSE


All other orders or parts thereof inconsistent with any provision of this order are hereby
repealed or modified accordingly.

SECTION V. EFFECTIVITY. This order shall take effect immediately upon approval.
