MEMORANDUM OF AGREEMENT

KNOW ALL MEN BY THESE PRESENTS:

This Memorandum of Agreement is made and entered into this _____ day of _______________, 2018 by
and between:

LOCAL DISASTER RISK REDUCTION AND MANAGEMENT COUNCIL, with office address at
Bugallon Proper, Ramon, Isabela, represented herein by HON. JESUS D. LADDARAN, herein after referred
to as “FIRST PARTY”.

-And-

KALASAG, represented by as SANGGUNIANG KABATAAN

OFFICIAL hereinafter referred to as “SECOND PARTY”.

WITNESSETH:

WHEREAS, every local government unit shall exercise the powers expressly granted, those
necessarily implied therefrom, as well as powers necessary, appropriate, or incidental for its efficient and
effective governance, and those which are essential to the promotion of the general welfare;

WHEREAS, LDRRMO shall promote the establishment and operation of people’s and non-
governmental organizations to become active partners in the pursuit of local autonomy;

WHEREAS, the LDRRMO/RAMON RESCUE 316 desires to strengthen partnerships with private
sectors, CSOs and volunteer groups;

WHEREAS, the KALASAG (KAbataang LAging Safety ang Goal) will render assistance in times of
disasters or calamities;

NOW, THEREFORE, for and in consideration of the foregoing premises, the parties agree to join
hands and undertake to do the following:

I. OBJECTIVE

To uphold the people’s right to life and property by addressing the root cause of vulnerabilities to
disasters, strengthening the country’s institutional capacity for disaster risk reduction and management
and building the resilience of local communities to disasters including climate change impacts;

II. COMMITMENT OF PARTIES

1. The LDRRMO shall at the frontline in carrying out emergency measures before, during and
in the aftermath of man-made and natural disasters and calamities;

2. The LDRRMO provide relief services and assistance to its constituents before, during and
in the aftermath of man-made and natural disasters and calamities which includes among
others, early warnings and communication equipment, food, water, shelter and medical
services;

3. The Second Party shall be committed to deliver reliable, consistent and sustainable
support to the First Party in carrying out emergency measures, before, during and in the
aftermath of man-made and natural disasters and calamities;

4. The Second Party recognize the First Party as the lead agency in carrying out emergency
measures before, during and in the aftermath of man-made and natural disasters and
calamities;

5. The Second Party undertakes to prioritize the delivery of the services and deliverables
enumerated below to ensure speedy and effective response during and in the aftermath of
man-made and natural disasters and calamities.

 III. SERVICES AND DELIVERABLES:

A. KALASAG (KAbatang LAging Safety ang Goal)

 To offer crucial emotional support after a disaster;

 To provide first aid as First Responder; and

 To render her expertise through stress debriefing, comforting and processing after
the disaster.

This Memorandum of Agreement constitute the entire understanding between the parties relating
to the subject matter hereof, and no amendments or modification to this Memorandum of Agreement
shall be valid and binding; unless, made in writing and signed by the parties.

IN WITNESS WHEREOF, the parties have hereunto affixed their signatures this ________ day of
